Under this policy, passengers will now be able to travel on national highways at a reduced cost, and will also get relief from traffic jams at toll plazas. Several new facilities are being added to it, including provisions like annual and lifetime passes, distance-based tolls and seamless toll collection. This policy has been specially designed keeping in mind those who use national highways daily or continuously. At present, the cost of a monthly pass for a toll plaza is around ₹340, which goes up to ₹4,080 in a year. Also, under the new policy, unlimited travel on any national highway will be allowed for just ₹3,000 throughout the year. This change will benefit private vehicle owners the most, as they account for 60% of toll traffic, while their contribution to the total toll revenue is only 21%.

Barrier-free tolling and distance-based charging

The government has also clarified that satellite-based tolling will not be implemented across the country from May 2025. Instead, a ‘barrier-free tolling system’ will be implemented on select highways using a combination of ANPR (automatic number plate recognition) technology and FASTag. There will be no need to stop at toll plazas, cameras will scan the vehicle’s number plate and the toll will be deducted automatically. This system has already been successfully run as a pilot project on routes like Bengaluru-Mysore and Panipat-Hisar.

Along with this, another major change is that toll free distance of up to 20 km per day has been made available for private vehicles. That is, if a person covers a distance of 20 km or less per day, he will not have to pay toll – provided his vehicle has FASTag or GNSS tracking system. For distances above 20 km, toll will be charged at the rate of Rs 50 per 100 km. This system will directly benefit local commuters and daily commuters.

Old rules and grievance redressal system to be strictly enforced

Under the new policy, the government is also going to strictly enforce the 2008 rule, according to which there should be a minimum distance of 60 km between two toll plazas. Till now, this rule has been often ignored, due to which commuters have to pay toll for every short distance. While exemptions can be granted in certain situations – such as municipal limits, state limits or commercial viability of the project – such cases will be kept to a minimum.

Apart from this, the government has also said that a new grievance redressal system is being prepared to quickly resolve the complaints of the people regarding toll collection. In this, the problems of excess toll deduction, double deduction or other irregularities will be resolved quickly. Also, due to the ‘one vehicle, one FASTag’ policy, now there will be only one valid FASTag for each vehicle, which will stop fraud.

Revenue and future plans

Toll collection in India is steadily increasing. In the financial year 2024, toll revenue was ₹64,810 crore, which is 35% more than the previous year’s ₹48,028 crore. Uttar Pradesh and Rajasthan are at the forefront in this regard. This revenue is being invested in national schemes like Bharatmala Pariyojana, under which 18,700 km of roads have been built so far. Gadkari claims that toll revenue can reach ₹1.40 lakh crore in the next two years, which will give a boost to new projects worth about ₹5 lakh crore.

A new model is being developed

According to the Ministry of Road Transport and Highways, preparations are on to hand over the work of toll collection to banks. For this, meetings have been held with many government banks. Banks have agreed to collect toll through ANPR (Automatic Number Plate Recognition). The toll charge will go to the banks. After this, they will hand it over to NHAI. According to a source associated with the formulation of the new toll policy, currently only monthly passes are issued, which give relief to local people in crossing a toll plaza, but in the new policy, by getting an annual pass of three thousand rupees, a car can travel unlimited kilometers throughout the year and it will not have to pay any fee on any expressway or highway.

The damage will be compensated under this formula

The biggest hurdle in this was the existing contracts of concessionaires and contractors, which do not have any provision for such a facility. According to sources, to overcome their objections, the Ministry of Road Transport and Highways has agreed to compensate for the loss. That is, the concessionaires will keep a digital record of the vehicles passing through their toll plazas and the difference between their claim and actual recovery will be compensated by the government according to a formula.

According to sources, due to objections from concessionaires, different age limit rules for vehicles in different states and reluctance from banks, the government has now dropped the idea of ​​issuing lifetime passes. Earlier, it was thought of issuing a lifetime pass for Rs. 30,000 which would be valid for 15 years, but all parties could not agree on this. There were also less chances of consumers coming forward for this.

Barrier free electronic tolling system

The new toll policy is going to promote barrier-free electronic tolling. According to sources, three pilot projects related to this have yielded positive results. The level of accuracy is reaching around 98 percent. The concern with the banks has also been resolved that if a vehicle leaves the road network without paying the toll, then how will the toll be recovered. For this, banks will be given more powers. They can put a condition of minimum balance in other modes of payment including Fastag and can impose more penalty.

Where will the new facility be started from?

In formulating the new toll policy, the consultants have also advised the ministries to allow banks to participate in the ownership of way side amenities. It is expected to be started from Delhi-Jaipur highway. According to another official of the ministry, Automatic Number Plate Recognition System (ANPR) for barrier free electronic tolling will be implemented in the entire country by the end of this year.

It will start with heavy vehicles and trucks carrying dangerous materials. The entire network has been mapped, new technology – sensors and cameras are being installed in all areas. Fastag and ANPR together will meet the need for a new-age toll system.

This problem is also being faced at those toll plazas which are owned by global agencies. They say that the problem is of local technology. Due to the Fastag not being placed at the right place or being unauthorized, it takes time for the sensor to reset.
• The government implemented the policy of one vehicle, one fastag last year. After this, one crore fastags were cancelled, but there are still as many fastags which have become illegal or inactive, but they have either not been removed from the vehicles or they remain linked to the vehicle. Officials have asked toll operators to mark such vehicles.

On completion of these, Chennai to Bangalore will be reached in 2 hours and Mumbai to Bangalore in 6 hours. He said that the work on Chennai to Surat Highway is also in progress. Apart from this, we are building 105 tunnels in Jammu and Kashmir. Nitin Gadkari said that we do not make mega plans and we are fully confident that we will become a developed India by 2047.
