There has been a long standing demand to reduce the existing age limit for additional pension to retired central employees. However, the government has once again clarified its stand on this matter. The central government said that there is no plan to reduce the minimum age eligibility for additional pension to retired central employees.

There is no approval for reducing the minimum age limit for additional pension
The central government has made it clear that the minimum age for additional pension will remain 80 years. In response to a question asked in the Lok Sabha, the government said that there was a proposal to increase this limit to 65 years, but it has not been approved.

An MP asked whether the government was considering reducing the age limit to 65 years as recommended by the Parliamentary Standing Committee on Pensioners’ Grievances and, if so, sought details about it.

In response to this question, Union Minister of State for Personnel Jitendra Singh said in the Lok Sabha that on the recommendation of the Sixth Pay Commission, the government has approved 20% additional pension at the age of 80 years, 30% at the age of 85 years, 40% at the age of 90 years, 50% at the age of 95 years and 100% at the age of 100 years.

He said that as age increases, especially health-related needs also increase, so provision for additional pension has been made. But there is no plan to reduce the minimum age eligibility for additional pension.

Will the rules on additional pension age change for central government employees?
The Parliamentary Standing Committee had recommended giving additional pension from the age of 65 in 2021. The government considered it and also submitted its report in 2022. After this, the committee decided not to pursue the issue further. That is, at present the government has no plans to reduce the minimum age eligibility.

How are central government pensioners paid?

The government has assured that the payment of additional pension is done automatically through banks and pension distribution agencies. Instructions are also issued from time to time to avoid any delay or disturbance in this.

How will the impact of rising inflation on pension be reduced?

Dearness Relief (DR) is given to pensioners, which applies to both their basic pension and additional pension. Its rate is the same as that of Dearness Allowance (DA).

Possibility of change in pensionable age in future?

At present, the government does not intend to make any changes in this rule. But in view of the rising inflation and cost of living, the government will keep an eye on this issue. It is clear from this decision of the government that one should not expect to get additional pension before the age of 80 years. At present, Dearness Allowance is the only support for retired central employees, through which they can get some relief.

Will get additional pension

According to the circular issued by the Ministry, pensioners above the age of 80 will get the benefit of additional pension from the government. For this, the government has also issued new guidelines. Through these new guidelines, the government has made the process of giving additional pension very easy so that the distribution of pension is done easily as well as quickly.

Under the provisions of sub-rule 6 of rule 44 of CCS (Pension) Rules 2021, pensioners will be given the benefit of additional pension or compassionate allowance along with pension. According to the rules, pensioners aged 80 to 85 are eligible for 20 percent of the basic pension, while pensioners aged 85 to 90 years will get 30 percent. Similarly, pensioners aged 90 to 95 years will get 40 percent and pensioners aged 95 to 100 will get 50 percent. Super senior pensioners above the age of 100 will get 100 percent of the basic pension as compassionate allowance.

Understand it like this, if a pensioner is 81 years old and is getting a pension of Rs 5,000, then he will get Rs 1,000 as additional pension. Similarly, a pensioner between the ages of 85 and 90 will get Rs 1,500 as compassionate allowance.

When will the additional pension be available

According to the notification of the ministry, when the pensioner reaches the age limit, the additional pension or compassionate allowance will become effective from the first day of that month. The government has taken the decision to give additional pension so that the pensioners do not face any problem in living and they can manage it properly.
To ensure that all pensioners receive the benefit of additional pension on time, the ministry has directed the departments and banks involved in pension distribution to disseminate the information.

According to the CCS Pension Rules, 2021, after the pensioner reaches 80 years of age, his compensation allowance increases, which is available in the form of enhanced pension. However, its benefit is available only to retired government employees. If you look at the rules, you will see that after the age of 80, the monthly payment of the pensioner increases every five years.

In this way, the amount of pension increases

– above 80 years but below 85 years of age, the basic pension increases by 20 percent.
Above 85 years but below the age of 90 years, 30% of the basic pension amount is increased.

Above 90 years but below the age of 95 years, the amount of basic pension increases by 40 percent.
Above 95 years but below 100 years of age, the pensioner gets 50% increase in basic amount.
On attaining the age of more than 100 years, the pensioner is entitled to get 100% additional pension of his basic.

Whatever be the date of birth: According to the rules applicable from the 1st of the pension
, even if the pensioner was born on any date, but he starts getting the benefit of additional pension from the 1st of that month only. For example, if a person was born on 15th August, then on attaining the age of 80 years, the benefit of 20% increased pension would start from 1st August. Similarly, pensioners born on August 4 will also be paid the increased amount as on August 1.

The new rule will be applicable to these employees only

. The Central Government had notified the Central Civil Services (Pension) Rules on December 20, 2021. Only those government employees who have been appointed before December 31, 2003 will get the benefit of this. It also includes civil government employees attached to the Defense Services. This rule will not be applicable to railway employees, employees of All India Services.
