There is a relief news for vehicle owners, especially commercial vehicle owners. The Ministry of Road Transport and Highways has reduced the toll fee by 50 percent on those parts of the National Highway where bridges, tunnels, flyovers or elevated highways are built. This decision will give great relief to the owners of commercial vehicles, because till now they had to pay a very high toll.

Earlier, the toll on these structured sections was 10 times more than on normal roads. Now the government has made a new formula for this, which will make the calculation of toll more practical and cheaper.

How will the new toll calculation be done?

For example, if the highway has a 40 km stretch, of which 30 km is structured and 10 km is normal road, then the toll will be calculated on the basis of the lower of 10 x 30 + 10 = 310 km or 5 x 40 = 200 km, i.e. 200 km. This will reduce the toll cost considerably.

Who will get the most benefit?

Commercial vehicles will get the most relief because their toll charge is usually 4-5 times more than private vehicles. This will directly benefit many highways like Delhi-Dehradun Expressway, Dwarka Expressway, Nashik Phata-Khed and Danapur-Bihta.

When will the new rules be applicable?

This rule will be applicable on the old toll plazas from the next toll revision date. This rule will be applicable on the new toll plazas from the date of commencement of operations. At the toll plazas which are operated by a private company, this rule will be applicable after the expiry of the agreement period.

What will change overall?

Now the passengers travelling on bridges and elevated highways will have to pay much less toll, which will make travelling cheaper and provide relief to the people. This will prove to be a big benefit especially for those driving trucks, buses and other commercial vehicles.

Preparing for a big change

At present, toll collection work is done by toll agencies across the country. These agencies hire employees at the local level and collect toll. The toll fee will be paid to NHAI and the expressway construction company, which is decided in the terms and conditions. The ministry is going to make a big change in this model.

Preparations to end toll plaza

According to the Road Transport Ministry, toll barriers will be abolished in the country. This will save time for drivers. Although earlier there was a plan to collect toll using GPS based technology, now it has been changed. ANPR (Automatic Number Plate Recognition) technology will be used to collect toll without stopping.

A new model is being developed

According to the Ministry of Road Transport and Highways, preparations are on to hand over the work of toll collection to banks. For this, meetings have been held with many government banks. Banks have agreed to collect toll through ANPR (Automatic Number Plate Recognition). The toll charge will go to the banks. After this, they will hand it over to NHAI. In return, the banks will buy high quality cameras and install them. According to the ministry, it is being discussed as to how many days the banks will keep the money with them. It is likely that its model will also be finalized soon.

The Jammu and Kashmir and Ladakh High Court has ordered to reduce the toll tax on several highways going to the state and the Delhi-Katra Expressway. The court has said that high toll should not be charged from passengers on roads whose construction work is not complete.

In fact, the Jammu and Kashmir and Ladakh High Court has given a big relief to the pilgrims of Mata Vaishno Devi temple and other travelers coming to the state. The High Court has directed the Union Ministry of Road Transport and Highways to reduce the heavy toll fee being collected in the Union Territory in four months. The court said that it is not legally correct to collect full toll from the passengers on the roads whose construction has not been completed yet.

Only 20% toll will be charged

The court has also said that the fee to be charged at Lakhanpur and Bann toll plazas will be 20% of the rates applicable before 26 January last year until the national highway from Lakhanpur to Udhampur is fully operational. This means that if Rs 100 is being charged at this toll now, then only Rs 20 will be charged from the passengers.

The orders will also be applicable on the expressway.

A division bench of Chief Justice Tashi Rabstan and Justice MA Chaudhary passed this order on a public interest petition. In this, a demand was made to exempt the toll collected on the Jammu-Pathankot highway between Lakhanpur and Bann till the completion of the ongoing work on the Delhi-Amritsar-Katra Expressway. The highway is being expanded to connect it to the expressway. During this time also, the full toll is being collected from the passengers, while they are facing a lot of inconvenience.

The court reprimanded

The High Court said that the number of toll plazas should not be increased with the sole purpose of earning money from the general public in the Union Territories of Jammu and Kashmir and Ladakh. The defendants are charging heavy toll fees at Bann toll plaza, while the toll fee is also high at other toll plazas. Thus, not only thousands of crores of rupees are being deposited in the treasury of NHAI (National Highways Authority of India), but private contractors are also making themselves rich by collecting crores of rupees. The court said that since the fee should be reasonable for the general public and should not be a source of revenue generation mechanism. Therefore, the concerned Central Ministry is directed to consider charging ‘reasonable and real’ fees at the toll plaza. An effective decision should be implemented on this within 4 months.
