										<content:encoded><![CDATA[<p>DA Arrears: Due to the poor economic condition during the Covid pandemic, Dearness Allowance (DA) and Dearness Relief (DR) were stopped. For a long time, central government employees have been demanding restoration of 18 months&#8217; arrears. Once again these employees are pressurizing the government to release their pending arrears.</p>
<p><strong>Demand for payment of DA arrears</strong></p>
<p>In the 63rd meeting of the Standing Committee of the National Council (Joint Consultative Mechanism), many important issues related to central government employees were discussed, including the payment of DA / DR arrears of 18 months withheld during Covid. In this meeting, the employee side was led by senior leaders like Shivgopal Mishra and M. Raghavaiya. The employee side strongly reiterated its old demand on DA arrears.</p>
<p>In the meeting, the employee side once again clearly stated that the DA / DR amount for 18 months between March 2020 and June 2021, which was stopped due to the pandemic at that time, should be returned to the employees. They argued that both employees and pensioners are entitled to this relief, as they worked with their full service spirit during that difficult time, even though there was a lockdown in the country.</p>
<p><strong>What is the government&#8217;s stand on 18 months DA arrears</strong></p>
<p>However, the Finance Ministry has reiterated its old stand on this matter, saying that the economic situation had worsened due to the Kovid-19 epidemic, and the burden of the government&#8217;s welfare schemes was felt even after the financial year 2020-21. In such a situation, it is not possible to pay DA / DR arrears.</p>
<p><strong>8th Pay Commission was also discussed</strong></p>
<p>In this meeting, the formation of the 8th Central Pay Commission and its reference terms were also discussed. The employee side requested that the government appoint the chairman and members of the commission as soon as possible and issue ToR (Terms of Reference). The government said that notification has been issued to appoint some members, and the rest of the process is going on. Central employees hope that the recommendations of the 8th Pay Commission will be implemented from January 1, 2026 and if there is a delay in it, then it should be paid with arrears.</p>
<p><strong>A proposal for employee insurance scheme was also presented</strong></p>
<p>Another big issue in the meeting was the Central Government Employee Group Insurance Scheme (CGEGIS). <p>In fact, Mukesh Singh, General Secretary of Bharatiya Immunity Mazdoor Sangh, has written a letter to Finance Minister Nirmala Sitharaman and said that the allowance withheld from government employees and retired people during the pandemic should now be returned. He emphasized their contribution during Covid-19 and their role in supporting the country&#8217;s efforts.</p>
<p><strong>Discussion regarding 18 months DA</strong></p>
<p>It is written in the proposal that on January 25, the arrears of Dearness Allowance (DA) to the central government employees and pensioners have been discussed in detail. These dues relate to the 18-month period during which DA and dearness relief (DR) payments were suspended due to financial stress in the pandemic.</p>
<p><strong>Arrears DA may be released in the budget</strong></p>
<p>In the proposal sent, Mukesh Singh said that I would like to highlight the important contribution of all government employees and pensioners during challenging times. His unwavering dedication and hard work was instrumental in ensuring the smooth functioning of essential services and supporting the nation&#8217;s fight. He said that he requests to release the three installments that were stopped during Covid in the upcoming budget.</p>
<p><strong>Payment of dues not possible</strong></p>
<p>After the country&#8217;s financial condition improved, Minister of State in the Finance Ministry, Pankaj Choudhary, had earlier indicated that it was not considered possible to pay the dues from the challenging financial year 2020-21 due to negative.</p>
<p><strong>How much can dearness allowance increase?</strong></p>
<p>It is noteworthy that the Central Government is currently giving 46 percent dearness allowance to employees and pensioners under the 7th Pay Commission. It is expected that this time too, after January, employees may get the gift of 4% DA Hike. If this happens then dearness allowance of pensioners and employees will increase to 50 percent.</p>

<p>The government made it clear on Tuesday that releasing 18 months&#8217; arrears of Dearness Allowance is not practical. During the Corona period, dearness allowance (DA) received by central employees and dearness relief (DR) of pensioners was banned.</p>
<p>Minister of State for Finance Pankaj Chowdhary made it clear in a written reply to a question in the Rajya Sabha on Tuesday that it is not practical to release the outstanding installments of dearness allowance and dearness relief to central government employees and pensioners that were stopped during the Corona period. Due to the adverse effects of Covid in the year 2020 and the welfare measures taken by the Centre, its fiscal impact continued till after the financial year 2020-21.</p>
<p><strong>Many applications received by the government</strong></p>
<p>Chaudhary said that various central government employees and pensioners associations had given many applications to the government regarding the release of DA and DR for 18 months. Significantly, in view of the economic disruptions caused by the epidemic, the government had banned the 3 installments of DA and DR payable from January 1, 2020 to January 1, 2021.</p>
<p><strong>Apart from the Center, there has been an increase in the DA of the employees of these states.</strong></p>
<p>It is noteworthy that the Modi government had given a big gift to the central employees a month before Diwali. The central government had increased the dearness allowance (DA) of central employees by 4 percent. Central employees used to get 34 per cent DA, which has now increased to 38 per cent. Apart from the central government, the governments of Jharkhand, Chhattisgarh, Haryana, UP, Karnataka, Punjab and Assam have announced an increase in the DA of their employees.</p>
