Satellite Based Tolling System: The Union Ministry of Road Transport and Highways has clarified its stand on implementing the satellite based toll system. Along with this, the government has denied the news appearing in the media.

The Union Ministry of Road Transport and Highways has clarified that no decision has been taken to implement satellite-based toll system across the country from May 1. The ministry has given this clarification after reports in the media claimed that the satellite-based toll system will be introduced from May 1, 2025 and it will replace the existing Fastag-based toll collection system.

‘Automatic Number Plate Recognition (ANPR)-FASTag-based barrier-free tolling system’ will be deployed at selected toll plazas to enable seamless, barrier-free movement of vehicles through toll plazas and reduce travel time, the ministry said in a statement.

According to the statement, the advanced toll system will combine ANPR technology, which will identify vehicles by reading their number plates, and the existing ‘FASTag system’, which uses Radio-Frequency Identification (RFID) for toll deduction.

Under this, vehicles will be charged based on their identification through high-performance ANPR camera and Fastag reader without stopping at their toll plazas. In case of non-compliance, violators will be issued e-notice, non-payment of which can lead to suspension of Fastag and other penalties related to the ‘vehicle’.

Union Road Transport Minister Nitin Gadkari on Monday indicated that within the next 15 days the government will introduce a new toll policy, which can bring revolutionary changes in India’s toll collection system.

Gadkari said that after the implementation of this new policy, all the complaints of the people regarding toll will be resolved. He did not share much information about the policy at the moment, but the signals are clear – the government is now going to take a big step towards GPS based toll collection.

The FASTag system, which is based on RFID technology, was introduced in India in 2016. However, over the years, its operation has faced many problems – such as heavy traffic, technical glitches in tag scanning, and cases of misuse of tags. Government of India has approved satellite based toll system. After the new toll system is fully implemented, you will not need to stop at the toll plaza and pay the toll, instead the toll will be paid automatically when you come within the satellite range.

Preparations are underway to introduce some vehicles with On-Board Unit (OBU) units next week to test the new toll system.

The On Board Unit (OBD) unit will act like a tracker device that will transmit your vehicle’s signal to the satellite. After the implementation of the new toll system, the existing RFID based FASTag system will be phased out completely.

The main feature of the new toll system is that a satellite or a group of satellites will be used to monitor the movement of vehicles. Toll or user fee will be decided based on actual distance. The Ministry of Road Transport and Highways had earlier this week amended the NH toll rules to allow toll collection using satellite based toll collection system.

According to information, Indian satellite NavIC will be used to implement the new toll system. Currently, some vehicles will be driven with the onboard unit to test the new toll system, but let us know when you need to install it in your vehicle.

Tracking devices will be pre-installed in vehicles

For the satellite based toll system to work, vehicles will have to be fitted with on-board units. Within the next few years, new vehicles will start coming with pre-fitted onboard units. While existing vehicles can have on-board units installed externally. The on-board unit will be issued like FASTAG and its work will be entrusted to the issuing authority.

On-board units to be installed in trucks first

The on-board unit for the satellite-based toll collection system will first be installed in trucks, buses and vehicles carrying dangerous goods. Other types of commercial vehicles will be added in the next phase. However, private vehicles will be included in the new toll system in the final phase in 2026-27.

Toll collection to start from 2025

Satellite-based toll system will be implemented on 2,000 km of national highways by June 2025. It is targeted to increase this to 10,000 km in nine months, 25,000 km in 15 months and 50,000 km in two years. For this, the highway owning agencies of the Central Government have completed Geo Fencing of almost the entire length of the National Highways.

Geo fencing is important for marking precise entry and exit points for the purpose of toll calculation. The total length of national highways in India is about 1.4 lakh km, of which about 45,000 km are tolled.
