The Department of Financial Services (DFS), under the Finance Ministry, wrote on the social media platform X-NPS Trust has introduced the Unified Pension Scheme Calculator. This calculator provides pension estimates to both NPS (National Pension System) and UPS subscribers. The department said that this calculator will help the subscribers to choose the right pension scheme after thinking carefully.

UPS rules applicable from April 1

Let us tell you that the rules related to UPS have come into force from April 1, 2025. These rules enable the enrollment of Central Government employees, including employees coming under the NPS of the existing Central Government in service as on April 1, 2025 and employees recruited in Central Government services on or after April 2025.

Features of UPS

This pension scheme has assured pension. The rate of full assured payment will be 50 per cent of the average basic pay of 12 months immediately before retirement and subject to minimum qualifying service of 25 years. The family will get 60 per cent of the pension of the employee immediately before his death. There is a guaranteed pension of Rs 10,000 per month on retirement after a minimum of 10 years of service. There is also a provision for lump sum payment on retirement in addition to gratuity.

Let us tell you that in UPS, employees will have to contribute 10 percent of their basic salary and dearness allowance, while the employer (Central Government) will contribute 18.5 percent. UPS or assured payment option will not be available in case of removal or dismissal or resignation of a central employee from service.

The government had announced the formation of the 8th Pay Commission in January 2025. This announcement was made just before the budget, due to which the employees were expecting that the new salary structure would be implemented from 2026. But till now the chairman of the commission, two members and a secretary level officer have not been appointed. That is, the process of formation is still incomplete.

The matter also came up in Parliament

In March 2025, in response to a question in the Lok Sabha, Finance Minister Nirmala Sitharaman admitted that the 8th Pay Commission has been constituted. But at the same time she also added that the terms of reference (ToR) of the commission and the time frame of the report have not been decided yet.

The report could take a year

Speaking to Moneycontrol, Manoj Goel, expenditure secretary, finance ministry, said, “If the commission is set up in March 2025, the report is expected to come by March 2026. However, it may take less than a year.” This means that the government has not kept any funds for salary hike in the 2025-26 budget.

Why does it take so much time?

The Pay Commission has to take opinion from all the ministries, employee unions and pensioners’ groups. Only after this the report is prepared. Last time the 7th Pay Commission took about 18 months to prepare the report.

When is the 7th Pay Commission ending?

The recommendations of the 7th Pay Commission are in effect from 2016 and its term is till 2026. According to tradition, a new commission is formed every ten years. But there is a delay in the process of preparing the report and implementing it.

It is difficult to get new salary from 2026

Even if the report of the 8th Pay Commission comes by March 2026, it may take a few more months to implement it. In such a situation, it would be premature to expect a new salary from January 2026.

Who will benefit from the increase in DA?

2% increase in DA

This time the government has increased DA by 2%. After this increase, the dearness allowance of government employees has increased from 53% to 55%. This increase has been made on the basis of the data of July-December 2024 of All India Consumer Price Index (CPI).

How much can be the benefit if DA increases?

If the basic salary of an employee is Rs 18,000, then after a 2 percent increase in it, he will get Rs 360 more every month. In this way, there will be an additional income of Rs 4,320 in a year. On the other hand, if the basic pension of a pensioner is Rs 9,000, then after a 2 percent increase, he will get Rs 180 more every month. That is, there will be a benefit of Rs 2,160 in his pension in a year.

What is DA?

Dearness Allowance is an amount given to government employees to adjust their basic pay according to rising inflation. The basic pay is decided in the Pay Commission after every 10 years, but DA ensures a periodic increase in the salary of employees.

What is DA Arrear?

What is the rule to increase the salary of employees?

Dearness allowance of central employees is increased every six months. At present, central employees are getting dearness allowance at the rate of 46 percent. From January 2024, dearness allowance will increase to 50 percent.

After this, as per the rules, this will be made void. Why? Now the rules made by the Central Government apply here. In the year 2016, the government had made a rule that as soon as dearness allowance reaches 50 percent, it will be reduced to zero.

How will the basic salary increase?

How will there be a huge increase in basic salary? For this let’s go into a little flashback. When the government implemented the 7th Pay Commission in 2016, dearness allowance was reduced to zero.

A new base year was fixed for calculations. Due to zero dearness allowance, the employees got the benefit that the previous dearness allowance was added to their basic salary. Now something similar is going to happen once again. There is a plan to increase the salary by once again merging the dearness allowance into the basic salary. Meaning, has the time come to constitute the 8th Pay Commission?

Dearness allowance will become zero (0)

Now the question comes that why would this happen? Actually, in the memorandum of the year 2016, it has been said that as soon as the Dearness Allowance (DA) reaches 50 percent i.e. 50% of the basic salary, it will be reduced to zero. Meaning, after becoming zero, the current dearness allowance will start back from 1 percent, 2 percent.

This will happen because, as soon as 50 percent dearness allowance (DA hike) is reached, it will be merged into the basic salary. With this, employees will not have to wait long for their salary revision. Earlier dearness allowance used to exceed more than 100 percent. This was the formula for the sixth salary.

Salary of central employees will increase by Rs 9000

At present, the basic salary at pay-bed level-1 is Rs 18000. This is the most minimal basic. If we look at its calculation, a total of Rs 7560 is currently available as dearness allowance. But, if we look at the same calculation at 50 percent dearness allowance, then we will get Rs 9000. Now here comes the catch.

As soon as 50 percent DA is reached, it will be reduced to zero and added to the basic salary. Meaning, the salary of Rs 18000 will increase by Rs 9000 to Rs 27000. After this dearness allowance will be calculated at Rs 27000. If DA increases by 3% after becoming 0, then their salary will increase by Rs 810 per month.

When will central employees get gifts?

At present, the dearness allowance of Central Government employees is 42 percent. Now the next revision is to be held in July 2023, in which there may be an increase of 4 percent. This means that after July, dearness allowance will increase at the rate of 46 percent. In such a situation,

the revision of dearness allowance for January 2024 will have to be kept an eye on. If it increases by 4 percent then dearness allowance will reach 50 percent. If it increases by 3 percent then it will be 49 percent.

In case of 50%, dearness allowance will become zero from January 2024 itself. This means that from July 2024, dearness allowance will be calculated only on the increased basic salary. If it remains at 49 percent then we will have to wait till July 2024.

Why is dearness allowance made zero?

Whenever a new pay scale (Central pay commission) is implemented, the DA received by the employees is added to the basic salary. Experts say that as a rule, 100 percent DA received by employees should be added to the basic salary, but this is not possible. Financial situation comes in the way.

However, this was done in the year 2016. Before that, in the year 2006, when the sixth pay scale came, at that time 187 percent DA was being given in the fifth pay scale till December. The entire DA was merged into the basic pay. Therefore the coefficient of the sixth pay scale was 1.87. Then new pay band and new grade pay were also created. But, it took 3 years to deliver it.

What has changed?

Actually, the government has given permission to accept reimbursement claims without reference from DoPT. However, some conditions are also included in this. The first condition is that if no advance has been withdrawn for six months. If advance is withdrawn, it is for three months and the entire amount must be returned within three months.

These conditions apply when a Central Government employee faces challenges in submitting a claim within the time limit prescribed under Rules 14 and 15 of the CCS(LTC) Rules, 1988 due to circumstances beyond his control.

The ministry said that these instructions have been issued with the concurrence of the Department of Expenditure and will be effective from the date of issue of this Office Memorandum. As per the memorandum, Ministries or Departments or attached offices or subordinate offices are requested to keep these instructions in mind while processing billed LTC claims.

Further, when Central Government employees book flight tickets through authorized travel agents like Balmer Lawrie & Company Limited, Ashok Travels & Tours and Indian Railway Catering and Tourism Corporation Limited, these agents are provided with the details of the flight at the cheapest fare. It is important to show. Booking of air ticket for the purpose of LTC on the website of these three authorized travel agents would itself be a proof that the ticket booked by the individual Government servant was the cheapest fare under the guidelines.

Order has been issued

It has been said in the order that during the year 2024, the holidays given in the order will be celebrated in all the central government offices located in Delhi and New Delhi. Dearness Allowance (DA) will increase from 38 percent to 42 percent. The total increase in Pay Band 3 (with a basic salary of Rs 18,000) will be Rs 720 per month. That is, arrears of Rs 720X2=1440 for January and February will also be given along with March salary. If your basic salary is Rs 25,000, then at present you will be getting dearness allowance of Rs 9500. But when DA increases to 42 percent, it will become Rs.10,500. That is, there will be an increase of Rs 12,000 in your salary annually.
