<p><strong>Will not get DA arrears of 18 months</strong></p>
<p>Central employees will not be paid arrears of dearness allowance for 18 months. The central government has said that it will not give dearness allowance to central employees for 18 months, which was stopped due to COVID-19.</p>
<p><strong>Dues of DA were stopped during COVID 19</strong></p>
<p>The central government had frozen the DA dues of central government employees and pensioners for 18 months during COVID-19. The Central Government replied in the Lok Sabha justifying its decision. In response to a question in Lok Sabha, Union Minister of State for Finance Pankaj Chowdhary said that the decision to freeze three installments of Dearness Allowance and Dearness Relief to central government employees and pensioners will be taken from January 1.</p>

This time the government employees are hopeful that the government will definitely include their three things in the Union Budget 2023.</p>
<p><strong>Three demands of government employees from the budget</strong></p>
<p>In the budget to be presented on February 1, there is little hope of making an announcement directly regarding the salary of the central employees, but the government can make an announcement regarding the 7th Pay Commission. Can announce allocation in the budget to increase the salary of the employees.</p>
<p><strong>Government should give DA arrears of 18 months</strong></p>
<p>To deal with inflation in the budget, the government will give some relief to the employees. If the Modi government accepts the three demands related to the salaries of the employees in the budget, then there can be a big increase in their salaries. Out of this, the first demand is regarding DA arrears of 18 months. During the time of Kovid, the government did not increase DA for 18 months from January 2020 to June 2021. Then the government had increased the DA by 11 percent on July 1, 2021, but did not say anything about DA not increased for 18 months. Since then government employees are expecting that they will get DA arrears of 18 months.</p>
<p><strong>The fitment factor should be revised</strong></p>
<p>Central government employees have been demanding increase in fitment factor for a long time. With the increase in the fitment factor, the minimum basic pay of the employees will be increased from Rs 18,000 to Rs 26,000. That is, the minimum salary will increase by Rs 8,000 directly. The employees are demanding the government to increase the fitment factor from 2.57 per cent to 3.68 per cent.</p>
<p><strong>Dearness allowance should be increased with the budget</strong></p>
<p>The government increases Dearness allowance (DA) twice a year in January and July. Government employees have been demanding that the first hike in DA of the year should be done along with the budget to be presented on February 1 or later. So that, before Holi, their salary can be increased. If media reports are to be believed then the government can increase DA between 3 to 5 percent. Right now the DA is 38 per cent.</p>

										<content:encoded><![CDATA[<p><strong>7th Pay Commission: The Telangana government has given a gift to the employees and pensioners before the Union Budget 2023 is presented. The Telangana government has increased the dearness allowance of the state employees.</strong></p>
<p>This decision of the state government is going to benefit more than 7.2 lakh government employees and pensioners of Telangana. At present, the DA (Dearness Allowance &#8211; DA) and DR (Dearness Relief &#8211; DR) of state government employees is 17.29 percent. The state government has increased it to 20.02 percent.</p>
<p><strong>Employees will get 18 months DA arrears</strong></p>
<p>Dearness allowance to state government employees will be considered applicable from July 1, 2021. That is, the employees will get DA arrears of 18 months. These arrears will not be given to the employees in their salary. Rather, the dearness allowance of the employees from 1 July 2021 to 31 December 2022 will be deposited in the General Provident Fund (GPF) account.</p>
<p><strong>DA increased for Telangana state employees</strong></p>
<p>According to the Telangana government, the arrears of dearness allowance (DA Arear) will be paid to those employees who are going to retire on May 31, 2023. Apart from this, they will be allowed to contribute to the General Provident Fund ie GPF during the last four months of their service. Meanwhile, the pensioners will be paid their dearness relief along with the January 2023 pension.</p>
<p><strong>Arrears will be available in 8 installments</strong></p>
<p>The State Government will pay the Dearness Relief (DR) arrears from July 1, 2021 to December 31, 2022 in eight installments. According to Finance Minister T Harish Rao, the Telangana government&#8217;s move to increase DA will help 2.88 lakh retired employees and 4.40 lakh working employees.</p>
<p><strong>This state government has also increased DA</strong></p>
<p>Earlier, the Tamil Nadu government had increased the dearness allowance by 4 per cent. Now the DA available to employees in Tamil Nadu has been increased from 34 per cent to 38 per cent. The decision of the Tamil Nadu government will see a hike in the salaries of over 16 lakh state employees. At the same time, now the central government also has to increase the first installment in DA. It is expected that the government may increase the DA after the budget, which will be considered applicable from January 2023.</p>

<p>The statement said that the DA was frozen due to the increasing pressure on government finances due to the Kovid-19 epidemic.</p>
<p>7th Pay Commission: Lakhs of Central Government employees are waiting for their 18 months Dearness Allowance (DA) i.e. DA arrears. Finance Ministry has issued a statement on DA arrears of 18 months. The statement said that the DA was frozen due to the increasing pressure on government finances due to the Kovid-19 pandemic. It is coming in many media reports that the central government may soon pay the DA arrears of 18 months.</p>
<p><strong>DA is stuck for 18 months</strong></p>
<p>In response to a question in Rajya Sabha, Minister of State for Finance Pankaj Chowdhary said that with effect from January 1, 2020, July 1, 2020 and January 1, 2021, three installments of DA of central government employees and DR of pensioners were frozen. The decision to freeze these three installments was taken due to COVID-19. Due to Kovid-19, there was pressure on the exchequer of the government.</p>
<p><strong>Increased burden on the government due to Covid-19</strong></p>
<p>He also said that in 2020 the financial burden had started increasing due to the pandemic. The pressure started increasing in the financial year 2020-21 to raise money for government schemes. This is the reason why DA and DR were not issued then. States have again increased surveillance to avoid possible danger amid the spread of coronavirus in China. The Central Government on Wednesday held a meeting to review the status of COVID-19 in the country.</p>
<p><strong>Association is demanding</strong></p>
<p>In response, Choudhary said that several government employees&#8217; and pensioners&#8217; associations received applications for release of 18 months&#8217; DA and DR arrears to central government employees and pensioners. These associations include National Council (JCM), National Federation of Indian Railway Men (NFIR), All India Railway Men&#8217;s Federation (AIRF), All India Retired Railway Men&#8217;s Federation (AIRRF), JCOs/OR Veterans Association (JOVA), Indian Railway Employees etc. are included. Apart from this, applications were also received from Indian Pension Forum, National Ex-Servicemen Coordination Committee and Veteran Association.</p>
<p><strong>Increased financial burden on the government</strong></p>
<p>In August last year, in a written reply to a question in the Rajya Sabha, Finance Minister Nirmala Sitharaman had said that around Rs 34,402 crore was saved by withholding DA and DR. The moratorium was lifted in July 2021 and since then DA and DR allowances have increased four times.</p>

<p>The central government is giving its answers on many issues in Rajya Sabha and Lok Sabha. So there once again big information has come to the fore on 18 months outstanding arrears of central employees and pensioners. In fact, let us tell you that once again the issue of arrears of 18 months of lakhs of central employees and pensioners has been raised in the Rajya Sabha.</p>
<p>It is being told in the news that during the question hour, once again the question was asked regarding the release of pending pension from the government. The Modi government had to give an explanation in the House as to why the arrears of 18 months have not been given to the central employees and pensioners.</p>
<p><strong>Central finance told the reason for not giving arrears</strong></p>
<p>Union Minister of State for Finance Pankaj Chowdhary said that the decision to stop the three installments of dearness allowance and dearness relief to central employees and pensioners was taken in view of the economic situation arising out of the Corona epidemic. The rationale behind this is that the government had to make provision of a lot of money for welfare schemes. The Minister of State for Finance said in the House that due to financial burden, DA arrears of 18 months to central employees and pensioners have not been released.</p>
<p><strong>Big information came to the fore for pensioners</strong></p>
<p>Union Minister of State for Finance Pankaj Chowdhary has given a big information to the House in response to the question asked regarding the release of arrears of pensioners. Union Minister of State for Finance Pankaj Chowdhary has said that due to the economic situation arising due to the Corona epidemic in 2020 and the welfare measures taken by the government, its financial impact is continuing even after the financial year 2020-21, hence the dearness allowance and dearness allowance to the central employees. The arrears of dearness relief have not been released to the pensioners.</p>
<p><strong>Demand for arrears of employee-pensioners</strong></p>

Organizations associated with employees and pensioners have also submitted a memorandum to the government regarding this demand.</p>
<p><strong>Due to this attitude of the government, there is great disappointment among the employees and pensioners.</strong></p>
<p>So the arrears of the same employee-pensioner, the government has told why the arrears of 18 months have not been paid. But the government did not tell whether the government will consider it further or not. However, the employees unions are adamant on their demand for DA arrears of 18 months. It is being told that there is a lot of disappointment among the employees and pensioners regarding this attitude of the government.</p>
