Now the timing of this announcement has brought a mix of relief and debate. Actually, the government usually shares the January hike news earlier in the year.

The Wait for Arrears

8th Pay Commission: Unions Demand More

Now the small DA hike is not the only thing on the minds of government workers. Actually, employee unions are now pushing for a much larger change under the 8th Pay Commission.

The ₹69,000 Demand

First, the National Council (NC-JCM) submitted a new plan to the government recently. Next, they are asking for a minimum basic pay of ₹69,000 instead of the current ₹18,000. Thus, this would require a “Fitment Factor” of 3.83. Furthermore, the unions want a yearly pay jump of 6% for every worker. Specifically, they also seek to bring back the old pension scheme for everyone. Therefore, while the 2% DA hike is good, all eyes stay on the 8th Pay Commission report. Period.

Gratuity and HRA Reforms

Now the employee unions have included several other major demands in their recent letter. Actually, these changes would reshape how the government pays its staff for years to come.

A Total Pay Overhaul

First, the staff side wants a minimum HRA rate of 30% for everyone. Next, they are seeking two full pay jumps during every promotion. Thus, these small changes would add up to a much larger take-home salary. Additionally, the unions want the government to change how they calculate gratuity at retirement. Moreover, they want a minimum benefit of at least ₹10,000 for every promotion. Consequently, the pressure is mounting on the Centre to act on these requests soon.

Frequently Asked Questions

Q: When will I get my DA arrears?

Now, the government will likely process the arrears in the April or May salary cycle. Thus, you will get the extra pay for January, February, and March at once.

Q: What is the current DA rate in 2026?

Actually, the official rate is now 60% of your basic pay. Therefore, your total salary calculation has just changed.

Actually, the government is still reviewing the union’s demands. Thus, we expect more news on the implementation date by late 2026.

Q: Does this hike apply to pensioners?

Since DA and DR (Dearness Relief) move together, all pensioners will also get a 2% increase. Therefore, your monthly pension will grow from this month.

The Bottom Line

Now the DA Hike of April 2026 provides a quick fix for rising prices. While the 2% rise is small, it marks a steady path toward the 60% milestone.

Overall, the real battle lies with the 8th Pay Commission and the ₹69,000 basic pay goal. Therefore, stay tuned to our blog for the latest union meetings and cabinet choices. Thus, you can stay ahead of every financial change. Meanwhile, keep checking your accounts for those sweet arrears! Lastly, we wish all government workers a very happy and stable year!

Employees Salary : The High Court has once again given a big relief regarding the employees. Actually, the High Court has taken a tough stand on not giving financial benefits to the transport employees.

Order is expected to be issued within 24 hours

After which Himachal Pradesh Transport Corporation informed the court that the salary will be decided within 24 hours. Its benefit will be given only to those employees who have been appointed between 2004 and 2005. In such a situation, the hope of issuing an order for this within 24 hours has increased.

Employees will get the benefit from the previous date. Due to which they will also be paid the area amount. Actually, the Advocate General of Himachal High Court told the court that after the order of the High Court, the government is preparing a roadmap for the corporation board to recover from the financial loss. This matter has been listed after four weeks for compliance of the order.

The next hearing is scheduled for July 16

The division bench of Justice Tarlok Singh Chauhan and Sushil Kukreja accepted it and fixed the next hearing on July 16. Employees can be given a big relief within 24 hours. Let us tell you that earlier on March 17, the court had ordered the corporation and the board to prepare a roadmap to overcome the financial crisis. While filing the petition, he said that between 2004 and 2005, appointments were made on contract basis for the post of driver and conductor in HRTC.

They were regularized after 8 years of service but there was no such policy at that time. The employees had challenged this in the High Court through a petition. In this case, the court had ordered the department to regularize these employees after 1 year.

It was decided to give all the benefits to the employees from the previous date. However, all these benefits were not given to them. When the order was not complied with, a petition was filed again. After which the High Court asked questions to the government.

7th Pay Commission: The Jammu and Kashmir government has announced a 2% increase in Dearness Allowance (DA) for its employees. After this, DA has now become 55% of the basic salary, which was earlier 53%.

This revised DA will be effective from January 1, 2025 and its arrears will be given in June 2025. After this, this new DA will be included in every month’s salary.

This hike will benefit all employees covered under the 7th Pay Commission framework. This decision is in line with the recent hike of 2% in DA for central employees and pensioners by the Central Government.

Last DA hike of 7th Pay Commission

With this amendment, DA has reached 55%, which is considered to be the last DA hike under the 7th Pay Commission. The validity of the 7th Pay Commission is ending on 31 December 2025.

What is the reason for the increase?

This increase in dearness allowance is based on the data of All India Consumer Price Index for Industrial Workers (AICPI-IW). This index is continuously increasing. In March 2025, this index increased by 0.2 points to 143.0. At the same time, in April 2025, it increased by another 0.5 points and reached 143.5.

The Labor Bureau has confirmed that the CPI-IW increased by 0.5 points to 143.5 in April, which is an indication of rising inflation. Due to this, this revision in DA became necessary.

When will the next revision take place?

Now the eyes of the employees are on the next DA revision, which will be implemented from July 1, 2025. Usually it is announced around Diwali (October-November). This can also be the last DA hike of the 7th Pay Commission. After this, the 8th Pay Commission can be implemented from January 1, 2026.

There is good news for the government employees-pensioners of Himachal Pradesh. In the cabinet meeting chaired by CM Jai Ram Thakur on Monday, it has been decided to give the first installment of arrears of the revised pay scale in September. CM Jai Ram Thakur has announced this on 15th August.

Huh. For this, the government has made an arrangement of Rs 1,000 crore. According to media reports, under the revised pay scale, the Himachal Pradesh government can give the first installment of arrears of Rs 50 to 75 thousand to the third and fourth class personnel and 30 to 50 thousand rupees in the first installment to the first and second class officers.

The state government is preparing to give the first installment of arrears to the employees in the second week of September. There is a possibility that a decision can be taken on giving the second installment only next month and an announcement can also be made on increasing the dearness allowance by 3 percent. Here, depending on the level of employees, it can be 10 to 18% of the total arrears.

After getting information from the General Administration Department, the Finance Department has started the calculation regarding the arrears payment. On Tuesday, the officials of the Finance Department in the State Secretariat were busy in the calculation of arrears.

It is discussed that instead of officers, first employees will be given more arrears. A final decision will be taken in this regard within a day or two. If media reports are to be believed, then pensioners will also be assessed for arrears payment, all pensioners will be given arrears by adding them to the pension. The arrears to the employees and pensioners are to be paid from the year 2016. In this regard, notification of arrears payment will be issued by the Finance Department soon.

This will benefit 2.25 lakh employees and 1.90 lakh pensioners. According to media reports, the Finance Department will send a proposal of two options to the state government. Under the first option, the recommendation to give more arrears to the third and fourth class personnel than the officers, and in the second option, the favor of giving the full amount of arrears to these two categories of personnel at one go has also been favored.

Now the state government has to take a final decision regarding how much arrears should be given to which category.
