Census 2027: Phase 1 Questionnaire Notified
The Registrar General and Census Commissioner of India (RG&CCI) has officially notified 33 questions for the first phase of Census 2027, known as the Houselisting and Housing Census. This phase is scheduled to take place between April 1 and September 30, 2026.
This Census is historic as it marks India’s transition to a fully digital exercise and will include caste enumeration for the first time in independent India (to be captured in Phase 2).

1. The 33 Questions for Phase 1
The questionnaire focuses on housing conditions, household amenities, and assets. A key change from the 2021 proposal is the splitting of house material into three distinct questions.

2. Key Highlights of Census 2027

First Digital Census: Data will be collected via a mobile app on Android and iOS. Enumerators will use their own devices and receive an honorarium.

Self-Enumeration: For the first time, citizens will have the option to fill in their own details through a dedicated web portal during a 15-day window before the house-to-house visits begin.

Caste Enumeration: While Phase 1 (Housing) collects the SC/ST/Other status of the household head, the detailed caste count will take place during Phase 2 (Population Enumeration) in February 2027.

Delimitation Basis: This Census data is expected to form the basis for the next delimitation exercise (redrawing of Lok Sabha constituencies) before the 2029 General Elections.
