According to the information given by the Ministry of Personnel, Public Grievances and Pensions, under the biggest campaign ever run by the government, more than 1.8 lakh pensioners have got their Digital Life Certificate (DLC) made on the very first day.

The country’s biggest DLC campaign

“This is the biggest DLC campaign till date,” said a statement issued by the Personnel Ministry. A total of 1.81 lakh DLCs were generated till Friday evening. The campaign is being run in collaboration with CGDA, Department of Telecommunications, Railways, UIDAI and Ministry of Electronics and Information Technology (MeitY) to reach out to all pensioners living in remote areas of the country.

In addition, “19 banks, 785 district post offices and 57 welfare associations” will also support the month-long campaign. The ministry said the campaign aims to “promote digital empowerment of pensioners using facial recognition technology”.

It was also said that during the campaign, technical support will be provided by the Ministry of Electronics and Information Technology and the Unique Identification Authority of India.

Recognizing the faces of the elderly will be easy

The ministry said, “Facial recognition has been made more intuitive and convenient for senior pensioners and can be used on Android as well as iOS.”

This technology enables identification of the pensioner by facial scan using smartphone camera at home, thereby completing the process of DLC submission without the need for them to visit the bank or post office.

60 lakh DLC so far

The aim is to digitally empower pensioners using UIDAI’s face recognition application. In June, the Employees’ Provident Fund Organisation (EPFO) saw more than a three-fold increase in the number of EPS pensioners submitting facial authentication technology-based digital life certificates, from 2.1 lakh in 2022-23 to 6.6 lakh in 2023-24.

EPFO said that 6.6 lakh facial scan-based DLCs in 2023-24 are about 10 per cent of the total DLCs received during the year. In total, about 60 lakh DLCs were received from pensioners during the last financial year.

A statement from the Personnel Ministry on Thursday said, “This form will be available in future/e-HRMS (online module) for all Central Government employees who are due to retire in December 2024 and thereafter.

Retiring officers who are on e-HRMS will fill Form 6-A through e-HRMS and those who are not on e-HRMS will fill Form 6-A on Bhavishya portal. According to the release, this new form and its integration with Bhavishya/e-HRMS will be released on August 30 by Union Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh. A total of nine forms/formats have been merged in this new form. It said that this will pave the way for paperless functioning in the entire pension process.

Centre organises pre-retirement counselling workshop for employees. The Department of Pension and Pensioners’ Welfare (DOPPW) organised a Pre-Retirement Counselling (PRC) Workshop for the benefit of Central Government employees retiring up to March 31 next year. During the 55th edition of the workshop, various sessions were held on Bhavishya Portal, Integrated Pensioners Portal, Retirement Benefits, Family Pension, CGHS Process, Income Tax Rules, Experience, Digital Life Certificate, Investment Methods and Opportunities etc.

The aim of all these activities was to make the retirees aware about the process to be followed before retirement and the forms to be filled and the benefits they will get after retirement. A bank exhibition was also organised during the workshop in which all the 18 pension disbursing banks participated.

All banking services related to pensioners were made available to the participants. Banks also guided those on permanent retirement from service on how to open pension accounts and invest pension funds in various schemes suitable to them.

Important updates are provided on the condition of time passed as qualifying service or otherwise. In the order issued by DoPT, new rules have been set regarding the pension of suspended employees, which is very important for the employees to know. Employees will be provided pension and gratuity benefits under this rule.

It has been said in the issued order that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Services (Pension) Rules, 1972.

As per rule 23 of the Central Civil Services (Pension) Rules, 2021, in the case of a Government servant who has been previously suspended for an inquiry into his conduct and who on the conclusion of such inquiry would have been wholly acquitted or only a minor fine is imposed and the suspension is deemed to be wholly unreasonable.

Wherein the time spent by him under suspension is required to be counted as qualifying service. In other cases, the period of suspension should not count as qualifying service, unless the authority competent to pass an order under the rule governing such matters expressly declares at that time that it as may be declared by the competent authority.

In all cases of suspension, the competent authority is required to pass an order specifying that, in this regard, the Government servant, if any, shall count the period of suspension as qualifying service and shall be in the service book. A certain entry will be required.

All Ministries/Departments are requested to take strict implementation of the above provisions in respect of calculation of time elapsed as qualifying service for pension and gratuity under the Central Civil Services (Pension) Rules, 2021 or otherwise. To be brought to the notice of the concerned personnel along with pensionary benefits in the Department and attached/subordinate offices under it.
