Passengers will benefit from Railvan app

The Railway Minister said that the Railways has also recently launched the ‘Railvan’ app, through which passengers can book both reserved and unreserved tickets from their mobile. Keeping in mind the convenience of passengers, the Railways has reduced the Advance Reservation Period (ARP) of reserved tickets to 60 days from November 1, 2024, which was earlier 120 days. According to the Minister, this change has been made to improve the booking trend and reduce the incidents of cancellation.

Railways is increasing Non-AC coaches

The Railway Minister said that the Railways has taken major steps to facilitate general class passengers. The percentage of non-AC coaches has now reached about 70% and a special programme has been launched to build 17,000 new non-AC general and sleeper coaches in the next five years. In the financial year 2024-25 itself, 1,250 general coaches have been added to long distance trains.

Announcing this change, the National Payments Corporation of India (NPCI) has instructed all banks and payment service providers (PSPs) to halve the API response time i.e. the speed of transaction completion.

At present, when you make payment by scanning a QR code at a shop, your bank (eg ICICI) sends a request to the receiver’s bank (eg HDFC) through NPCI’s network. After this, it is confirmed whether the transaction was successful or not, and its answer comes back to your bank. This same process will now be twice as fast as before – that is, in just 15 seconds instead of 30 seconds.

Status checking and refund will also be fast

The new rules also state that if for some reason the transaction remains incomplete, then now the process of status update and refund will also be faster than before. Earlier, where the bank was allowed to check the status only after 90 seconds of the transaction, now this time has been reduced to 45-60 seconds.

The Reserve Bank said in a circular on Monday that all banks directly or indirectly associated with the ‘Real Time Gross Settlement’ (RTGS) i.e. real-time payment system and ‘National Electronic Fund Transfer’ (NEFT) system are advised to provide this facility before April 1, 2025. Currently, those sending money under the Unified Payment Interface (UPI) and Immediate Payment Service (IMPS) system have the facility to verify the name of the beneficiary before starting the process.

RBI has decided to set up a similar facility. This will allow the sender to verify the name of the beneficiary’s bank account before initiating a transaction using RTGS or NEFT system. RBI has advised the National Payment Corporation of India (NPCI) to develop this facility and include all banks in it. It has been said that the banks which are participants of RTGS and NEFT system will provide this facility to their customers through internet banking and mobile banking.

This facility will also be available to individuals visiting bank branches to make transactions. The central bank’s circular states that the aim of this initiative is to curb irregularities and fraud for those sending money using RTGS and NEFT systems. Under this system, there will be a facility to verify the name of the bank account in which the money is being transferred before starting the process of sending money.

This will curb errors and fraud. Through this facility, the beneficiary account name will be obtained from the bank’s ‘Core Banking Solution’ (CBS) based on the beneficiary account number and IFSC entered by the remitters. It says, “The beneficiary account name provided by the beneficiary bank will be displayed to the remitter. If for any reason the beneficiary name cannot be displayed, the remitter can take steps to send the money at his discretion.”

RBI said that NPCI will not keep any data related to this facility. In case of dispute, the remitting bank and the beneficiary bank will resolve the matter based on the ‘lookup’ reference number and the respective ‘log’. Customers will not have to pay any fee for the facility of viewing the beneficiary account name without any charge.

According to the new instructions of the Unique Identification Authority of India, this process will be applicable only for the youth who have completed 18 years of age. State Government’s permission is mandatory:

District head post offices and other Aadhaar centers will be specifically selected for physical verification.

It may take up to 180 days to generate Aadhaar:

In the new system, it may take up to 180 days for a new Aadhaar to be issued. Under this, after Aadhaar enrollment (application), UIDAI will check the data quality and then send the application to the Service Plus portal. SDM will verify the applications received on the portal. There will be physical verification of all the documents submitted by the applicant. After this, permission to issue Aadhaar will be given from SDM level. If the documents are found doubtful or incorrect then the application will be rejected.

It is mandatory to be present on the spot:

As per the instructions, it will be mandatory for the applicant to be present on the spot during physical verification. For this, applicants living in other states and union territories will be advised to return to their home state for verification.

No exemption in the new system

Income tax rates are between 10, 20 and 30 percent depending on the income limit in the old tax regime. The minister said that along with the old tax regime, the government has come up with another system, in which there is no exemption, but it is simple and the tax is less. Sitharaman said, ‘I had to make seven slabs so that there are lower rates for the people of low income group.’

Alternative income tax system was introduced in the budget 2020-21. The Finance Minister was speaking on the occasion of the release of the book ‘Reform Nation’ by Gautam Chikramane, Vice President of Observer Research Foundation on Friday. During this, he said, the government had introduced an alternative income tax regime in the General Budget 2020-21, under which individuals and Hindu Undivided Families (HUFs) were taxed with lower rates. However, other tax exemptions like rent allowance, housing loan interest and investment under 80C are not given in this arrangement.

According to sources, this issue has been raised during the preparations for the upcoming budget and the concerned departments have been asked to suggest ways to improve the system. The official says that as part of the budget-making exercise, the tax-related agenda will start from next week, where we will look into the possibility of such changes in the taxation system. However, he said that while considering any such proposal, it must be seen that how much this change will affect the total revenue received by the government and whether we have the scope to do so or not.

He said that a preliminary estimate of the impact on revenue due to the increase in the tax-free range under the new system has been done and it can be sent to the budget makers for consideration. He said that it can also be discussed that there is no need to change both the old and new systems of personal income tax.

Understand the new tax slab like this

In the old tax slab, no tax has to be deposited on income up to 5 lakhs. Apart from this, under section 80C, there is exemption from depositing tax on investment of Rs 1.5 lakh. Accordingly, taxpayers do not have to pay tax on income up to about 6.5 lakhs. Income tax rate in old tax regime or old tax slab mainly depends on your income and income slab. Age is also taken into account in this.

• 2.5 lakh to 5 lakh – 5%
• 5 lakh to 10 lakh – 20%

The new system of alternate personal income tax slabs with a lower rate of tax was introduced as an option in the Union Budget 2020-21. However, estimates suggest that only 10 to 12 per cent taxpayers have opted for it due to higher tax liability as compared to the old system. There is also discussion on reforms in direct taxes including restructuring of capital gains tax. With regard to capital gains, the official indicated that it would be a separate exercise and could be done outside the budget, as it required extensive consultations with all stakeholders.
