MUMBAI — Mumbaikars and residents across Maharashtra seeking to obtain a driving licence will soon face stricter regional verification norms. The state government has announced a new directive making a local domicile certificate strictly mandatory for all driving licence applicants across the state, effective August 1, 2026.

Transport Minister Pratap Sarnaik disclosed the definitive timeline to the Maharashtra legislative assembly on Tuesday while responding to a query tabled by MLA Dilip Lande during Question Hour. Sarnaik clarified that the draft rules have already been forwarded to the Law and Judiciary Department for structural vetting. The domicile requirement will formally take effect once final statutory clearance is obtained. The administrative pivot is framed as an effort to streamline licence issuance across the state, though the ministry has yet to release specific documentation guidelines for applicants to prove their domicile status.

1. Regulating the Bike Taxi Sector

In tandem with driver licensing updates, the Ministry of Transport is finalizing a legalized, revenue-generating regulatory framework for app-based bike taxi services to curb unauthorized operations and expand youth employment.

Proposed Operator Fee & Welfare Structure:
├── Base Daily Operator Tariff ──> ₹5 paid directly to the State Treasury
└── Per-Ride Welfare Deduction ──> ₹2 routed into a dedicated Driver Welfare Fund

Safety and Background Checks

Under the upcoming Maharashtra Bike Taxi Rules, 2025, the government has integrated specific safety provisions prioritizing women, students, and minors. Commercial two-wheeler operators must strictly comply with the following statutory standards:

• Licensing: Possession of a valid active driving licence under the Motor Vehicles Act, 1988.

• Identification: Display of a public service vehicle badge as mandated by the Maharashtra Motor Vehicles Rules, 1989.

• Vetting: Complete mandatory police character verification before a public service badge can be issued.

2. Enforcement Metrics and Aggregator Compliance

The state transport mechanism has severely tightened enforcement parameters against non-compliant aggregators using private two-wheelers for passenger transit without legitimate commercial permits.

Currently, the State Transport Authority has granted highly restricted, 30-day temporary operational windows within the Mumbai Metropolitan Region (MMR) to major aggregators—including Uber India Systems Pvt Ltd, Roppen Transportation Services Pvt Ltd (Rapido), and ANI Technologies Pvt Ltd (Ola)—contingent upon full compliance with regional guidelines within a one-month deadline.

Under the new rules of the government, it has been made mandatory to install Fastag on all vehicles. This step of the government is an effort to save fuel and time as well as make the toll collection process transparent.

Advantage of Fastag

Fastag is an electronic toll collection system that uses Radio Frequency Identification (RFID) technology. By installing Fastag on the vehicle, toll can be paid without stopping at the toll plaza. This eliminates the need for cash transactions and long queues of vehicles can be avoided.

New rules and fines for fastag

The Devendra Fadnavis government of Maharashtra has made it clear that vehicles which do not have Fastag will have to pay double the toll. This provision will ensure that drivers start using Fastag in time. This rule will apply to all private and commercial vehicles.

Government’s objective behind the new rule

The main objective of this move of the Maharashtra government is to reduce traffic jams at toll plazas, control fuel consumption and bring transparency in toll control. Along with this, the Maharashtra government is trying to promote digital payments under the Digital India campaign. The Business Standard report states that this rule will not only promote digital payments but will also make the state’s revenue collection more accurate. According to a TV9 Hindi report, this move will realize the objective of the Maharashtra government’s smart and digital toll plaza.

Challenges of the new rule of Fastag

This decision of the Maharashtra government will help in streamlining traffic at toll plazas, eliminating the need for paper transactions and saving time. However, there may be challenges in awareness and the process of purchasing Fastag in rural areas.
