These new changes will come into effect on October 13, 2025. For the first time since 2014, the central government has revised rates for approximately 2,000 medical procedures.</p>
<p><strong>CGHS New Rates:</strong> The central government has announced a significant gift for millions of employees and pensioners across the country. Following the increase in dearness allowance, several major reforms have been made to the Central Government Health Scheme (CGHS). The Union Health Ministry has announced changes to the rates of the Central Government Health Scheme. These new rates will come into effect on October 13th. The ministry issued a notification announcing this. For the first time since 2014, the central government has revised the rates for approximately 2,000 medical procedures.</p>
<p><strong>This is the biggest reform in the last 15 years. The old rates were a source of</strong></p>
<p>inconvenience not only for employees but also for hospitals. These new rates are expected to bring relief to both employees and hospitals. Treatment costs will now be determined based on the hospital&#8217;s accreditation, type, city category, and ward. Treatment at super-specialty hospitals will be 15% more expensive than at NABH/NABL-accredited hospitals.</p>
<p><strong>What&#8217;s in the CGHS package?</strong></p>
<p>The Central Government Health Scheme (CGHS) is a medical facility run by the central government for its employees and pensioners. It provides subsidized medical fees for various expenses, including outpatient testing, consultations, surgeries, and hospital stay coverage, among other benefits.</p>
<p><strong>Why is it necessary to change the CGHS scheme rates?</strong></p>
<p>A major complaint from central government employees and pensioners was that hospitals affiliated with the CGHS scheme often refused to provide cashless treatment. Patients were forced to pay large sums of money upfront and then wait for months for a refund. It is now hoped that these problems will be resolved.</p>
<p><strong>Learn what the new reforms include.</strong></p>
<p>The central government has set new rates for nearly 2,000 medical procedures. These rates are based on the city&#8217;s category (Tier-I, Tier-II, Tier-III) and the hospital&#8217;s quality (such as NABH accreditation).</p>
<p>1. Package rates in Tier-II cities will be 19% lower than the base rate.</p>
<p>2. Package rates in Tier-III cities will be 20% lower than the base rate.</p>
<p>3. NABH-accredited hospitals will provide services at the base rate.</p>
<p>4. Non-NABH hospitals will receive a 15% lower rate.</p>
<p>5. Super-specialty hospitals with more than 200 beds will receive a 15% higher rate.</p>

<p>If you are a central government employee, then the Narendra Modi government has given you relief. Actually, the Union Ministry of Health and Family Welfare has made some changes in the guidelines related to CGHS (Central Government Health Scheme). This will have a direct impact on CGHS beneficiaries. Let us understand what kind of rules the government has changed.</p>
<p>Till now, it was mandatory for CGHS GHS beneficiaries to upload geo-tagged photos every day when they were admitted to the hospital (IPD). Both hospitals and patients were facing problems due to this rule. In view of these problems, the government has given exemption for not uploading photos in old cases.</p>
<h3><strong>What is the new rule?</strong></h3>
<p>No geo-tagged photos are required in IPD referral cases now. The referral must be valid and uploaded on the National Health Authority (NHA) portal. IPD stands for In-Patient Department. Through this department, patients are admitted to the hospital for 24 hours or more. In this, patients are admitted after operation or treatment and later remain under hospital observation.</p>
<h3><strong>In non-referral IPD cases</strong></h3>
<p>In non-referral IPD cases 2 geo-tagged photos are required at the time of admission and at the time of discharge. If hospitalization is more than 7 days, an additional photo is required every 7th day. The photo should be taken in the ICU/ward only. Showing CGHS card is not necessary.</p>
<p>In OPD cases: Photograph is not required in OPD services with referral. Without referral, if the patient is above 70 years of age and bedridden, then the photograph is mandatory. The photograph should be taken from a mobile or tablet. Its size should be less than 1 MB and it has to be uploaded on the CGHS portal within 24 hours.</p>

										<content:encoded><![CDATA[<p><strong>The new website of Central Government Health Scheme (CGHS) http://www.cghs.mohfw.gov.in has been launched. The old website which was running since 2005 has been closed.</strong></p>
<p>A major digital change has been made in the Central Government Health Scheme (CGHS). From today i.e. 28 April 2025, the old website of CGHS http://www.cghs.gov.in and http://www.cghs.nic.in will be closed. These will be replaced by a new digital platform and Health Management Information System (HMIS). According to the circular of the Ministry of Health, now all the services of CGHS will be available through the new portal http://www.cghs.mohfw.gov.in. A new CGHS mobile app has also been launched for Android and iOS users.</p>
<p>Actually, the old software of CGHS was running since 2005 which was no longer technically capable. In view of the new cyber security standards and IT requirements, it had become necessary to upgrade it. Therefore, a new digital platform has been launched. This will not only provide services faster, but it will also be more secure, transparent and user-friendly.</p>
<p><strong>These important changes also took place</strong></p>
<ul class="ul_block">
<li><strong><span>Identification by PAN:</span></strong><span> CGHS beneficiaries will now be identified by their PAN number. This will make it easier to confirm eligibility.</span></li>
<li><strong><span>Direct payment from Bharatkosh:</span></strong><span> Now the payment of CGHS user contribution will be directly linked to Bharat Kosh portal. There will be no manual entry. This will reduce the problems related to refund.</span></li>
<li><strong><span>Complete information before making the card:</span></strong><span> Now complete information about eligibility and contribution amount payable will be available at the time of applying for CGHS card. This will increase transparency.</span></li>
<li><strong><span>No need to visit the office:</span></strong><span> All the processes like card transfer, adding dependents etc. have now become completely online. Now there will be no need to visit the office.</span></li>
<li><strong><span>Information through SMS and email:</span></strong><span> Information on the status of every application will be available through SMS and email. This will increase transparency and reduce the hassle of follow-up.</span></li>
<li><strong><span>Password reset is mandatory:</span></strong><span> It has been made mandatory for all existing users to reset their password when they log in to the new system for the first time. This will increase security.</span></li>

<p>The Central Government Health Scheme (CGHS) provides affordable and comprehensive healthcare services to central government employees, pensioners and their dependents. Under this, consultation, treatment, tests and medicines are provided through a network of wellness centers and listed hospitals.</p>

										<content:encoded><![CDATA[<h3><strong>There is big news for government employees working in the central government . According to the report of Financial Express, the Ministry of Health &amp; Family Welfare has made a big change in CGHS (Central Government Health Scheme).</strong></h3>
<p>According to the new guidelines of the ministry, if regular monthly contribution is being deducted from the salary of a government employee under CGHS, then it is mandatory to give him a CGHS service card, even if he has not applied for the card.</p>
<p>In a new circular, the Health Ministry has asked all ministries and departments to ensure that CGHS cards are issued to employees from whose salary CGHS contribution is being deducted. The memorandum states that in many cases employees do not apply for CGHS cards, but their monthly contribution continues to be deducted. In such a situation, it is unfair to deprive them of CGHS facilities.</p>
<h3><strong>There is no need to apply separately for the card</strong></h3>
<p>The ministry has clarified that CGHS is a mandatory scheme and the contribution starts automatically from the salary of the employees whose place of residence falls in the CGHS dispensary area. In such cases, separate application for the card will not be considered necessary. Further, the Health Ministry has directed the administrative branches to ensure that CGHS cards are automatically issued to the concerned employees. In cases where employees fail to apply despite repeated notifications, the responsible officer should be informed so that appropriate action can be initiated.</p>
<h3><strong>Government employees will get relief</strong></h3>
<p>The move is expected to bring relief to many central government employees who are contributing to the CGHS but have not received the corresponding service card. This puts the onus on the department to facilitate the issuance of these cards, thereby removing bureaucratic hurdles in accessing health benefits. The amendment of the CGHS card rules underlines the importance the government places on employee welfare and its commitment to streamline processes for better service delivery.</p>

										<content:encoded><![CDATA[<h3><strong>CGHS : There is good news for the employees of the Central Government. The government has increased the scope of the services of CGHS and ECHS. Now the central government employees can get their treatment done in 40 private hospitals, nursing homes and diagnostic centers.</strong></h3>
<p>The government has included 40 hospitals in its list. The rate list of all these hospitals will also be equal for the employees coming under CGHS and ECHS. Also, the cost of treatment will be borne by the government later. Recently, Ex-Servicemen Contributory Health Scheme (ECHS) has included 40 private hospitals, nursing homes and diagnostic centers in its panel. This decision was taken in the recent screening committee meeting.</p>
<h3><strong>40 new private hospitals included for CGHS and ECHS</strong></h3>
<p>The Managing Director of ECHS has received a formal order regarding the list of new hospitals included in this panel. This process has been done under the guidelines of the Ministry of Defense, according to which hospital and treatment services will be provided to ECHS beneficiaries. Now 40 private hospitals, nursing homes and diagnostic centers have been included in the count of ECHS.</p>
<h3><strong>All employees will be able to get treatment at low rates</strong></h3>
<p>All the hospitals and diagnostic centers included in the panel will have to follow the conditions set by the Ministry of Defense, which also includes the rates of service. The rate of treatment will be as per the rates passed by the list committee. Also, it will be adjusted with CGHS (Central Government Health Scheme) rates. That is, the employees coming under ECHS will also be able to get treatment at the same rate at which CGHS employees are treated in private hospitals. The list of these 40 hospitals has also been included in CGHS.</p>
<h3><strong>List of hospitals</strong></h3>
<p>Additionally, hospitals that are already empanelled with CGHS will have to provide a certificate of their CGHS status while signing the agreement with ECHS. The status of CGHS empanelled hospitals will remain valid as long as their CGHS accreditation is active, and their agreement can also be renewed. Services accredited by NABH i.e. National Accreditation Board for Hospitals and Healthcare Providers will also be empanelled with ECHS, which will remain valid for the period of their NABH certification. This step is an important step towards providing more facilities and better healthcare services to ECHS members.</p>
<h3><strong>What is the difference between CGHS and ECHS</strong></h3>
<p>Both CGHS and ECHS are health schemes of the Government of India, but they serve different groups. CGHS is for central government employees and their families, while ECHS is for retired military personnel and their dependents. ECHS has more panel hospitals than CGHS, including hospitals in remote areas.</p>

										<content:encoded><![CDATA[<h3><strong>CGHS Rules Revised: If you are a central government employee, then this news may be useful for you. Actually, the guidelines for Central Government Health Scheme (CGHS) cardholders have been changed.</strong></h3>
<p>Information about the revised guidelines has been given in an office memorandum (OM) of the Union Health Ministry.</p>
<h3><strong>What are the revised rules?</strong></h3>
<p>According to the revised rules, cardholders will not need referrals in case of emergency. In this situation, cardholders will be able to directly avail cashless treatment and access services at all major government hospitals including All India Institute of Medical Sciences (AIIMS) or Tata Memorial. Apart from this, a single referral from the Central Government Health Scheme (CGHS) Wellness Centre will be valid for 3 months, allowing beneficiaries to consult three specialists. A maximum of six consultations are allowed during this period.</p>
<h3><strong>When is a referral needed?</strong></h3>
<p>CGHS cardholders do not require additional approval within the three-month referral period for routine checkups and minor procedures. Special tests costing more than Rs 3,000 will require a referral. Similarly, procedures requiring hospitalisation will also require prior approval.</p>
<p>The age limit for accessing these services has been reduced from 75 to 70 years while expanding eligibility to more beneficiaries. These amendments are expected to increase access to health services for CGHS beneficiaries.</p>
<h3><strong>What is CGHS</strong></h3>
<p>Let us tell you that CGHS is a health insurance scheme. Under this, the Central Government provides health services to its employees and their families. Under this scheme, beneficiaries get coverage of medical expenses. Central employees can avail cashless treatment in any listed hospital or dispensary in the country through CGHS card.</p>

<p>7th pay commission: There is an important news related to the Central Government Health Scheme (CGHS) for central employees. Actually, the government has issued an order to stop linking CGHS with Ayushman Bharat Health Account (ABHA). Let us tell you that the Health Ministry had set the deadline for linking ABHA number with CGHS ID till June 30, 2024.</p>
<h4><strong>Many types of questions on linking</strong></h4>
<p>Many questions were raised regarding this linking. The Health Ministry issued a statement on this in the month of April. According to the Health Ministry, the government has no wrong intention behind linking the identity card (ID) of the Central Government Health Scheme (CGHS) beneficiaries with the Ayushman Bharat Health Account (ABHA) number.</p>

<h4><strong>what did the ministry say</strong></h4>
<p>The ministry had then said- A lot of misinformation is being spread about the recent move to link CGHS records with ABHA numbers. This is a unique health ID based on &#8216;Aadhaar&#8217;. The ministry said that ABHA was required because &#8216;Aadhaar&#8217; details cannot be saved on systems without implementing Aadhaar vault and other security systems.</p>
<p>The Health Ministry had said that this initiative will help CGHS beneficiaries access their health records on their mobile phones, thereby saving money spent on frequent check-ups. According to the ministry, ABHA is being implemented at every location where health records are being created.</p>
<h4><strong>There is no link to monetary or fiscal planning</strong></h4>
<p>According to the ministry, it is not linked to any monetary or fiscal scheme of the government. It is being launched in government health programs like Reproductive and Child Health (RCH), Non-Communicable Diseases (NCD), Nikshay, U-WIN (Universal-Immunization), e-Sanjeevani (Tele-Consultation), PMJAY, Poshan (Anganwadi). It can be used in Chardham Yatra, Maha-Kumbh, medical tests for central services, medical tests for driving license etc.</p>

<p>Also, the cost of one day for ICU has been kept at Rs 5,400. The government has released new CGHS rates and packages. The government has also made the rules of referral easier than before.</p>
<h4><strong>Charges for CGHS beneficiaries</strong></h4>
<p>1. CGHS cardholders will need Rs 350 for OPD consultation.</p>
<p>2. The rate for CGHS beneficiaries for IPD consultation has been fixed at Rs 350.</p>
<h4><strong>ICU Charge Fee for CGHS Beneficiaries</strong></h4>
<p>Rates for ICU have been fixed at Rs 5,400. This cost for private ward is Rs 862 + Rs 4,500 = Rs 5,362 – total Rs 5,400. ICU charges include Rs 750 for non-NABH hospitals and Rs 862 for NABH hospitals. This includes monitoring, RMO charge fee, nursing care and room rent. The room rent will be as per the eligibility of the ward of the CGHS beneficiary – General Ward, Semi Private Ward or Private Ward.</p>

<h4><strong>Room Rent for CGHS Beneficiaries</strong></h4>

<h4><strong>Referral process made easier for CGHS cardholders</strong></h4>
<p>The Union Ministry of Health and Family Welfare (MoHFW) has also simplified the referral process for CGHS Wellness Centre. Earlier the CGHS beneficiary had to personally visit the CGHS Wellness Center and take a referral to the hospital. But now if the CGHS beneficiary is unable to go, he can send someone on his behalf to the wellness center with his documents. The medical officer may ask the beneficiary to go to the hospital after examining the documents. Now CGHS beneficiary can do this work through video call.</p>

										<content:encoded><![CDATA[<p><strong>The government has changed the package rates for people associated with the Central Government Health Scheme (CGHS). Under this, along with increasing the payment amount for room rent, the limit of OPD fees has also been increased.</strong></p>
<p>Whereas, referral facility through video has been started for central government employees. Whereas, the limit of ICU expenditure of hospitals has also been increased.</p>
<p><strong>Announcing the increase in OPD and IPD fees,</strong></p>
<p>the Union Health Ministry has revised the CGHS package rates for all the beneficiaries of the Central Government Health Scheme (CGHS), while also simplifying the referral process for the benefit of the employees. Under the changes, the government has increased the rates of OPD fees from Rs 150 to Rs 350. Whereas, the IPD consultation fee has been increased by Rs 50 to Rs 350.</p>
<p>By increasing the private room limit of the hospital to Rs 4500, the central government has increased the rate admissible under the ICU services to the people connected with CGHS to Rs 5,400, which includes accommodation for all ward entitlements. The rent of the hospital room has also been increased.</p>
<p>The rent of general room has been increased from Rs 1000 to Rs 1500. Whereas, the rent of semi-private ward has been increased from Rs 2000 to Rs 3000 and the rent of private room has been increased from Rs 3000 to Rs 4500.</p>
<p><strong>Beneficiary does not need to visit in person for referral</strong></p>
<p>The Ministry has also simplified the process of referral under CGHS. Earlier the CGHS beneficiary had to personally visit the CGHS Wellness Center and take a referral to the hospital. But, now if the CGHS beneficiary is unable to go to the wellness centre, he can send someone on his behalf along with his documents. Medical officer can refer the beneficiary to go to the hospital after checking the documents. Apart from this, CGHS beneficiary can also take referral through video call.</p>

<p>7th Pay Commission: If you are a central government employee then this news is for you. Actually, the government has given a clarification regarding the Central Government Health Scheme (CGHS).Under this, the empaneled hospitals under CGHS cannot prepare two separate bills at the same time for the claim of treatment.</p>
<p>According to the government, any violation of these guidelines will be viewed seriously. It is possible that suitable action will be taken as per terms and conditions apart from removing the hospital from CGHS panel.</p>
<p><strong>Important to know for patients:</strong></p>
<p>According to the Ministry of Health, the empaneled hospitals cannot ask the beneficiary or his family to buy medicines / various items / equipment or accessories separately from outside. Apart from this, it was also asked to provide treatment within the package rate fixed by CGHS. The allocation of wards in empaneled hospitals under CGHS is done as per the 7th Pay Commission basic pay level of the Central Government employees concerned.</p>
<p><strong>Card is necessary:</strong></p>
<p>Central government employees must have CGHS card to avail this facility. This card can be obtained by visiting the official website of CGHS, filling the form and submitting the requested documents.</p>
