<p data-path-to-node="3"><span class="">The Union Cabinet formally approved the </span><b class="" data-path-to-node="3" data-index-in-node="40">Terms of Reference (ToR)</b><span class=""> for the 8th Pay Commission on </span><b class="" data-path-to-node="3" data-index-in-node="95">October 28, 2025</b><span class="">.</span><span class=""> However,</span><span class=""> officials have clarified that with the 7th CPC ending on </span><b class="" data-path-to-node="3" data-index-in-node="179">December 31, 2025</b><span class="">,</span><span class=""> and the new panel requiring time to study the fiscal landscape,</span><span class=""> a final salary payout is still at least two years away.</span><span class=""> In the interim,</span><span class=""> five other developments have redefined the service conditions.</span></p>

<p data-path-to-node="11"><span class="">Starting </span><b class="" data-path-to-node="11" data-index-in-node="9">April 1, 2025</b><span class="">,</span><span class=""> the government rolled out the UPS,</span><span class=""> offering a middle ground between the Old Pension Scheme (OPS) and NPS.</span><span class=""> It guarantees an assured pension of </span><b class="" data-path-to-node="11" data-index-in-node="166">50% of the average basic pay</b><span class=""> (for 25 years of service) and provides a one-time switch option for existing NPS subscribers.</span></p>
<h4 class="" data-path-to-node="12"><b data-path-to-node="12" data-index-in-node="0">2. Major Overhaul of NPS Withdrawal Rules</b></h4>
<p data-path-to-node="13"><span class="">The </span><b class="" data-path-to-node="13" data-index-in-node="4">PFRDA</b><span class=""> introduced more liquidity for retirees in late 2025:</span></p>

<p data-path-to-node="16">Despite no new pay scale, the government approved two hikes in 2025. A <b data-path-to-node="16" data-index-in-node="71">2% hike</b> in March and a <b data-path-to-node="16" data-index-in-node="94">3% hike</b> in October pushed the total Dearness Allowance to <b data-path-to-node="16" data-index-in-node="152">58%</b>. This remains the primary tool for maintaining purchasing power while the 8th CPC deliberations continue.</p>
<h4 data-path-to-node="17"><b data-path-to-node="17" data-index-in-node="0">4. Digital Transformation: Face-Based Life Certificates</b></h4>
<p data-path-to-node="18">For pensioners, the &#8220;Digital Life Certificate&#8221; (DLC) became seamless in 2025. Using <b data-path-to-node="18" data-index-in-node="84">Aadhaar-based face authentication</b> on smartphones, seniors can now skip visits to banks. This facility was also extended to <b data-path-to-node="18" data-index-in-node="207">NRIs living abroad</b>, simplifying the process for overseas pensioners.</p>
<h4 data-path-to-node="19"><b data-path-to-node="19" data-index-in-node="0">5. Assured Continuity &amp; Service Rule Reforms</b></h4>
<p data-path-to-node="20">The government issued multiple clarifications in 2025 to quash rumors about the discontinuation of dearness relief for pensioners. Additionally, the implementation of <b data-path-to-node="20" data-index-in-node="167">Four Labour Codes</b> in late November 2025 began streamlining service records and grievance redressal through fully digital portals.</p>
<h3 data-path-to-node="22"><b data-path-to-node="22" data-index-in-node="0">Conclusion</b></h3>
<p data-path-to-node="23">For central employees, 2025 was a year of &#8220;stabilization&#8221; rather than &#8220;windfalls.&#8221; The 8th Pay Commission is now a legal reality, but its financial impact will only be felt in the coming years. Until then, the focus remains on leveraging the new flexibility in NPS and the assured returns of the UPS.</p>
