The Centre has allowed its employees to travel by Tejas, Vande Bharat and Humsafar trains under Leave Travel Concession (LTC). The move comes after the Department of Personnel and Training (DoPT) received several suggestions from various offices/individuals regarding the admissibility of various premium trains under LTC.

The Department has looked into the matter in consultation with the Department of Expenditure and it has been decided that in addition to the existing Rajdhani, Shatabdi and Duronto trains, travel in Tejas Express, Vande Bharat Express and Humsafar Express trains will now be allowed under LTC as per the eligibility of government employees, the DoPT said in an order issued on Tuesday.

Eligible central government employees availing LTC get back the expenses incurred by them on tickets for other journeys in addition to paid leave.

What is LTC service and how are the facilities

LTC (Leave Travel Concession) is an important scheme for the Central Government employees, under which they get the facility of concessional travel to their hometown or any part of India once in four years. This scheme provides an opportunity to the employees to spend time with their family through travel and enjoy the beauty of different parts of the country.

Recently, the government has made it more convenient by allowing travel in Tejas Express, Vande Bharat Express, and Humsafar Express trains under LTC. Along with this, taking a big decision in 2024, the special scheme for travel to Jammu and Kashmir, Ladakh, Andaman and Nicobar Islands, and Northeast region has been extended till 25 September 2026.

What is LTC for Central Government employees?
As per the Office Memorandum dated April 30, 2024, the LTC scheme is a concessional travel service for government employees to visit their home town or any place in India during a block of four years.

As per the scheme rules, Government employees have the option to either avail Home Town LTC twice in a two-year block or visit their home town once in two years and visit any other place in India in the second block of two years. There is an option to roam around the place.

According to OM they will get LTC

1. Who are working as civilian Government servants in the Defense Services in connection with Civil Service matters.

2. Those working under the state government. He is on deputation with the Central Government.

3. Those who have been hired on contract basis.

4. Those who have been re-employed after retirement.

These employees will not get LTC

1. Government employees who are not in full-time employment.

2. Persons with casual and daily employment.

3. A person receiving payment from incidental expenses.

4. Railway Employees

5. Members of the armed forces

6. Local recruitment in Indian missions abroad

7. The person is eligible for any other type of travel concession available during leave or otherwise.

What has changed?

Actually, the government has given permission to accept reimbursement claims without reference from DoPT. However, some conditions are also included in this. The first condition is that if no advance has been withdrawn for six months. If advance is withdrawn, it is for three months and the entire amount must be returned within three months.

These conditions apply when a Central Government employee faces challenges in submitting a claim within the time limit prescribed under Rules 14 and 15 of the CCS(LTC) Rules, 1988 due to circumstances beyond his control.

The ministry said that these instructions have been issued with the concurrence of the Department of Expenditure and will be effective from the date of issue of this Office Memorandum. As per the memorandum, Ministries or Departments or attached offices or subordinate offices are requested to keep these instructions in mind while processing billed LTC claims.

What was said to travel agents

Further, when Central Government employees book flight tickets through authorized travel agents like Balmer Lawrie & Company Limited, Ashok Travels & Tours and Indian Railway Catering and Tourism Corporation Limited, these agents are provided with the details of the flight at the cheapest fare. It is important to show. Booking of air ticket for the purpose of LTC on the website of these three authorized travel agents would itself be a proof that the ticket booked by the individual Government servant was the cheapest fare under the guidelines.
