										<content:encoded><![CDATA[<h3><strong>Despite heavy fines for mistakes like overspeeding, jumping red lights and not wearing seat belts, car and bike drivers often make mistakes. Even after the high rates of fines, there is no reduction in this.</strong></h3>
<p>In such a situation, the transport department is considering a point system to curb rash driving. Under this, if a driver drives at an overspeed or jumps a red light, then there will be negative points on his license. Not only this, if the number of these negative points exceeds a limit, then the driving license can be suspended or even cancelled. These negative points will be different from the challan. This means that the challans issued for overspeeding, jumping red lights and not wearing seat belts etc. will continue. Apart from this, a point system will also be added.</p>
<p>The final decision has not been taken yet, but the draft is being prepared. This proposal has been put forward in the discussion that has been held for this. The Transport Department has discussed this matter with all the states of the country and on that basis, preparations are being made to bring such a strict system. Such a system will come for the first time in India, but it is already in place in countries like Australia, Germany, Britain, France, Canada.</p>
<p>Not only this, the administration has started the point system system in some cities of China too. Sources in the Transport Department say that merit and demerit points will be added to the licensing system. In the next few months, the Motor Vehicles Act will be amended and then the point system system will be started.</p>
<p>Under this, demerit points will be added for making mistakes and merit points will be given for showing good behavior. In fact, in 2019, on the initiative of Transport Minister Nitin Gadkari, the rates of traffic challan were increased drastically. The government believed that this would prevent people from rash driving and reduce accidents.</p>
<p>This increase has also shown only a minor effect. In such a situation, now the point system is being considered. Every year about 1 lakh 70 thousand people are killed or injured in road accidents. Now under the new system that will be implemented, it will be easy to catch the mistake of any driver with the help of electronic cameras.</p>
<p>Government sources said that if someone fears that his license will be suspended or cancelled, he will make fewer mistakes and will try to follow the rules while driving. This rule will be implemented after studying many countries. This was also considered in 2011, but no action was taken on it. It was then discussed that if someone makes more than a limit of mistakes, the license should be suspended for at least one year.</p>

										<content:encoded><![CDATA[<h3><strong>Two Wheeler New Challan Rules: People often do not wear helmets or forget to wear them while travelling short distances on bikes or scooters. Many times the pillion rider also does not wear a helmet and there is no special penalty for this.</strong></h3>
<p>But now the pillion rider also needs to be cautious. Maharashtra Traffic Department has made a very strict challan rule for this. If the pillion rider on a two-wheeler does not wear a helmet, then Maharashtra Traffic Police will issue a challan of one thousand rupees every hour.</p>
<h3><strong>This is the new rule of challan</strong></h3>
<p>Maharashtra Traffic Police has issued a rule of challan that strict fines will be imposed on the pillion rider (the person sitting behind the driver) for not wearing a helmet. According to the rule, if both the people sitting on the bike do not wear helmets, then both of them will be fined Rs 1,000 each. This rule will be applicable to everyone from children to adults.</p>
<h3><strong>Relief will be available for one hour only</strong></h3>
<p>According to the challan rules in Maharashtra, a fine of one thousand rupees is being imposed on those without helmets. This fine will be imposed on both the two-wheeler rider and the pillion rider. Once the challan is issued, people will get relief for only one hour. After that, if the mistake is found again, then a fine will be imposed once again.</p>

<p>Under the Motor Vehicle Act, it is mandatory for the pillion rider to wear a helmet, although this is not followed in most parts of the country.</p>
<p>Actually, after the order of the High Court, a new rule is going to be implemented in Visakhapatnam, a big city of Andhra Pradesh from today. Due to which, now the person sitting behind the bike will have to wear a helmet under all circumstances while riding a bike. This decision has been taken in view of the increasing accidents in the city.</p>

<h3><strong>These rules have to be followed</strong></h3>
<p>Regarding this, Visakhapatnam Police says that a challan of Rs 1035 will be issued for violating the rules. Along with this, the license of those who break the rules can also be suspended for three months. The police has also given instructions regarding the quality of helmets. For this, it has been told that it will be mandatory to wear only helmets with ISI mark. If this is not done then strict action will be taken for this.</p>
<p>For your information, let us tell you that whether it is Mumbai or Delhi, in these big cities, the rule of wearing helmets by pillion riders on scooters and bikes is strictly enforced. In many cities, it also happens that only the two-wheeler driver is fined for not wearing a helmet. In such a situation, you should follow these rules under all circumstances.</p>

If not, then let us tell you that now a new rule has come into effect in Uttar Pradesh, according to which parents will have to go to jail for the mistakes of their children. It may sound strange to you, but the reality is that in Uttar Pradesh, there is now a complete ban on driving by children below 18 years of age.</p>
<p>The government has banned minor boys or girls from driving two-wheelers or four-wheelers. If any parent gives a boy or girl below 18 years of age to drive a vehicle, then they will be jailed for three years and will be punished with a fine of Rs 25,000. This order has been sent by Uttar Pradesh Transport Traffic Office to the Director of Secondary Education. The order has been issued following the instructions given by the Uttar Pradesh Child Rights Protection Commission.</p>
<p><strong>Fine and license revoked</strong></p>
<p>It has been said in the order that if any guardian (vehicle owner) gives children below 18 years of age to drive the vehicle, then he himself will be responsible for it. If a minor is caught driving a vehicle, his guardian or vehicle owner can be punished with imprisonment of up to three years and a fine of up to Rs 25,000. Besides, the license of the vehicle will also be cancelled.</p>
<p><strong>This is how this new rule was made</strong></p>
<p>Dr. Suchita Chaturvedi, member of Uttar Pradesh State Child Protection Commission, had written a letter to the Transport Commissioner informing that children below 18 years of age are driving two-wheelers and four-wheelers without a driving license, due to which accidents are continuously occurring. <p>These rules apply to both private and government vehicles. Such vehicles will be registered. Vehicles older than 15 years can be taken to a government registered scrapping centre. Vehicles will be scrapped at these centres. After this a certificate will be given to the vehicle owner.</p>
<p><strong>This discount is available on buying a new vehicle</strong></p>
<p>In such a situation, the vehicle owner will also get subsidy and waiver on the registration amount on purchase of a new vehicle. At the same time, the Delhi government has once again become strict regarding old vehicles. As soon as a 10 year old diesel and 15 year old petrol vehicle is seen on the road. <p>According to the information received, 50 vehicles have been seized from the Civil Lines area and sent to the junkyard.
