This instruction is especially for those property owners who rent out houses to foreign nationals. Delhi Police has clearly said that legal action will be taken against landlords for not following these rules.

Landlords will have to provide this information within 24 hours

According to a Delhi Police spokesperson, landlords will have to inform the Foreigners Regional Registration Office (FRRO) about the arrival of foreign nationals within 24 hours. This step has been taken to ensure national security and compliance with legal provisions. Apart from this, landlords will have to submit the complete details of their foreign national tenants to the local police station for background verification. Also, a ‘Form B’ register will have to be maintained, which can be presented for inspection by police officers if needed.

Action will be taken for not following the guidelines

Delhi Police has clarified that many landlords have so far failed to inform FRRO about the stay of foreign guests. Under the Foreigners Act, Foreigners (Amendment) Order, 2016 and Foreigners (Amendment) Rules, 2016, it is mandatory to give this information within 24 hours. In recent months, the involvement of foreign nationals has come to light in many criminal cases in Delhi, especially in cases of drug smuggling. In view of this increasing threat, Delhi Police has warned of strict legal action against landlords for not following the guidelines.

Information to be filled in Form C

Delhi Police has also clarified that landlords will have to submit all the information of their foreign tenants by filling it in Form C. This information can be submitted online or offline by visiting the FRRO office.

Delhi Police has said that it is mandatory for every landlord to follow these rules to maintain security and law and order. Landlords should provide complete information of their tenants to the concerned departments on time, so that any illegal activity can be stopped. Landlords may have to face legal consequences for not following the guidelines.

The government has notified the Goa (Tenant Verification) Act, 2024, which will be implemented from December 1. Under this, landlords who do not provide information about tenants to the government will be fined up to ₹ 10,000.

According to information received from sources, this Act will come into effect from December 1 and it will be mandatory for the landlords to submit the complete details of their tenants to the concerned authorities on time.

Goa Police has intensified the tenant verification drive in the state to ensure strict security
. This is because Goa is a popular destination for domestic and international tourists and security threats are high here. The purpose of this act is to strengthen security by collecting information of tenants and other residents across the state.

As per the law, police officers (head constable or above) are given the power to check the records of the landlord at any time.

Provision of penalty

Under the Act, if a landlord does not provide the information of tenants to the concerned authorities in the prescribed time and format, it will be considered an offence. Up to ₹10,000 will have to be paid as penalty. The Act also states that the penalty will have to be deposited before the Sub-Divisional Magistrate (SDM).

Landlords must get these things done.

According to the law, landlords must thoroughly check the identity of the tenants before giving them a place. For this, they must check the voter ID, driving license, Aadhaar card, passport or other photo identity card from the tenant. The list of these documents can be updated from time to time in the government notification. This step of the Goa government has been taken with the aim of strengthening the security system of the state and preventing any potential crime or threats.

What do the figures say?

So far, documents of about 2 lakh people have been verified in the state. This process will help in curbing illegal activities and irregularities in the state.

After the implementation of this law, there will be greater transparency and accountability regarding agreements between landlords and tenants in Goa.
