New Pension Rule: The Central Government has clarified the pension rules. The government states that pension calculations will begin on the employee’s last working day. The pension rules will apply according to the policy in effect at that time.

New Pension Rule: The Central Government has clarified how pension and family pension will be calculated for employees under the Central Civil Services (Pension) Rules, 2021. The Department of Pension and Pensioners’ Welfare (DoPPW) has issued an office memorandum to clear up confusion regarding which day will be considered an employee’s “last working day” for pension purposes. This means that an employee’s pension or family pension will now be determined according to the rules of their last working day.

In essence, the rules of the day an employee retires, leaves their job, or dies will apply. This government order has been issued to eliminate confusion about which day will be considered the last working day for calculating pensions. This will eliminate any difficulties or errors in pension calculations.

Pension rules will be determined as follows:
Under Rule 5 of the new CCS (Pension) Rules, 2021, it has been stipulated that the pension or family pension of any government employee will be determined according to the rules applicable on the date of retirement, resignation, removal from service, or death. The government clearly stated in its order, “The pension or family pension of any government employee will be determined according to the rules applicable at the time of retirement, resignation, or death.”

What happens if an employee is on leave or suspended?
According to a report in Business Standard, the government has also clearly stated that if an employee is on leave, absenteeism, or under suspension before retirement, the date of their retirement or death will be considered part of that period. This means that in such cases, there will be no break in their service. This means that pension calculations will continue, and the pension of the employee or their family will not be affected.

New Rules for Family Pension
A new rule has been issued regarding family pension. According to the new rule, after the employee’s death, their parents will be required to submit a life certificate to receive their pension. This will keep their records updated with the government and prevent the possibility of mistakenly overpaying a pension if one parent dies. According to Rule 12(5) of the new CCS (Extraordinary Pension) Rules, 2023, if a government employee does not have a wife or children, their parents will receive a family pension for life. This rule ensures the financial security of such parents.

UPS: The central government has decided to give the benefit of retirement and death gratuity to all central employees covered under the Unified Pension Scheme (UPS). This has fulfilled a long-standing demand of lakhs of employees. Union Minister Dr Jitendra Singh gave information about this decision on Wednesday.

Facility like OPS is now available in UPS as well

Under the new rules, now the Central Government employees included in UPS will also be eligible for the benefit of gratuity as per the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021. Earlier this benefit was available only to the employees of Old Pension Scheme (OPS).

Special provision on death or disability during service

According to the Personnel Ministry, in case of death, disability or invalidity of the employee during service, now UPS employees will also be able to get the same benefits as OPS. For this, they will have to give an option in their service record. DOPPW (Department of Pension) has also issued a new order in this regard on Wednesday, which will give UPS employees the right to choose the benefits available under OPS.

Positive feedback among employees

Manjit Singh Patel, President of All India NPS Employees Federation, has welcomed this decision of the government. He called it “historic and extremely necessary” and said that this will clear many doubts of the employees and they will be able to adopt UPS without any confusion.

A strong step towards equality

According to DOPPW Secretary V Srinivas, this decision ensures parity between UPS and NPS pensioners and both will get the benefit of gratuity up to Rs 25 lakh. He said, “This order brings clarity in the service period of the employees and gives them certainty about their future.”

UPS will be implemented from 2025, option will be available

The Finance Ministry has already issued a notification to implement UPS from January 24, 2025. Under this, UPS will be implemented as an alternative to NPS for new recruitments of the Central Government. This decision of the government is not only an important step towards social security, but it also increases the morale and confidence of the employees. The extension of gratuity benefits under UPS has brought relief to thousands of employees who were deprived of this right till now.

Pension Rules Change: The central government has made a major change in the pension rules and has decided that employees dismissed or removed from the Public Sector Undertaking (PSU) will no longer get retirement benefits.

This amended rule has come into effect from 22 May 2025 and is aimed at increasing discipline in government service. The decision will be reviewed by the concerned administrative ministry. These rules apply to employees appointed before 31 December 2003, but railway, IAS, IPS and IFoS officers are out of it.

There is a big news for government employees. The news is that the central government has made a big and important change in the pension rules for government employees. Now if an employee is dismissed or removed from a public sector undertaking (PSU), he will not get retirement benefits. This change has been made under the amendment in the Central Civil Services (Pension) Rules, 2021, which was recently notified on 22 May 2025.

Key provisions of the new notification

According to the new notification Central Civil Services (Pension) Amendment Rules, 2025, if an employee is working in a public sector undertaking and is dismissed or removed due to any misconduct or indiscipline, then he will not be given pension or other retirement benefits irrespective of his service period.

The ministry will review the decision

If an employee is dismissed or removed, the decision will be reviewed by the relevant administrative ministry. The ministry will decide whether the dismissal was justified and whether forfeiture of retirement benefits will apply to him.

What was the rule earlier?

Under the earlier rules, employees of public sector undertakings could get retirement benefits even in case of dismissal or removal from service. This means that their benefits like pension or gratuity remained safe. But now after this amendment, this will not be possible.

To which employees will these rules not apply?

These amendment rules will not apply to railway employees, casual and daily wage employees, IAS, IPS and IFoS officers. These rules apply only to those employees who were appointed on or before 31 December 2003 and whose services are regularly under the Central Government.

Accountability of government employees will increase

This amendment in the pension rules is a step to promote discipline and accountability for government employees. Now employees will have to pay special attention to their conduct during service because any disciplinary action can directly affect their retirement benefits.

Unified Pension Scheme: If you do a government job then this news is useful for you, because from April 1, the Central Government’s Unified Pension Scheme (UPS) has been implemented. But the question is who will get the benefit of this pension and how much will they get. Let us tell you about it in detail.

What is Unified Pension Scheme?

This is a fund-based pension scheme, which has been introduced by the Central Government under the National Pension System. Its purpose is to provide a guaranteed pension to government employees. The Unified Pension Scheme has been introduced for the financial security of government employees. In this, benefits like guaranteed pension, family pension and minimum pension are going to be available after retirement.

What are the terms and conditions of guaranteed pension?

Employees will have to contribute 10 percent of their basic salary and dearness allowance. Along with this, the government will also contribute to it. This will create a fixed retirement fund. It will have a guaranteed monthly pension of at least Rs 10,000. Under this scheme, employees will get a lump sum amount on retirement.

It will be 10% of basic salary and DA

Which will be 10 percent of the last basic salary and DA. If an employee takes voluntary retirement (VRS) after working for 25 years, he will get pension only when his normal retirement age is completed. If the employee dies, his wife/husband will get 60% of the pension. To give you an example, if an employee was getting a pension of Rs 10,000, then his family will get a monthly pension of Rs 6,000.

Who will not get guaranteed pension?

If your job is less than 10 years, then you will not get the benefit of UPS. If you have been dismissed or removed from service, then you will not be eligible for this scheme. Even if you leave the job on your own, you will not get the benefit of UPS.

Government employees get the benefit of pension after retirement. The government has given a gift to the central employees before Diwali. Yes, according to the government notification, pensioners above 80 years of age will now get compassionate allowance. The circular related to this has been issued by the Ministry of Public Grievances and Pensions.

Will get additional pension

According to the circular issued by the Ministry, pensioners above the age of 80 will get the benefit of additional pension from the government. For this, the government has also issued new guidelines. Through these new guidelines, the government has made the process of giving additional pension very easy so that the distribution of pension is done easily as well as quickly.

Under the provisions of sub-rule 6 of rule 44 of CCS (Pension) Rules 2021, pensioners will be given the benefit of additional pension or compassionate allowance along with pension. According to the rules, pensioners aged 80 to 85 are eligible for 20 percent of the basic pension, while pensioners aged 85 to 90 years will get 30 percent. Similarly, pensioners aged 90 to 95 years will get 40 percent and pensioners aged 95 to 100 will get 50 percent. Super senior pensioners above the age of 100 will get 100 percent of the basic pension as compassionate allowance.

Understand it like this, if a pensioner is 81 years old and is getting a pension of Rs 5,000, then he will get Rs 1,000 as additional pension. Similarly, a pensioner between the ages of 85 and 90 will get Rs 1,500 as compassionate allowance.

When will the additional pension be available

According to the notification of the ministry, when the pensioner reaches the age limit, the additional pension or compassionate allowance will become effective from the first day of that month. The government has taken the decision to give additional pension so that the pensioners do not face any problem in living and they can manage it properly.
To ensure that all pensioners receive the benefit of additional pension on time, the ministry has directed the departments and banks involved in pension distribution to disseminate the information.
