Under the Motor Vehicles Rules, everyone in India must have a driving license to drive. A challan is issued for driving without a driving license.</strong></h3>
<p>To get a driving license, you first have to get a learning license. Many people take the help of a broker for this. You have to pay more money to get a driving license from a broker. That is why instead of a broker, you can apply for a learning license yourself from home. Let us tell you what is the process for this.</p>
<h3><strong>You can apply for learning license from home</strong></h3>
<ul>
<li>To get a learning license at home, first you have to go to the official website of the Ministry of Transport https://sarathi.parivahan.gov.in /. After this, you have to select your state. After this, you have to click on the option of Apply for Learner&#8217;s License. Here you have to click on the option of Apply through your Aadhar card number. From this, you also have to select whether you will give the test at home or by going to the RTO office.</li>
<li>After this, you will have to enter the details of the Aadhar card and mobile number. Then you will have to click on Generate OTP. After entering the OTP, you will have to click on the tick box below and click on payment mode. After this, you will have to watch a 10-minute tutorial video in which some instructions will be given regarding driving. After the video, OTP and password will come on your registered mobile number.</li>
<li>After this you will have to fill your form and start giving the test. During this time you will have to keep the front camera or webcam of your mobile phone on. To pass the test, you will have to answer 6 out of 10 questions correctly. If you fail in the test, then you will be given a chance to give the test again. But for this you will have to pay a fee of Rs 50, if you pass the test. Then you will get the learner license in PDF form itself. From which you can download and you can get it printed.</li>

<h3><strong>You will have to go to the RTO office for permanent driving license</strong></h3>
<p>But if after this you want a permanent license, then you will have to go to the RTO office and give a driving test there, only after that you will be given a permanent license.</p>

										<content:encoded><![CDATA[<p><strong>New Delhi:</strong> Opinion has been shared regarding increasing the speed limit of trains in the annual meeting of Transport Development Council. The Ministry of Road Transport and Highways is asking the state governments to revisit the speed limit restrictions in urban and semi-urban parts to provide smooth traffic movement.</p>
<p>The 41st Transport Development Council (TDC) meeting was held in Bengaluru last month where the Director (MVL), MoRTH made a brief presentation on the status of implementation of the Motor Vehicles Act in the states. The State Governments are being encouraged to revisit the speed limit restrictions in urban and semi-urban parts to provide seamless traffic movement, it said.</p>
<p>He also laid special emphasis on the benefits that are likely to accrue on full implementation of the reforms by the States/UTs, i.e. promoting seamless mobility across the country, greater safety for drivers and passengers and promotion of online services and ease of doing business. All such things were emphasized.</p>
<h3><strong>In favor of doing 140 kmph</strong></h3>
<p>Recently Nitin Gadkari had said that he is in favor of increasing the maximum speed limit on the expressway to 140 kmph. Gadkari said the speed limit on national highways should be at least 100 kmph on four-lane roads, while the respective speed limits for two-lane roads and city roads should be 80 kmph and 75 kmph.</p>
<p>Apart from this, the minutes of the Annual Meeting of the Transport Development Council also revealed that 24 states and union territories have started the New Bharat Series (BH-series) for vehicle registration.</p>
<p>In August last year, the government notified a new vehicle registration regime that would exempt vehicle owners from the re-registration process when they move from one state or union territory to another.</p>
