According to the government, the KYC process will now be mandatory for all mobile numbers, be it prepaid or postpaid. Earlier, there was KYC flexibility for prepaid users, where they could get a SIM card even without full KYC, but now this option has been removed. Under the new guidelines, users will have to complete KYC with proof of their identity and address. This process can be completed offline (at telecom stores) or online (through the websites or apps of telecom companies).

Why was this decision taken?

This decision of the government has been taken with the aim of increasing security and transparency. The end of KYC flexibility will curb illegal activities like Terror Funding, Money Laundering, and fraud. Apart from this, it will be ensured that all mobile numbers are linked to registered users, which will make it easier to access Emergency Services and Government Schemes.

Impact of the new rules

The biggest impact of the new policy will be on prepaid users, who will no longer be able to get a SIM card without KYC. This process is slightly less convenient, but in the long run it will increase security and trust. Postpaid users, who have already completed KYC, will be less affected. However, they will also have to update their KYC periodically.

How to do KYC?

To complete the KYC process, users will have to submit the following documents:

– Identity proof (like Aadhar card, PAN card, Voter ID)

– Address proof (like utility bill, ration card, passport)

– Passport size photograph These documents can be submitted at telecom stores or submitted online through the websites and apps of telecom companies. Some companies are now also asking for biometric verification, which will further enhance security.

Indian mobile users will be able to get new SIM cards without filling paper forms. According to a recent notification from the Department of Telecommunications (DoT), the paper-based know-your-customer (KYC) process will be phased out from January 1, 2024.

To buy a SIM card from January 1, you will have to do only digital KYC. Earlier, physical verification of documents was done. With the introduction of the new system, the SIM card issue process will become much faster and will also become much easier for the people.

Keeping in view the various changes made from time to time in the existing KYC framework, it has been decided by the competent authority that the use of paper-based KYC process will be discontinued with effect from the instructions dated 09.08.2012. This step is expected to control the cases of SIM fraud. This is also likely to reduce customer acquisition costs for telecom companies.

The process of the paper-based customer verification system requires customers to fill the acquisition form, affix a photograph and attach proof of identity and proof of address with the form. In case of SIM replacement, the KYC process has to be completed within 24 hours of incoming and outgoing SMS facilities.

Other rules related to SIM card

Earlier, DoT had announced that it will be mandatory for telecom companies to do digital verification of every SIM users. Telecom operators will be responsible for police verification. If the changes are not followed, the dealer may have to pay a fine of up to Rs 10 lakh.
Additionally, DoT is deactivating mobile connections of those having more than 9 SIM cards on one identity. A mobile user can have a maximum of nine connections. This is also being done to curb the cases of fraud.

DoT issued notification-

The Telecom Department of the Ministry of Communications has issued a notification on Tuesday informing that there are going to be major changes in the rules for purchasing SIM cards from the new year i.e. January 1, 2024. Now any customer will be required to do e-KYC to get a SIM card and now paper based KYC will be completely stopped.

Apart from this, it has also been told that the rest of the rules for getting a new mobile connection are going to remain the same and no changes have been made in it. It is worth noting that earlier to get a SIM card, you could do paper based KYC along with e-KYC, but now it will be completely stopped from January 1.

There has been a change in the rules of SIM card from December 1, 2023

Before this, the Telecom Ministry has changed another rule related to SIM card. By changing the rules, the Central Government has implemented the rule of issuing limited number of SIMs on one ID from December 1. Before getting a SIM card, it is necessary to complete the KYC process and now along with the SIM buyer, the SIM seller will also be registered. If a person buys multiple SIM cards at once, he can buy it only through a commercial connection.
