The Union Ministry of Road Transport and Highways has clarified that no decision has been taken to implement satellite-based toll system across the country from May 1. The ministry has given this clarification after reports in the media claimed that the satellite-based toll system will be introduced from May 1, 2025 and it will replace the existing Fastag-based toll collection system.

‘Automatic Number Plate Recognition (ANPR)-FASTag-based barrier-free tolling system’ will be deployed at selected toll plazas to enable seamless, barrier-free movement of vehicles through toll plazas and reduce travel time, the ministry said in a statement.

According to the statement, the advanced toll system will combine ANPR technology, which will identify vehicles by reading their number plates, and the existing ‘FASTag system’, which uses Radio-Frequency Identification (RFID) for toll deduction.

Under this, vehicles will be charged based on their identification through high-performance ANPR camera and Fastag reader without stopping at their toll plazas. In case of non-compliance, violators will be issued e-notice, non-payment of which can lead to suspension of Fastag and other penalties related to the ‘vehicle’.

Union Minister Nitin Gadkari said that the method of toll payment on the country’s highways is going to change. The Center is going to present a new toll policy within the next 15 days. This means that this policy can be implemented from May. However, Gadkari has not given much information about it yet. He indicated that once the new policy is implemented, no one will get a chance to complain about the toll. With this new system, the work of FASTag will also end.

Gadkari said that the new system will not require physical toll booths. Instead, toll payments will be automatically deducted from bank accounts using satellite tracking and vehicle number plate recognition. He said during the event that he also gave an update on the long-pending Mumbai-Goa highway. He said that the project will be fully implemented by June this year. There were many problems regarding the Mumbai-Goa highway, but don’t worry, we will complete 100% of the road work by this June.

What is the new GPS tolling system?

With the construction of roads in the country, the number of toll booths is also increasing. In such a situation, the government is going to replace the FASTag system to eliminate the booths and promote the GPS-based tolling system. The construction of toll booths increases the cost of infrastructure.

This also increases the cost of toll collection. To solve these problems, the government is going to start a new toll system. In this system, with the help of GPS, the toll amount will be deducted directly from the bank account of the driver or vehicle owner. The vehicle will be monitored through GPS. The toll amount will be calculated based on the specified margin and time.

Road Transport and Highways Minister Nitin Gadkari said that the purpose of this step is to save vehicles from jam on highways . Gadkari said in a program of industry body Confederation of Indian Industry (CII) that the National Highways Authority of India (NHAI) currently has toll revenue of Rs 40,000 crore.

In the next two to three years, it will increase to 1.40 lakh crores. He said, ‘The government is considering bringing technology like GPS-based toll system to remove toll plazas located on the highways in the country. We will bring new technology in six months.

Working on Testing Mode

The Ministry of Road Transport and Highways is working on a trial plan for Automatic Number Plate Recognition System (Automatic Number Plate Reader Camera) for toll collection without stopping the vehicles. During the financial year 2018-19, the average stopping time of a vehicle at the toll plaza was 8 minutes. After the introduction of FASTag in 2020-21 and 2021-22, the average stopping time of vehicles at the toll plaza has come down to 47 seconds.
