The formation of the commission has been announced but till now neither the chairman nor its members have been appointed nor the TOR (Terms of Reference) notification has been issued.</p>
<p>8th Pay Commission: Lakhs of central employees and pensioners are waiting for the 8th Pay Commission. The government has made the announcement but its board members have not been formed yet. In such a situation, the question arises that what are the reasons due to which the 8th Pay Commission is getting delayed. Let us know the reasons due to which there is disappointment on the faces of the employees.</p>
<p><strong>Major reasons for the delay in the 8th Pay Commission</strong></p>
<ol>
<li>Appointment of members and chairman pending</li>
<li>Terms of reference not prepared yet</li>
<li>No budget provision for the 8th Pay Commission</li>
</ol>
<p>These are the major reasons due to which the members of the 8th Pay Commission have not been constituted yet. The government had announced its formation in January 2025 itself. But it has not been decided yet which members will be kept in this commission. Neither has its chairman been appointed. We can also consider this as a major reason for the delay in the 8th Pay Commission.</p>
<p>Forming a pay commission is a very complicated and lengthy process. First its members are appointed. Till now even the Term of Reference (ToR) of the 8th Pay Commission has not been prepared. This means the scope of work, what things need to be done. We can consider this as one of the reasons for the delay in the 8th Pay Commission .</p>
<p>There has been no budgetary provision for the 8th Pay Commission till now. The Pay Commission puts a heavy burden on the government. Even after the formation of the 7th Pay Commission, an additional burden of thousands of crores of rupees had increased on the government treasury. In such a situation, keeping the economy in mind, budgetary provision has to be made for this as well. We can also consider this as a reason for the delay in the 8th Pay Commission.</p>
<p>When can the 8th Pay Commission be implemented?<br />
It may take about 3 years for the 8th Pay Commission to be implemented. That is, it may be implemented by 2028. Because after the announcement of the 7th Pay Commission, it took almost the same time for it to be implemented. That is, now central employees may have to wait for a long 3 years.</p>

<p><strong>Why 8th Pay Commission Delay</strong>: The wait for the 8th Pay Commission for government employees is getting longer and longer. Lakhs of employees and pensioners were hoping that the government would soon announce its formation and recommendations, but this process seems to be stuck till now. According to sources, there are three major reasons in the announcement of the commission, due to which the whole matter is getting delayed.</p>
<p><strong>ToR is not ready yet</strong><br />
Forming a pay commission does not mean just making an announcement, but going through a whole administrative process. The chairman and members have to be appointed for the commission. Along with this, a &#8220;Term of Reference (ToR)&#8221; has to be prepared to determine the functioning of the commission. The government has not yet finalized the ToR, due to which the official launch of the commission is stuck.</p>
<p><strong>Increasing burden on the budget</strong><br />
The recommendations of any pay commission have a major impact on the economic policy and fiscal balance of the government. Even after the 7th Pay Commission, there was an additional burden of thousands of crores of rupees on the government treasury. Now when the country&#8217;s economy is facing challenges on many fronts, the government is currently avoiding taking any major step that would put further pressure on the financial situation. This is the reason why concrete budgetary provisions have not yet been made in the direction of the 8th Pay Commission.</p>
<p><strong>The new salary structure is not fully ready yet</strong><br />
The biggest responsibility of the commission is to study the existing salary structure and prepare a new structure. This requires changes in the basic pay, grade pay, allowances and even the pension system. The government has started the process of taking inputs from employees and unions, but it is still in its initial stages. Keeping in mind the demands of different sections, departments and stakeholders, preparing a model that is practical and does not put too much burden on the treasury is not an easy task.</p>
<p>As the year 2025 is coming to an end, the patience of the employees is continuously breaking. They were confident that this commission would be formed on time and changes in their salary structure would be implemented by 2026.
