New system for grievance redressal

Now if a government employee or officer is dissatisfied with his transfer, he can present his objection before the concerned department before going directly to the High Court. However, after the transfer, it will be mandatory for the employee to first join his new posting. After this he can file his complaint, and the concerned authority will have to take a decision on it within 30 days.

Resolution Process under Amended Rules

According to the notification issued by Personnel Secretary M. Sudha Devi, if the competent authority decides to cancel the transfer order after investigating the employee’s complaint, the employee will be reinstated to his previous posting. But if it is decided to keep the transfer order intact, the transfer order will remain effective. This new policy will be especially beneficial for those employees who are dissatisfied with the transfer.

Transfer ban may be lifted in April

At present, there is a ban on transfers in Himachal Pradesh, although transfers are being done on the instructions of the Chief Minister in special circumstances. It is expected that this ban will be lifted in April, so that all employees can apply for transfer. Now under the new rules, employees dissatisfied with the transfer will have to first register their objection in their department, so that their complaints can be resolved effectively.
