While in jail, the same jail rules will be applicable to Kejriwal as are applicable to other prisoners. According to this, he can only write letters from jail and that too not regularly but from time to time. They can never be given the freedom to order government files there or issue any orders. The idea of holding a cabinet meeting in jail is pure fantasy.

Even though Chief Minister Arvind Kejriwal himself and all his ministers have been saying repeatedly that they will run the government from jail, there does not seem to be any such possibility. According to constitutional experts, no such example was seen in the past also. On the contrary, if Kejriwal does not resign from the post of Chief Minister, President’s rule can also be imposed in Delhi. It is also being said that no changes can be made in the jail rules for Kejriwal.

President’s rule may be imposed

Justice (retired) Sudhir Agarwal, judicial member of NGT, says that there is a law to suspend a government official if he goes to jail, but there is no such legal restriction on politicians. However, since Delhi is not a full-fledged state, if the Chief Minister does not resign, the President can impose President’s rule in Delhi.

No one ran the government from jail

Similarly, former Rajya Sabha General Secretary Yogendra Narayan says, Kejriwal has been arrested by the ED, in such a situation, if he is sent to judicial custody, then it will directly depend on the court to allow him to discharge the responsibilities of the post of Chief Minister. Yes or No. There is no such thing as constitutional rules and regulations regarding this. However, no such case comes to mind in the past, when a Prime Minister or Chief Minister ran the government while in jail.

Kejriwal will remain in jail like other prisoners

On the other hand, former Chief Secretary of Delhi Umesh Saigal says that while in jail, the same jail rules will be applicable on Kejriwal as are applicable to other prisoners. According to this, he can only write letters from jail, and that too not regularly but from time to time. They can never be given the freedom to order government files there or issue any orders. The idea of holding a cabinet meeting in jail is pure fantasy. Similarly, any person can be allowed to meet anyone while in jail only as per the jail rules.

In view of the deteriorating air quality of Delhi, it has once again been decided to impose odd-even rules on vehicles. This rule will be applicable from 13 to 20 November.

At the same time, all schools except classes 10th and 12th will remain closed till November 10. Delhi Chief Minister Arvind Kejriwal had called an emergency meeting on pollution on Monday, in which these decisions were taken. During this, the Chief Minister identified the factors increasing pollution and gave instructions to speed up action against them.

After the meeting, Environment Minister Gopal Rai said that since October 30, pollution is continuously increasing due to continuous drop in temperature and decrease in wind speed. He said that after implementing the odd-even rule for a week, the pollution situation will be assessed and then a decision will be taken on extending it further. The average air quality index was recorded at 421 points on Monday. On Sunday it was at 454 points.

Ban will remain in force on BS-3 petrol, BS-4 diesel vehicles

The restrictions applicable on BS-3 petrol and BS-4 diesel vehicles will continue during odd-even periods. There will also be a ban on diesel powered cargo vehicles. Vehicles carrying essential goods will be exempted from this rule. Odd-even was implemented for the first time in Delhi in January 2016. This had to be implemented in April this year also. After this it was also implemented in November 2019.

No decision on work from home

Gopal Rai said that no decision was taken on work from home in the meeting. Many people are already on leave due to festivals, so it doesn’t have much impact. Therefore, no decision was taken on work from home.

Contact with IIT for artificial rain

Delhi officials have contacted IIT Kanpur to provide artificial rain.

vehicles will run like this

● On 14, 16, 18, 20 November, only those cars whose last number is 0, 2, 4, 6, 8 will be allowed.
● On 13, 15, 17, 19 November, only those cars whose last number is 1, 3, 5, 7, 9 will hit the roads.

School closed till 10th November

It has been decided to close Delhi schools till 10th November. In view of the 10th-12th board exams, they will be allowed to conduct physical classes. Apart from this, all other classes will not run offline. At the same time, orders have been issued to keep schools up to class five in Gurugram-Faridabad closed till further orders.

The post Odd-even rules on vehicles: There will be restrictions from 13th to 20th November, these vehicles will be banned first appeared on Rightsofemployees.com.
