The central government has instructed all the states to make the birth certificate of the newborn available to the family before discharge from the hospital. This step has been taken with the aim of increasing the convenience of the citizens and making government processes simple and transparent.

The order issued by the office of Registrar General of India (RGI) clearly states that all private and government hospitals in the country will have to ensure that the child is registered immediately after birth and the birth certificate is handed over to the family before discharge. This order has been implemented with special focus on those hospitals which handle more than 50% of institutional births.

Mandatory registration within seven days

Registration of the birth of a newborn is done under the Registration of Births and Deaths Act (RBD) 1969. In the year 2023, this Act has been amended to make it more effective. Now it has been made mandatory that the event of birth be registered on the portal of the Central Government within seven days and the certificate should also be issued during the same time. Birth certificates have been allowed to be made available in digital or physical format.

Why has the importance of birth certificate increased?

In today’s time, birth certificate is not just a formality, but has become the basis of a citizen’s identity and his rights. It has become a mandatory document in all processes like government jobs, school/college admission, passport, marriage registration. According to the new rule applicable from October 1, 2023, this certificate will now be considered the only proof of the original date of birth.

Linked to centralized data system

After the 2023 amendment, states are now required to upload their records on the central government portal. This helps in integrating the data of citizens. This data is now used in updating various schemes like National Population Register (NPR), ration card, voter list, and property registration.

Warning was given in March too

In March 2025, the Registrar General had strictly instructed all hospitals to report incidents related to birth and death within 21 days. At that time, complaints were received about some hospitals not following the law.

• First of all, go to the official website of the state civil services and select the General public sign up option.

• Now log in with the help of user ID and password and select the option of Birth Certificate.
• After this the application form will open and you will have to fill the necessary information in it.
• After filling all the required information, you will have to upload the necessary documents.
• After uploading the documents you have to submit it and then the birth certificate will be ready within about 1 week.
