The Length-Based Tax Breakdown

The Ministry of Finance implemented a per-stick excise duty based on the length of the cigarette, short filter cigarettes up to 65 mm now attract an extra ₹2.10 per stick. medium sticks between 65 mm and 70 mm face a hike of nearly ₹4 each. Premium sticks exceeding 70 mm carry the heaviest burden at ₹5.40 per stick, unusual or “non-standard” designs hit the ceiling with an ₹8.50 per-stick tax.

Legal Shift: The End of GST Compensation Cess

This move marks the first major tobacco tax change in seven years. But it also signals a deeper shift in how India collects revenue. Parliament cleared the Central Excise Act amendments in December. And these new levies replace the old GST compensation cess framework used since 2017. The government repaid the ₹2.69 lakh crore COVID-era loans on January 31,the new excise duty ensures tax revenue keeps flowing even though the old cess expired.

Industry Panic: Stocks and Smuggling

Distributors are already bracing for a surge in the black market, the All India Cigarette and Tobacco Distributors Federation (AICPDF) warned that high taxes drive consumers to illegal networks. Stocks for giants like ITC and Godfrey Phillips fell by over 12% recently. Because of this, many stockists are holding inventory until they can re-label packs. So, shopkeepers fear they will lose their honest margins to smugglers.
