										<content:encoded><![CDATA[<h3><strong>New Delhi. Discussions about the 8th Pay Commission have intensified in the market. No announcement has been made by the government regarding this. Every second person is talking about this.</strong></h3>
<p>According to reports, when the 8th Pay Commission is implemented, the minimum salary of central employees can increase by 186 percent.</p>
<p>Currently, employees get a minimum basic salary of Rs 18,000 per month under the 7th Pay Commission, which was increased from Rs 7,000 in the 6th Pay Commission. Shiv Gopal Mishra, Secretary (Staff Side) of the National Council of Joint Consultative Machinery (JCM), has said that they expect to get a fitment factor of at least 2.86. This is 29 basis points higher than the 2.57 fitment factor of the 7th Pay Commission.</p>
<h3><strong>Minimum basic salary will increase to Rs 51,480 per month</strong></h3>
<p>According to the Financial Express report, if the government approves the fitment factor of 2.86, the minimum salary of government employees will increase by 186 per cent to Rs 51,480, which is currently Rs 18,000. Pension is also expected to increase by 186 per cent under the 8th Pay Commission, which will increase the current pension from Rs 9,000 to Rs 25,740.</p>
<h3><strong>When will the 8th Pay Commission be formed</strong></h3>
<p>However, there has been no official announcement on the expected date of formation of the new Pay Commission. According to media reports, it can be announced in the next budget 2025-26. However, even in the previous budget 2024-25, the employee unions had approached the Cabinet Secretary and the Finance Ministry with their demands.</p>
<h3><strong>The 7th Pay Commission was implemented in the year 2016.</strong></h3>
<p>The Pay Commission is a body appointed by the government. It reviews the salary structure, allowances and benefits of central government employees and recommends changes in them. The 7th Pay Commission was constituted by the then Prime Minister Manmohan Singh on 28 February 2014. The Commission submitted its report to the government on 19 November 2015 and its recommendations were implemented from 1 January 2016.</p>

										<content:encoded><![CDATA[<h3><strong>The central government has announced to increase the minimum wage rate for workers to Rs 1,035 per day by making changes in the Variable Dearness Allowance.</strong></h3>
<p>The Labor Ministry statement said that the aim of this step is to help workers overcome the rising cost of living. After the amendment, the minimum wage rate in sector &#8216;A&#8217; for unskilled labor engaged in unskilled work such as construction, cleaning, loading and unloading of goods will be Rs 783 per day (Rs 20,358 per month).</p>
<p>The minimum wage rate for semi-skilled labourers will be Rs 868 per day (Rs 22,568 per month) and for skilled, clerical and unarmed watchmen or guards it will be Rs 954 per day (Rs 24,804 per month). For highly skilled and armed watchmen or guards the minimum wage rate will be Rs 1,035 per day (Rs 26,910 per month).</p>
<h3><strong>When will the new rates be applicable?</strong></h3>
<p>The new wage rates will be effective from October 1, 2024. The last revision was done in April, 2024. The minimum wage rates are classified on the basis of skill levels – unskilled, semi-skilled, skilled and highly skilled as well as geographical areas A, B and C.</p>
<p>Ministry statement The Labour Ministry statement said that the Central Government has announced an increase in the minimum wage rates by revising the Variable Dearness Allowance (VDA) as an important step to support workers, especially those in the unorganised sector. Detailed information about the minimum wage rates is available on the website of the Chief Labour Commissioner (Central) at CLC.gov.in.</p>

<p>When the Seventh Pay Commission was implemented, the minimum salary of the employees was 6 thousand rupees, but after that the minimum salary became 18000 rupees. The fitment factor is fixed at 2.57 times the basic salary, but there is a demand from the employees to increase it by 3 times. With the three times increase in the fitment factor, the minimum salary of the employees will be Rs 26,000.</p>
<p><strong>Basic salary of employees will also increase</strong></p>
<p>Under the Seventh Pay Commission, it has been decided to increase the fitment factor by 2.57 times. This means that when the fitment factor increases, the salary will also increase, because the total salary is calculated by multiplying allowances like dearness allowance, traveling allowance, house rent allowance, basic salary with the fitment factor. If you understand from example, multiplying the fitment factor on 18 thousand minimum salary, the salary will be more than 42 thousand, which includes allowances. On the other hand, if the fitment factor is tripled, then the basic salary will increase further.</p>
<p><strong>4 percent DA increase expected</strong></p>
<p>It has been said in many media reports that the government can further increase the dearness allowance in the salary of the employees. This gift of increase can be received in July. The government can increase the DA of the employees by 4 percent. However, these hikes can be decided only on the basis of AICPI figures.</p>
<p><strong>What is included in the salary of the employees</strong></p>
<p>First of all, minimum salary is given to the employees. After this the fitment factor is added to it. Then dearness allowance, traveling allowance, HRA and other allowances are included in it.</p>

<p><strong>DA will reach 41%</strong></p>
<p>After 38% dearness allowance and dearness relief, the Modi government at the center can once again increase the dearness allowance (DA Hike) of central employees by 3% for the new year i.e. January 2023. However, this increase will happen in March. According to the data of AICPI till November 2022, an increase of 3 percent in dearness allowance is clearly visible. If dearness allowance is increased by 3 percent, then it will reach 41% (Dearness Allowance).</p>
<p><strong>Minimum salary will increase after DA</strong></p>

<p>The basic salary of a central employee at Level-3 is Rs 18,000, so excluding allowances, his salary will be 18,000 X 2.57 = Rs 46,260. If the fitment factor becomes 3.68 times, then the salary will reach 26000X3.68 = Rs 95,680. Employees will get bumper benefit in this. This means that overall the employees will get an increase of Rs 49,420 as compared to the existing salary. This calculation is on the minimum basic salary. Those with maximum salary can get a bigger benefit.</p>
<p><strong>What is Fitment Factor?</strong></p>
<p>The formula for fixing the Basic Salary of all Central Government employees is the Fitment Factor. Under the 7th Pay Commission, the salary of the employees was increased by the fitment factor itself. The fitment factor was increased in 2016. At that time the basic salary of central employees was increased from Rs.6000 to Rs.18000. While fixing the salary of central employees, the basic component of the employee, excluding allowances (Dearness Allowance (DA Hike), Traveling Allowance (TA), House Rent Allowance (HRA) etc.), is arrived at by multiplying the fitment factor by 2.57.</p>

<p><strong>Minimum salary can be up to 26 thousand rupees</strong></p>
<p>According to the affiliate website Zee Business, central employees&#8217; organizations say that at present the minimum wage limit has been kept at Rs 18 thousand. At present, this factor is 2.57 times, although in the 7th Pay Commission it has been recommended to keep it up to 3.68 times. Instead, the government is going to implement such a system, which will automatically increase the salary of government employees. This can be an &#8216;automatic pay revision system&#8217;, in which if the DA is more than 50 percent, there will be automatic revision in the salary.</p>
<p>If this happens, then 68 lakh central government employees and 52 lakh pensioners will get its direct benefit. However, the government has not yet taken any final decision on this. When the government will take a decision on this, it will be made official by issuing a notification.</p>

<p>It is discussed that now a plan is being made to increase it to 21 thousand rupees. According to a report, if the government does this, the amount of contribution to the pension (EPS) of the employees will be affected. Along with this, the amount of PF can also increase.</p>
<p>Last time, the government increased the minimum salary of the employees in September 2014. Now once again the salary of these employees can be increased. According to the report of The Economic Times, if the salary increases, then their PF contribution will also increase and those who invest in Employees Pension Scheme (EPS), their contribution may also increase.</p>
<p><strong>How much pension contribution will increase</strong></p>
<p>Currently, contribution to the Employees&#8217; Pension Scheme (EPS) account is calculated by capping the basic salary at Rs 15,000 per month. Hence the maximum contribution to the EPS account is up to Rs 1,250 per month. If the government increases the salary limit to Rs 21,000, then this contribution will increase. &#8220;The monthly EPS contribution will come to Rs 1,749 (8.33% of Rs 21,000),&#8221; says Mallika Noorani, senior partner, Nirman Law &amp; Associates.</p>
<p><strong>Will get more pension on retirement</strong></p>
<p>After this increase, the employees will be given more pension on retirement. If the pensionable service period of an employee is 32 years, then the monthly salary will be calculated by taking the average salary of 60 months preceding the retirement. However, if the basic pay of the employee exceeds Rs 15,000 per month during 60 months, then Rs 15,000 will be considered as one month&#8217;s pay for computing pension.</p>
<p>Also, if the employee has worked for 20 years, then if an employee has worked for more than 20 years, then 2 years will be added as bonus to the service period. Now the monthly pension received by the EPS member will be Rs.7286. On the other hand, if the salary increases, then the employees will also be eligible to contribute to EPS.</p>

If the government announces to increase the fitment factor, then it will directly benefit more than 52 lakh employees of the center and their minimum basic salary will increase.</p>
<p>With this, the salary of central employees will increase by two and a half times. According to the information received from the sources, the fitment factor can be increased from 2.57 percent to 3.68 percent. It is expected that it can be implemented from 1st September 2022.</p>
<p>This will increase the basic pay by Rs 8,000. It will increase from Rs 18,000 to Rs 26,000. With its implementation, the minimum pay level matrix of central employees will start from Rs 1,26,000. However, there has been no confirmation from the government yet.</p>
<p>Let us tell you that under the 7th Pay Commission, the salary of central employees is decided on the basis of the fitment factor.</p>
<p>At present, the fitment factor of the employees is at the rate of 2.57 times. On this basis, the minimum basic pay is Rs 18000 and the maximum basic pay is Rs 56900.</p>
<p>It is worth noting that the last time the fitment factor was increased was in the year 2016. The 7th Pay Commission was also implemented in the same year. At that time the minimum salary of the employees had gone straight from Rs 6000 to Rs 18,000.</p>
<p>While the highest level was raised from Rs 90,000 to Rs 2.5 lakh.
