Why the decision was taken

In fact, many central employees fail to apply for CGHS card despite contributing. The ministry has considered it unfair to prevent access to CGHS facilities under these circumstances. The purpose of automatically issuing CGHS card is to improve this situation. This is to ensure that no contributing employee is deprived of the benefits they are entitled to. Please note that CGHS is a mandatory health scheme and deductions start automatically for employees whose residential area falls in the CGHS dispensary area. It is necessary for these employees to apply separately for CGHS card.

According to the ministry, if CGHS contribution is being compulsorily deducted from the monthly salary of a government employee, then it would be unfair to deny him the benefit of CGHS facilities on the ground that he has not applied for obtaining the card. Apart from this, the Health Ministry has directed the administrative branches to ensure that CGHS cards are issued automatically to the concerned employees.
