Employee Update: The Shivraj Government has decided to give the fourth time scale pay scale to the regular employees of Madhya Pradesh. After getting the approval of the Assured Career Promotion Scheme from the cabinet, the Finance Department issued its orders on Monday.

Officers and employees who have completed 35 years of service will come under the purview

Officers-employees who have completed 35 years of service on or after July 1, 2023, will come under its purview. With this decision, the maximum benefit of Rs 14 thousand will be given to the employees in salary and then in pension.

This is the situation now

In Madhya Pradesh, there is a rule to give first, second and third time scale pay scale to the employees on completion of ten, twenty and thirty years of service. The officers of State Administrative Service and Finance Service are getting the fifth time scale pay scale. Chief Minister Shivraj Singh Chouhan has announced the fifth pay scale to the officers of the police service in the Police Parivar Samagam program recently. State Forest Service officers are getting the fourth time scale pay scale.

Promotion stopped and new rules were not made

Promotions are closed since 2016 and new rules have not been made yet. As such, there was no scope for advancement for those who had completed more than 30 years of service. In view of this, the Chief Minister had instructed the Finance Department to prepare a plan.

The department had made an assured career promotion plan for the same cadres of all the departments, which was approved. Now it is implemented. Its implementation will put an additional financial burden of Rs 250 crore on the government. Finance Department officials say that the employees will get benefits ranging from two to 14 thousand rupees per month. This will also affect pension.

This is how service will be calculated

The period of service for the fourth time scale will be reckoned from the date of joining for the first time on a direct recruitment post through competitive or selection test. To get the benefit of the highest pay scale, the employee must fulfill the qualifications shall be required, which is prescribed for promotion as per Service Recruitment Rules i.e. service record should be correct.

Permission from the cabinet is necessary to get the benefit of the scheme.

Officers-employees of such cadre, who get the benefit of time scale pay scale under the specific scheme, will have to take permission from the cabinet to get the benefit of the scheme. If an employee is getting a pay scale equal to or higher than the fourth time scale pay scale, then the present pay scale will continue to be given.

Including dearness allowance, the fourth time scale pay scale will be fixed

The highest pay scale that will be obtained after adding one increment to the present pay scale, the fourth time scale pay scale will be determined by including dearness allowance, which will be different for the employees of each department. At present only the maximum grade pay of 8900 (matrix level 16) is payable under promotion and time scale pay scale.

How much benefit will the employee of which cadre

First class – 10 to 14 thousand rupees,
second class – 6 to 8 thousand rupees

Third class – 4 to 6 thousand rupees

Fourth class – 2 to 4 thousand rupees
