										<content:encoded><![CDATA[<p>8th Pay Commission: Central government employees and pensioners are eagerly waiting for the final notification of the 8th Pay Commission. The biggest question along with the fitment factor is how many old allowances will be abolished in the new salary structure and how much the total salary of the employees will increase.</p>
<h3><strong>7th Pay Commission Experience</strong></h3>
<p>During the last 7th Pay Commission, 196 allowances were reviewed. Out of these, it was recommended to abolish 52 allowances and include 36 in other allowances. After this, the government removed many allowances and gave new name and structure to some.</p>
<p>Experts believe that a similar process can be adopted in the 8th Pay Commission. This time the principle of &#8216;less allowance, more transparency&#8217; will be followed.</p>
<h3><strong>Which allowances may be affected</strong></h3>
<p>Officials anticipate that travel allowances, special duty allowances, small regional allowances and some departmental allowances such as old typing/clerk allowances may be abolished. The salary structure can be simplified and made transparent by removing irrelevant allowances due to digitalisation and new administrative systems.</p>
<h3><strong>Will there be an impact on the salary of employees?</strong></h3>
<p>The reduction in allowances does not mean that the total earnings of the employees will be less. Usually the government balances the removal of allowances by increasing the basic salary and Dearness Allowance (DA). This will also benefit pensioners, because pension is calculated on basic salary and DA, not on separate allowances.</p>
<h3><strong>8th pay commission status</strong></h3>
<p>The central government has not yet issued the official notification of the 8th Pay Commission. The Terms of Reference (ToR) of the commission and the appointment of the chairman and members are yet to be finalised. The ToR will determine how the commission makes recommendations on salary structure, allowances and other benefits. 										<content:encoded><![CDATA[<p>The Central Government has again issued new instructions regarding the allowances of the employees. In fact, the Department of Personnel and Training (DoPT), including the Ministry of Personnel PG and Pension, has issued new orders giving consolidated instructions on the allowances of Central Government employees under the Seventh Pay Scale (7th Pay Commission).</p>
<p>Under this, the allowances revised rate were revised. Allowance will be made available to the employees at the revised rate. For this, the category of employees has also been fixed.</p>
<p>As a result of the decision taken by the Government on the recommendations made by the 7th Central Pay Commission on the subject of Risk Allowances and with the approval of the Expenditure Statement, the rates of Risk Allowance have been revised vide this Department&#8217;s Office Memorandum. went. At the same time, risk allowance will be payable with revised rates from the date of issue of above mentioned OM along with all other conditions envisaged in this allowance. DoPT has decided to issue consolidated instructions on the subject of Risk Allowance to Central Government employees in the matter.</p>
<p>Risk Allowance is currently given to Central Government employees engaged in hazardous duties or whose work is likely to cause harmful effect on health. The following criteria may be adopted for determining the categories of employees at risk in employment:</p>
<p>those engaged in duties involving high hazards or whose health is liable to be progressively adversely affected over a prolonged period of time by reason of particular occupation, and<br />
in the cleaning of underground drains, sewer lines, trenching grounds and workers in infectious disease hospitals Sweepers/cleaners fitted.</p>
<p>Existing categories of Government servants who are drawing Risk Allowances may continue to receive them at the revised rates (w.e.f. 03.11.2020) as under</p>

</ul>
<p>While a category of Government servants in one department is drawing risk allowance, similar categories of Government employees in other Ministries/Departments (sanitary cleaners working in underground drains, sewer lines, infectious disease hospitals etc.) Will be considered for providing risk allowance. Risk Allowance will not be treated as “Salary” for any purpose.</p>
