The Transport Department has implemented new traffic rules for road safety. These rules will be applicable across the country from March 2025. The fine for violation has been increased 10 times.

If you are driving, it has become very important to be aware of the new traffic rules. The Transport Department has made some important changes in terms of road safety, and these rules have been implemented across the country from March 2025. In this, the fine amount for violating traffic rules has been increased by 10 times and the punishment has also been made stricter. In all these cases, not wearing a seat belt, not wearing a helmet, breaking a red light or driving under the influence of alcohol, you will now have to pay a huge fine.

According to the new rules, wearing a helmet is mandatory while riding a two-wheeler. If a driver is caught without a helmet, he will have to pay a fine of Rs 1,000, which was earlier only Rs 100. Apart from this, the driving license can be confiscated and cancelled for three months. If three people sit on a two-wheeler, i.e. tripling, a fine of Rs 1,000 will also have to be paid.

Racing on the road or driving at a dangerous speed will attract a fine of Rs 5,000. A driver who fails to give way to an ambulance or fire engine can be fined a hefty Rs 10,000. The punishment has been made even tougher for drunk driving. A first-time offender can be fined Rs 10,000 or face six months in prison, while a second-time offender can face a fine of Rs 15,000, two years in prison, or both.

If someone breaks a red light, he will now have to pay a fine of Rs 5,000, which was earlier only Rs 500. Similarly, driving without a valid license can be punished with a fine of Rs 5,000, without a pollution certificate with a fine of Rs 10,000 or six months in prison, and without car insurance with a fine of Rs 2,000 or three months in prison. In some cases, there is also a possibility of having to do community service.

In some cases, there is also a possibility of having to do community service.

If you do not wear a seat belt while driving, you will have to pay a fine of Rs 1000, while if you drive using a mobile phone, you will be fined Rs 5,000. Apart from this, if a minor boy/girl is found driving a vehicle, his/her parents can be fined Rs 25,000, imprisoned for three years and the registration of the vehicle concerned can be cancelled. Not only this, but that person will not be given a license for 25 years.

The government has made these changes to prevent road accidents and create awareness among citizens about traffic rules. Following these new rules is not only legally required, but is also mandatory for your safety and the safety of others.

The Transport Department has directed to update the mobile number in the vehicle registration certificate and driving license by March 31. The mobile number should be linked to Aadhaar. After this, if the number is not updated…

The Transport Department has directed to update the mobile number registered in the Vehicle Registration Certificate (RC) and Driving License (DL) by March 31. This mobile number should be linked to Aadhaar. After March 31, the department will charge a fine if the Aadhaar linked mobile number is not updated. Even then, if the mobile number is not updated, the vehicle’s registration number will be cancelled.

It has been told that insurance, pollution and fitness certificates of vehicles of those whose mobile number is not updated on RC will not be issued. Under this decision, necessary changes will be made in the vehicle software so that pollution and fitness certificates can be issued only after the mobile number is updated.

2.13 lakh mobile numbers not tagged in Muzaffarpur:

In a letter issued by the Transport Department, it has been stated that it has been made mandatory for all vehicle owners of the state to update their Aadhaar-linked mobile numbers to avail the benefits of contactless services. In Muzaffarpur, 2.13 lakh vehicle owners have not yet tagged their Aadhaar-linked mobile numbers with the RC. Only 13 days are left for them now.

24 lakh mobile numbers are not updated in the state:

In the departmental review, it has been found that from the year 2014 to 2025, about 24 lakh vehicle owners in the state including Muzaffarpur have not updated their mobile numbers linked to Aadhaar. Due to this, they are unable to take advantage of contactless services. To update the mobile number, the mobile number linked to Aadhaar will have to be given. The update facility is available on the Transport Service Portal.

Information regarding e-challan is not available:

Due to the mobile number registered in the RC and DL not being updated, there is a problem in identifying the vehicle owner or driver in case of an accident or other adverse situation. Along with this, the information of e-challan issued for violation of traffic rules is also not received on their mobile.

How to update your mobile number:

Step 1 – vahan.parivahan.gov/vahaneservice

Step 2 – Select your respective district and proceed

Step 3 – Select the option to update mobile number (Aadhaar based)

Step 4 – Then enter the vehicle registration number, chassis number, engine number, registration date and fitness valid date

Step 5: Enter the Aadhaar number, then enter the name as per Aadhaar and enter the mobile number linked with Aadhaar. After this, a message regarding updating of mobile number will be sent to your mobile.

Uttar Pradesh Transport Department is busy in making itself hi-tech. Ghaziabad Regional Transport Office is also going to make its 58 services completely faceless. This means that people will no longer have to go to the RTO office for RC, driving license and vehicle fitness copy.

After a demo of about ten days, the new system will be implemented in Ghaziabad, Gautam Buddha Nagar, Hapur and Bulandshahr districts. This will allow people to get their work done sitting at home. The biggest advantage of the department’s services being online will be that the interference of middlemen in important works like RC and vehicle fitness certificate will stop and corruption will reduce.

So far nine services have been made online. Now the number of these services is being increased to 43. The department intends to make 58 services online, but there are legal difficulties in making some services online. As soon as these problems are resolved, these will also be made online.

Action will have to be taken on the application within the stipulated time.

The biggest advantage of the RTO office services being online will be that the employees will not be able to delay people’s work without any reason. After applying for any work, that application will have to be accepted or rejected within a stipulated time. The advantage of this will be that people will not have to wait long to get any of their papers.

Fitness centre to open next month

Two more fitness centres will be opened in Ghaziabad to test the fitness of vehicles. Currently, one fitness centre is operational in Dasna. One more centre will open by the end of next month. The file for the second centre is in process. After these two centres become operational, the number of vehicle fitness testing centres in the district will become three. Currently, since there is only one centre, it takes a lot of time to test the fitness of vehicles.

From Tuesday, travelling by the buses of the Transport Department will become expensive for the general public. Now people will have to pay more fare to go from Lucknow to places like Dehradun, Varanasi, Haridwar, Bareilly, Rae Bareli, Gorakhpur and Ayodhya.

This will have a direct impact on the budget of the people. Let us tell you that the Transport Department has decided to implement its new fare list from 12:00 tonight, under which from tomorrow i.e. Tuesday, all the passengers who travel by the buses of the Transport Department will have to pay the increased fare.

The reason behind increasing the transport fare is that the National Highway Authority has increased the rates of toll plazas across the country from Monday, June 3. Due to which travelling from Delhi to Lucknow has also become expensive.

Now you will have to pay this much fare

Earlier people had to pay Rs 467 to go to Varanasi from Alambagh bus stand of Lucknow city. Now from Tuesday they will have to pay Rs 470. Earlier the ticket to go from Kaiserbagh to Dehradun used to cost Rs 899, now the ticket will be made for Rs 902. Earlier passengers had to pay Rs 783 to go to Haridwar from Kaiserbagh bus stand of Lucknow, now they will have to pay Rs 786.

Earlier, passengers had to pay Rs 359 to travel from Kaiserbagh to Bareilly, now they will have to pay Rs 360. Earlier, passengers had to pay Rs 354 to travel from Alambagh bus stand to Basti, now they will have to pay Rs 355.

Travelling to these places also became expensive.

Apart from this, to go from Alambagh bus stand to Rae Bareli, where earlier passengers had to pay Rs 124, now they will have to pay Rs 125. To go from Alambagh to Gorakhpur bus stand, passengers earlier had to pay Rs 445 and will have to pay Rs 446. To go from Lucknow to Ayodhya Dham, passengers earlier had to pay Rs 253, but now they will have to pay Rs 254. Apart from this, to go directly from Alambagh to Ayodhya, which earlier cost Rs 227, it will now cost Rs 228. Apart from this, to go from Alambagh bus stand to Kaushambi bus stand, which earlier cost Rs 737, now one will have to pay Rs 740.

Fares of these places have not increased.

To go from Charbagh in Lucknow to Kanpur, you will have to pay Rs 141 only, which is the old fare. To go from Alambagh in Lucknow to Prayagraj, you will have to pay Rs 350 as before. To go from Kaiserbagh to Sitapur, you will have to pay Rs 130 as before. To go from Alambagh to Azamgarh, you will have to pay Rs 452 as before. No change has been made in the fares of these places.

Roadways Bus: If you also travel by roadways buses of Uttar Pradesh Transport, then this news is for you. Uttar Pradesh Transport Department can tell you good news in the coming time.

In fact, recently a few months ago, Uttar Pradesh Transport had increased the fare of roadways buses by 25 paise per kilometer. After which the number of passengers traveling in roadways buses had reduced. Now the transport department is preparing to reduce it.

The fares of Rajdhani buses have been reduced by ten percent. Now the roadways administration is preparing to reduce the fares of its ordinary and AC bus services. In this regard, a proposal will be made by forming a committee under the leadership of the Principal Manager at the Transport Corporation Headquarters. Which will be placed in the next board meeting of the board of directors.

According to the proposal, the fare of ordinary buses can be reduced by seven percent and the fare of AC buses can be reduced by ten percent. In fact, in February this year, it was decided to increase the fare of roadways buses by 25 paise per kilometer. After which the number of passengers from roadways buses started decreasing.

Let us tell you that due to this decision to increase the fare, the roadways suffered a loss of about Rs 77 crore in the last six months. MD Masoom Ali Sarwar took the decreasing number of passengers seriously and held the regional officers responsible and warned of improvement. The committee that has been formed under the leadership of GM Operations will soon submit its proposal to the MD.

PUC Certificate: Delhi Transport Department is going to make pollution test (PUC Certificate) expensive. Compared to earlier in Delhi, it may cost 50 percent more to get PUC certificate for vehicle pollution test. Whether it is a private car, scooter, bike or commercial car, bus, truck, bike, three-wheeler running on petrol, diesel or CNG, it is mandatory to take PUC.

In the midst of floods, rains, water logging and inflation in Delhi, now the vehicle owners are going to get another blow. Delhi Transport Department is going to make pollution test (PUC Certificate) expensive. Compared to earlier in Delhi, it may cost 50 percent more to get PUC certificate for vehicle pollution test. Whether it is a private car, scooter, bike running on petrol, diesel or CNG or commercial car, bus, truck, bike, three-wheeler, it is mandatory to take PUC. According to the Delhi Transport Department, the amount to be increased will be applicable to all two-wheeler and four-wheeler vehicles.

At present, there is a provision to deduct an challan of Rs 10,000 for not conducting a pollution test in Delhi. The last time in Delhi the rate of pollution test was increased in the year 2011. Delhi Transport Department has also started the process of increasing the rate of vehicle pollution test. For this, a committee was constituted recently. After evaluating the inflation rates, this committee has fixed the new rate after talking to all the stakeholders.

Preparation to increase the rate of pollution testing in Delhi

It is noteworthy that there are more than 950 pollution testing centers in Delhi. At present, in Delhi, Rs 60 for two-wheelers and Rs 80 for petrol-powered four-wheelers have to be paid in the name of pollution test. At the same time, an amount of Rs 100 is charged on diesel powered four wheelers. 18 percent GST is also levied separately on this.

This is how the pollution test certificate is done in Delhi:

If the Transport Department is to be believed, in the year 2022, the pollution test certificate of 50 lakh two-wheelers and four-wheelers was issued in Delhi. Here, the PUC center operators have also demanded the government to increase the pollution test rate to Rs 150-300. These people say that up to Rs 10,000 rent has to be paid at the petrol pump every month. This causes a lot of damage to them.

Let us tell you that BS-6 vehicles in Delhi have to undergo pollution test once in a year and BS-4 vehicles once in every six months. The purpose of issuing this certificate is that there should not be more pollution than the prescribed standards. The full form of PUC is Pollution Under Control. It is mandatory to take PUC certificate for all types of vehicles plying on the road.

Some unregistered vehicles include vehicles that were registered in 1900 and early 1901. In 2018, the Supreme Court banned diesel and petrol vehicles older than 10 and 15 years in Delhi. It added that vehicles violating the order would be seized. The National Green Tribunal (NGT) had in 2014 banned vehicles older than 15 years from being parked in public places. As per the data, the maximum number of vehicles were canceled from South Delhi Part 1. A total of 9,285 three-wheelers and 25,167 cabs were stopped till March 27.

Transport Commissioner Ashish Kundra said that owners of over-aged vehicles are requested to obtain NOC and sell their vehicles in the state where they are fit to run. If vehicles are driven or parked on city streets, they run the risk of being towed and handed over to the scrapyard.

According to the Economic Survey of Delhi 2022-23, the total number of vehicles on the national capital’s roads has come down by 35.38 per cent after the city government banned plying of old vehicles. In 2021-22, a total of 79.18 lakh vehicles were registered on the roads of Delhi.

A challan of Rs 5,000 will be deducted for not having high security number plates in vehicles of other states. In this regard, the Transport Department has ordered to replace the old number plates with new ones as soon as possible.

High security number plates of vehicles belonging to residents of other states are not being booked in Noida. Due to this, residents of other states including Chhattisgarh, Maharashtra are worried. The Transport Officer advises that people book number plates and get them brought from their states in Noida and get them fitted in the vehicle.

There is a facility to book high security number plates on www.bookmyhsrp.com and www.makemyhsrp.com.On these portals, number plates can be booked for two wheeler and four wheeler vehicles of different vehicle manufacturers. After the number plate is booked, you can take the vehicle to the dealer and get the number plate fitted. Apart from this, companies are also providing the facility of getting number plates sitting at home. In this, an additional facility fee of Rs 125 for two wheelers and Rs 250 for four wheelers has to be paid.

Anurag Rai, a society resident in Greater Noida West, said that his bike is registered in Raipur. Online booking of high security number plate for the bike is not being done. In such a case the bike may be challaned. The vehicle may be registered anywhere but for that the number plate should be booked in any city. Rajat, a resident of Kalyan in Maharashtra and living in Noida, said his car has been plying in the city for almost five years. Applied after high security number plate became mandatory but number plate was not booked. He said that this problem is not being solved.

Register with no objection certificate

According to the information received from the Transport Department, the vehicle owner should obtain a no-objection certificate from the Transport Department in the district where the vehicle is registered. After this get the vehicle registered in Noida. In such a situation, the problem of installing high security number plates will end. According to the department, in case of change of location, it is wrong to take the vehicle to another district without no objection certificate.

Transport Department does not have booking facility

ARTO Administration Siyaram Verma said that the Transport Department does not have the facility of number plate booking. It has been given to two companies. You can apply for the number plate in the state where the vehicle is registered. He said that the vehicle owner should get the number plate made in the state where it is registered. Get the number plate installed by courier to Noida.

Invoice of five thousand for high security number plate

Five thousand rupees are being challaned for each vehicle running without high security number plate. The process of challaning has been started from February 16 this year. Till February 15, vehicle owners were given a chance by the government to get number plates installed. Vehicles running without number plates were not being challaned. Now action is being taken against them.

If the driver cancels the booking, there is a huge loss of ride time. They have trouble reaching office or their destination on time. But the transport department of a state has found a solution for this.

If you have to go to the office or have to go for some important work, then what is the worst thing after booking a ride? This happens when the driver cancels the booking. But a solution to this problem has been found in one state. This is great news for the travelers. Now they can lodge a complaint with the Transport Department, if the cab drivers cancel the ride booked on the cab-hailing application.

How much fine will the cab drivers have to pay?

Tamil Nadu state government has implemented these new rules. The government is going to amend the fine under section 178(3)(b) of the Motor Vehicles Act, 1988. Taxi (cab) drivers will be fined Rs 500, while auto-rickshaw and bike drivers will also have to pay a fine. Under section 178(3)(a) of the Act, a fine of Rs.50 will have to be paid.

Passengers Complaints Against Cab Drivers

The move by the transport department has been welcomed by commuters who have filed several complaints against app-based aggregators. Because they have failed to take appropriate action against the drivers.

Complaints were filed against taxi, auto-rickshaw and pedicab drivers who canceled bookings when passengers opted for payment options other than cash. It also proves that the drivers deposit the amount illegally. Complaints were also filed against taxi drivers who canceled trips to certain destinations in the city.

Opinion of the Association

Shri S. Balasubramaniam is the Director General of the Thozhilalar Convention Department of Automobiles, Tamil Nadu. He said that with the enactment of the Motor Vehicles Amendment Act 2019, fines will be imposed on auto-rickshaw drivers who refuse to ride, which will affect the livelihood of the drivers.

There is no differing opinion on imposing fines on erring drivers, but right drivers should not be affected. He said this statement because sometimes the drivers who pick up the school children search the passengers while going to school. And they refuse rides to bookers to go to other destinations. From Wednesday, a revised traffic fine will be charged for violating the Motor Vehicle Act.

The Transport Department has decided to take action against the vehicles running without PUC on the roads of Delhi. At the same time, preparations are also being made to send notices to those whose cars have not been PUC.

In view of the increasing pollution in Delhi NCR, the Kejriwal government has once again become strict. This time without the pollution certificate, the challan of the vehicles running on the roads of Delhi will cost ten thousand rupees. Also, those who do not have a valid Pollution Under Control Certificate can be punished with challan as well as jail. Now the Transport Department is also preparing to send notices to those people whose PUC of their vehicle has not been checked.

The Environment Department is also running a campaign called Red Light on Car Off regarding the increasing pollution. At the same time, the Transport Department has also geared up from now and continuously checking of vehicles is being done all over Delhi.

Lakhs of people have to get PUC done , according to the officials of the Transport Department, there are lakhs of such vehicles on the roads of Delhi which do not have pollution certificate. According to sources, the validity of the pollution certificate of more than 17 lakh vehicles has expired and the vehicles have not been re-checked. Due to this, vehicular pollution is increasing rapidly in Delhi. After which now the Transport Department has taken a strict stand against such drivers and it has been decided to take strict action if found guilty.

According to the Transport Department, strict action will be taken against the guilty people. Whoever does not have a valid PUC will be fined Rs 10,000. Not only this, the accused can also be jailed for 6 months. There is also a provision of challan and jail. Now the Transport Department believes that after continuous strictness, people will show seriousness to take PUC and in the coming time the pollution of Delhi will be less. However, at present no precautionary steps have been taken regarding the pollution caused due to other reasons.
