The High Court issued this decision on Tuesday after hearing separate petitions of five other persons including Veterinary Doctor of Animal Husbandry Department of Jharkhand Government Dr. Ratan Kumar Dubey. The court has directed the Jharkhand government to prepare appropriate rules and provisions in this regard and ensure compliance of the order within 16 weeks.
