It has been decided to conduct Census-2027 in two phases along with the counting of castes. The reference date for Census-2027 will be 00:00 hours on the first day of March, 2027. That is, the census work will be completed by 1 March 2027. The last date for completion of the census for the Union Territory of Ladakh and the Union Territory of Jammu and Kashmir and the snow-covered areas of the states of Himachal Pradesh and Uttarakhand will be October 1, 2026.

The last phase of the census will start from February 2027 and will be completed by 01 March 2027 (reference date). With the release of the official notification, different agencies will now start their work. This process includes training the staff, going to people’s homes to collect data, making formats, appointing staff, etc. The last phase of the census will be completed by 1 March 2027. According to the information, the entire process will be completed digitally.

Census is done every 10 years, know how it works

Census is conducted once every ten years in India. Its purpose is to collect the population, social and economic status of the country and other important information so that the government can take right decisions in formulating policies and deciding plans.

More than 5 lakh beneficiaries deprived of e-KYC

A total of 15,76,222 ration cardholder consumers are registered in Kishanganj district, out of which e-KYC process of 10,66,102 people has been completed so far. This is 67.64 percent of the total target. That is, still 5,10,120 consumers (32.36%) have not been able to get e-KYC done, which is a worrying situation. Such a large number of pendencies indicate that either people are lacking information or are struggling with lack of facilities.

Most pending in Thakurganj

If we look at block-wise e-KYC pendency, Thakurganj block has the highest number of 92,131 beneficiaries with pending e-KYC. The status of other major blocks is as follows:

• Kochadhaman – 82,637
• Bahadurganj – 76,313
• Kishanganj – 73,322
• Dighalbank – 72,547
• Pothia – 69,054
• Terhagachh – 44,116

It is clear from these figures that thousands of people in many blocks have still not been able to get e-KYC done, due to which it may be difficult for them to get ration in future.

Administration’s efforts continue

The administration is constantly monitoring and running awareness campaigns so that people can get their e-KYC done on time. Despite this, people’s participation is very low. For example, on March 31, only 426 beneficiaries got their e-KYC done in the entire district, which is a very low number. This shows that either the process is difficult, or there is a huge lack of information and awareness among the people. If this situation continues like this, then thousands of people may be deprived of government food grains from May 1.

On February 1, Finance Minister Nirmala Sitharaman, while presenting the budget for the financial year 2025-26, announced to increase the annual limit of TDS (tax deduction at source) on rent. This new rule will come into effect from the first day of the new financial year i.e. April 1.

What the rules say

According to section 194-I of the Income Tax Act, income tax should be deducted at the applicable rates while paying any amount as rent to a resident, if the rental income exceeds Rs 2.4 lakh in a financial year. However, in the Budget 2025-26, it has been proposed to increase this tax deduction limit for income in the form of rent to Rs 50,000 per month. This provision will apply to individual taxpayers or HUFs irrespective of the income.

What is the meaning

In simple terms, if land or machinery etc. is rented for a few months and the rent is more than Rs 50,000, then TDS deduction will be necessary. Increasing the annual TDS limit on rent to Rs 6 lakh will greatly benefit small taxpayers and landlords and will also reduce the compliance burden.

Additional pension for the elderly as the need increases

Apart from this, in response to another question, the Center said on Wednesday that additional pension is given to old pensioners because it is appropriate in view of their needs, especially health-related condition. Union Minister of State for Personnel Jitendra Singh said in a written reply to a question in the Lok Sabha that additional pension is automatically paid to the pensioner / family pensioner as per the requirement by the pension disbursing authorities / banks.

According to the minister, the government has approved 20 percent additional pension on attaining the age of 80 years, 30 percent on attaining the age of 85 years, 40 percent on attaining the age of 90 years, 50 percent on attaining the age of 95 years and 100 percent on attaining the age of 100 years, as per the recommendation of the Sixth Central Pay Commission (CPC). He said that with age, especially the needs related to health increase, so provision of additional pension has been made.

Employees who have completed 25 years or more of service will get 50% of the average basic salary of the last 12 months before retirement as pension. At the same time, employees with 10 to 25 years of service will get pension in proportion to the service period. Apart from this, employees who have completed a minimum of 10 years of service are guaranteed a pension of at least Rs 10,000 per month.

Family Pension

Talking about family pension, on the death of a central government employee, his family will get 60% of the employee’s pension. Employees will contribute 10% of their basic salary in the scheme. At the same time, the government’s contribution will be 18.5%. Let us tell you that the government will contribute 14% in NPS. This scheme is applicable for central government employees included in NPS, who choose it. At the same time, employees with a minimum of 10 years of service will be entitled to a fixed minimum pension.

The interest rates are generally kept 0.25% to 1% higher than the yield of government bonds, so that these remain attractive for investors.

When was the last time interest rates were increased?

The interest rates of small savings schemes were last changed in the January-March 2024 quarter. At that time, the interest rates of three-year post office time deposits and Sukanya Samriddhi Yojana were revised. There has been no change in the rates of these schemes since April 2024.

While 12 percent of the employee’s share is deposited in the EPF account, 8.33 percent of the 12 percent of the employee’s share is deposited in the EPS (Employees Pension Scheme) and 3.67 percent in the EPF account. With the increase in the minimum wage limit under EPF, not only will more money be deposited in the EPF account from the employee’s salary, but the EPS contribution will also increase.

8th Pay Commission: Recently, under the 7th Pay Commission, the Dearness Allowance (DA) of central government employees and Dearness Relief (DR) of pensioners were increased by 3 percent. On October 16, the Union Cabinet approved this increase, which will be effective from July 1, 2024. After this update, the DA of central employees will become 53 percent of the basic salary. After the decision of the central government, state governments are also announcing an increase in DA and DR for their employees and pensioners.

How much salary and pension can increase with the 8th pay commission

There is speculation that the government may revise the pay and pension of central employees based on a fitment factor of 3.68. According to some reports, the pay matrix for the 8th Pay Commission may be prepared using a fitment factor of 1.92.

In such a situation, if the recommendations of the 8th Pay Commission are implemented, the minimum salary of central government employees can increase from Rs 18,000 to about Rs 34,560, that is, an increase of about 92 percent. The minimum pension for pensioners can increase to Rs 17,280.

According to reports, a Joint Consultative Machinery (JCM) meeting will be held in the month of November. This platform helps in resolving disputes between the government and employees. The JCM National Council is headed by the Union Cabinet Secretary and includes representatives of recognized employee unions and service associations. It is possible that after this meeting some concrete information will come out regarding the 8th Pay Commission.

Under the new guidelines, some changes have been made in the process and rules of NPS contribution, which will be reviewed from time to time.

What is NPS

The National Pension System (NPS) is a pension scheme in which 10% of the employee’s basic salary and dearness allowance (DA) is deducted for the pension fund. In addition, 14% of the basic salary is contributed by the government. NPS is linked to the stock market, which means that the pension of government employees directly depends on the fluctuations of the market. After retirement, 40% of the NPS is invested in annuity so that pension can be received after retirement. However, this scheme does not offer a guaranteed pension, due to which there is dissatisfaction among government employees.

Will be reviewed from time to time

The new memorandum issued by the government clarifies that employees will have to contribute 10 percent of their monthly salary to NPS. This contribution will be rounded off to the nearest whole rupee. Along with this, this contribution will be reviewed from time to time so that any kind of mistake in it can be corrected. If there is any error in calculating the contribution, it will be deposited in the employee’s pension account along with interest.

You can continue your contribution even after suspension

If an employee is suspended, he will have the option to continue making NPS contributions. After the suspension ends, when the employee returns to service, the contribution will be recalculated based on the new pay structure prevailing at that time. This will ensure that the pension contribution of employees is not affected during the suspension period.

Contribution is mandatory even during the probation period

According to the new guidelines, if an employee is absent or on leave without pay, he will not be required to make NPS contribution for that period. However, it will be mandatory for employees working on probation to make NPS contribution, even if they are transferred to another department or institution.

Contribution will be given along with interest on delay

The Drawing and Disbursing Officer will deposit the contribution deducted from the salary of the employee every month. After this, the Pay and Accounts Officer will compile all the contributions by the end of the month and send it to the Trustee Bank. The deadline for depositing the contribution will be fixed especially for the month of March. If there is any delay or mistake in depositing the contribution, the employee will get his entire contribution back along with interest.

Why is the new guideline important

This new guideline is important because it provides employees with more clarity and security regarding their NPS contribution. This will ensure that if there is any error in the salary or contribution of an employee, he will get the benefit with interest on time. Also, the rights of the employees to their pension contribution will remain secure even in situations like suspension or transfer.

Unified Pension Scheme (UPS) announced

Recently, after the demand of government employees, the government has announced the Unified Pension Scheme (UPS). This scheme will be implemented from April 1, 2025. Under this scheme, the employee will not be responsible for funding the pension. The government will bear 18.5% of the basic salary of the employees. This is a guaranteed pension scheme, in which employees who have served for more than 10 years will be entitled to receive a minimum pension of Rs 10,000. Apart from this, a lump sum amount will be given at the time of retirement under UPS. In this, retiring employees will be entitled to receive 50% of their last 12 months’ average basic salary as pension.

Difference between NPS and UPS

While NPS is based on the stock market and does not provide guaranteed pension, employees in UPS will be given guaranteed pension. Employees in UPS will get gratuity as well as a lump sum amount. After retirement, the employee will receive a certain percentage of his salary as pension, which will secure his future.

In such a situation, if there is a 3% increase in dearness allowance, then DA and DR for employees and pensioners will increase to 53%. However, no official statement has come on this yet.

Employees are eagerly waiting for this announcement, which may lead to a 3% hike in their DA. This change will be implemented in October, along with the arrears of the last three months from July to September. This is in line with last year’s pattern, when the salary hike was announced in early October.

What did the senior official say?

A senior official of the Confederation of Central Government Employees and Workers was quoted in the media report as saying that there will be a hike in DA in the next cabinet meeting. We are expecting an increase of at least 3%. The calculation of DA is closely linked to the All India Consumer Price Index (AICPI), which tracks retail inflation over the past 12 months. With global inflation pressures and rising costs, this decision is important for managing household budgets across the country.

The hike was announced in March

A 4% DA hike was announced in March 2024, which increased the DA from 46% to 50%. This hike also triggered revision of other allowances, including house rent allowance, in line with the 7th Pay Commission guidelines. The 7th Pay Commission, set up about a decade ago, had proposed automatic revision of basic pay when the DA crossed 50%. However, this proposal was not approved, due to which the unions plan to raise the demand again with the upcoming 8th Pay Commission.

After the latest revision in the minimum wage rates, the minimum wage rate in Sector A for unskilled workers like construction, cleaning, loading and unloading of goods has been made Rs 783 per day and according to this, they will now earn Rs 20,358 every month.

These workers earn more than Rs 26,000 per month.

After the new changes made by the government in the minimum wage rates according to different categories of workers, now the minimum wage rate for semi-skilled workers has been increased to Rs 868 per day and they will get Rs 22,568 per month. Talking about skilled workers, clerical and unarmed watchmen or guards, their minimum wage has been increased to Rs 954 per day.

According to this, his monthly wages will now be Rs 24,804 per month. Whereas highly skilled workers will now get Rs 26,910 every month, their minimum wage has been increased to Rs 1035 per day.

When will the increased rates be implemented?

After the announcement of increase in the minimum wage rates of workers, a statement issued by the Ministry of Labor said that the central government has amended this VDA in view of helping the workers, especially the workers of the unorganized sector, in their livelihood. The new rates for workers will be effective from the first date of next month i.e. October 1, 2024 and they will be given benefits from April 2024. Workers Minimum Wage Hike: Taking an important step to support workers, especially those in the unorganized sector, the central government has announced an increase in the minimum wage rates by amending the Variable Dearness Allowance (VDA). The Ministry of Labor and Employment said in a release on Thursday that the purpose of this adjustment is to help workers deal with the rising cost of living. Know below how much wages workers of which category will get.

Workers engaged in various sectors including building construction, loading and unloading, watch and ward, sweeping, cleaning, housekeeping, mining and agriculture under central sector establishments will benefit from the revised wage rates. The new wage rates will be effective from October 1, 2024. The last revision was done in April 2024.

Workers have been classified into three categories

The minimum wage rates have been categorised on the basis of skill levels – unskilled, semi-skilled, skilled and highly skilled – as well as geographical areas – A, B and C. After the amendment, workers engaged in construction, sweeping, cleaning, loading and unloading have been placed in the “A” category for unskilled work.

Minimum wage increased so much

The minimum wage for unskilled work will be Rs 783 per day (Rs 20,358 per month). The minimum wage for semi-skilled work will be Rs 868 per day (Rs 22,568 per month). The minimum wage for skilled, clerk and unarmed watchman will be Rs 954 per day (Rs 24,804 per month). The minimum wage for highly skilled and armed watchman will be Rs 1,035 per day (Rs 26,910 per month).

Wage rates are revised twice a year

The Central Government revises the VDA twice a year, effective from 1st April and 1st October, based on the six-month average rise in the Consumer Price Index for Industrial Workers.

Minimum wages are decided on this basis

A senior officer of the Ministry of Cooperation said that about Rs 1000 crore will be paid in the next 10 days. The government has so far released Rs 370 crore to more than 4.29 lakh depositors of Sahara Group cooperatives through the CRCS-Sahara refund portal. The government is carefully examining the claims of the depositors before issuing the refund.

What is CRCS-Sahara Refund Portal

The CRCS-Sahara refund portal was launched in July 2023 on the orders of the Supreme Court to return the refund amount to Sahara depositors. As per the order of the Supreme Court dated March 29, 2023, an amount of Rs 5000 crore was transferred from the SEBI-Sahara refund account to the Central Registrar of Cooperative Societies (CRCS) in May 2023.

Supreme Court strict on Sahara Group

Earlier, the Supreme Court had reprimanded the Sahara Group. Recently, the Supreme Court had told the Sahara Group that it can return the investors’ money by selling its property. The court said that no one can stop the group from selling the property to deposit Rs 10,000 crore in the SEBI-Sahara refund account.

In August 2012, the Supreme Court had ordered that Sahara Group companies – SIRECL and SHICL will return the amount deposited by investors to SEBI with 15 percent annual interest. But, due to the worsening of the financial condition of the group, the money of the depositors has been stuck for the last 12 years.

This system will work on a voluntary basis

The system of Aadhaar based authentication for UPSC will be on a voluntary basis. This means that it will not be a mandatory condition for appearing in the UPSC exam. This system of Aadhaar based authentication has been introduced to ensure the identity of the candidate.

Aadhaar based authentication will be done at two levels. First, when you register to appear in the UPSC exam. The central government has given permission to conduct this at every different level of the exam. Secondly, Aadhaar based authentication will also be done during recruitment.

According to a Business Standard report, the Union Public Service Commission will now be able to use Aadhaar data. It will be able to do Aadhaar-based e-KYC of any candidate from its database. Under this, when you register to appear in the exam on the UPSC’s one-time registration portal, Aadhaar-based authentication will be done at the same time. For this, the candidate will have to give a yes or no approval to UPSC to access their Aadhaar data. This system will be adopted during their entire recruitment process.

They said that there is no provision for SC-ST and OBC reservation in this recruitment process. In a shocking development on Tuesday, Union Personnel Minister Dr. Jitendra Singh wrote a letter to UPSC chief Preeti Sudan saying that the Prime Minister wants that any recruitment should be based on the principles of social justice.

UPSC withdrew the recruitment advertisement

Since all these recruitments are for single posts and reservation cannot be applied in it, hence it is requested to withdraw it. Immediately after this UPSC withdrew the recruitment advertisement. When recruitment is done for one post for different departments, it is called single post vacancy. According to Jitendra Singh, before 2014 most of the lateral entry appointments were made without any fixed process, in which there was a lot of favoritism, but the Modi government has institutionalized this process. Jitendra Singh wrote in the letter that for PM Modi, reservation in government jobs is a fundamental necessity of the framework of social justice.

Its objective is to end historical injustice and promote equality. Since it is a process of appointment of experts on single posts, there is no provision of reservation in it. This aspect needs to be reviewed and it will be improved in line with the PM’s focus on social justice. Jitendra Singh showed the mirror to the Congress which has shown an aggressive stance on lateral entry and said that during its rule many such high profile appointments were made under which secretaries in ministries and heads of Aadhaar institutions were appointed, but reservation was not taken care of in them. During the UPA government, the National Advisory Council was working under the then PM Manmohan Singh, but no care was taken of SC-ST and OBC reservation in the appointment of its members.

Lateral entry in the administrative system means appointing subject experts outside the government service cadre like the Indian Administrative Service to top policy-making posts. In fact, this was recommended by the second Administrative Reforms Commission formed during the Congress-led UPA government in its report given in 2005, but the UPA government did not make any appointment in accordance with it.

The Modi government started implementing this important recommendation of that commission headed by Veerappa Moily in 2018. In this series, when an advertisement for recruitment to 45 posts was issued last week, the Leader of Opposition in the Lok Sabha Rahul Gandhi raised questions on the intentions of the Modi government for not making reservation for SC-ST and OBC in it.

Along with the Congress, parties like SP, RJD and BSP also tried to make it a big political issue with the beginning of assembly elections in many states. The government’s allies – JDU and Chirag Paswan’s Lok Janshakti Party also opposed this decision by adopting the same stance as the opposition parties in this matter. LJP’s Chirag Paswan even said that reservation should be ensured in all appointment processes without any ifs and buts.

DA and DR will increase by 3 percent

A DA and DR hike of 3 per cent is likely to be announced in September 2024, which will be effective from July 1, 2024. This hike will take the DA to 53 per cent. DA will not be merged with basic pay even if it exceeds 50 per cent. Instead, other allowances including HRA will be increased when DA crosses 50 per cent. DA arrears will be available

In March 2024, the government increased the dearness allowance by 4 percent to 50 percent of the basic pay. Along with this, dearness relief was also increased by 4 percent.

Will I get 18 months DA arrears?

The government is unlikely to release the 18 months of dearness allowance (DA) and dearness relief (DR) arrears withheld during the COVID-19 pandemic. In the recent monsoon session of Parliament, two members asked the government a question regarding DA arrears. The government was asked whether the government is considering releasing 18 months of dearness allowance or relief of central government employees and pensioners, which was withheld during COVID-19.

In response to this question, Minister of State for Finance Pankaj Chaudhary said no. He said that it was decided to stop three installments of DA and DR to reduce financial pressure during the pandemic. In view of the economic crisis caused by the pandemic in 2020 and the financial needs for the steps taken by the government, it was not considered right to release DA and DR arrears.

Let us tell you that this law was passed in February 2024 itself. This law has been brought to crack down on cheating and paper leaks in the examination. Very strict provisions have been made in this law to conduct the examination fairly and smoothly.

What does the law say

The Public Examination (Prevention of Unfair Means) Act 2024 is also known as the Anti Paper Leak Law. Its purpose is to ensure transparency in the examination. Its scope will include examinations conducted by the authority such as UPSC, SSC, Indian Railways, examinations conducted by NTA and banking examinations. Leaking of question paper or answer is included under this law. Apart from this, tampering with the computer network also comes under the purview of crime.

Whether it is an individual or a group, punishment has been provided for those who commit fraud in the examination. Conducting fake examinations also comes under this law. If a person is found guilty of paper leak or cheating, he can be sentenced to three to five years in prison. Whereas if a group or organised fraud is committed in the examination, then there is a provision of five to 10 years in prison and a fine of Rs 1 crore.

The property of people involved in organized paper leak can also be confiscated. Any candidate caught cheating will be disqualified from the exam. Under this law, ‘unfair means’ include leaking question paper or answer, helping a candidate during the exam, providing solutions, tampering with computer resources, getting another candidate to appear in the exam in place of another candidate, issuing fake documents and tampering with the merit list.

The crimes under this law are non-bailable. Apart from this, no officer below the rank of Deputy Superintendent of Police or Assistant Commissioner can investigate under this law. The Central Government can hand over the investigation to any agency.
