Special Secretary Personnel The Punjab government has issued strict orders to the Special Chief Secretary, Additional Chief Secretary, Financial Commissioners, Principal Secretary and Secretary Punjab that the employees and officers of their departments should be available through mobile for office and administrative work after office hours and on holidays.

The orders state that in relation to the above subject, it has been instructed to say that many works related to administration have to be done immediately, due to which the availability of officers related to these works becomes necessary.

It has been observed many times that some officers are not available on their mobile after office hours, either because their mobile is switched off or outside the network coverage area or is set to diversion or flight mode.

In such a situation, there is a hindrance in carrying out essential administrative tasks and providing services and facilities to the general public.

Central Department of Personnel and Training gave information by writing a letter
On 13 July 2023, the Central Department of Personnel and Training has written a letter to the Chief Secretary of all states and union territories. It is written in this that the officers who joined the job before the issue of NPS notification of 22 December 2003 and who are being covered under the New Pension Scheme from 1 January 2004, have to switch to the Old Pension Scheme for one time. One time option will be given. This option will be given to them under the AIS (DCRB) Rules, 1958.

Who can take advantage of the switching option

The Department of Personnel and Training (Central Department of Personnel and Training) has made it clear by writing a letter that it has issued this notification for the officers of IAS, IPS and IFoS. Officers of All India Services (AIS) selected through Civil Services Examination 2003, officers appearing under Civil Services Examination 2004 and officers appearing under Indian Forest Services Examination 2003 can avail this option.

When can I switch from OPS to NPS?

AIS officers who want to switch from OPS to NPS will have to apply for this option by 30 November 2023. DoPT has made it clear that this will be his last chance to go to OPS. The officers who will not apply for this option till 30 November 2023 will continue to get the benefit of the New Pension Scheme as before.

Orders have been issued to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Registrars of High Courts and Deputy Commissioners to take action against people who do not file annual property returns online on behalf of the Human Resources Department.

It is reported that employees officers who do not give details of assets will be charged under Rule 7 and 8 of Haryana Civil Services Punishment and Appeal Rules, 2016. This includes dismissal from service under Rule-7, withholding of annual increment, heavy fine. Action will be taken under promotion, promotion and withholding of annual increment under Rule 8, general fine, withholding of promotion etc.
