The oil regulator, the Petroleum and Natural Gas Regulatory Board (PNGRB), has proposed a new proposal called “LPG Interoperability.” Under this proposal, consumers will be able to change companies or dealers without changing their existing connections.

Why is this change necessary?

The PNGRB has stated that local distributors often face operational issues, causing inconvenience to consumers. In such a situation, if the cylinder price remains the same, customers should be free to choose their LPG company or dealer.

Attempts have been made before

In 2013, the then UPA government launched a pilot portability scheme in a few districts, which was expanded nationwide in 2014. However, at that time, the option was only to change dealers, not companies. Legally, a cylinder from a particular company could only be refilled by that company, so switching companies was impossible.

Now, changes have been made

The PNGRB is considering allowing company changes. They have sought suggestions from consumers, distributors, and civil society organizations to ensure timely refills and better service.

After receiving all comments, the regulatory board will formulate rules and guidelines, and then a date will be set for nationwide implementation.
