Government Employee Rule: The Personnel Ministry has issued a new order for government employees. It states that after completing 18 years of service, all employees will be required to submit qualifying service certificate 5 years before their retirement.

Once again, an order has been issued regarding the rules related to retirement for government employees. This guideline issued by the Department of Pension and Pensioners Welfare (DoPPW) under the Ministry of Personnel states that it will be mandatory for employees who have completed 18 years of service to get their verification done. Necessary instructions have also been issued to all departments in this regard and it has been said that it will be necessary to follow this process under all circumstances.

According to the notification issued by DoPPW, all employees who have completed 18 years of service and have only 5 years or less left for retirement will be required to undergo periodic verification. This verification will help in determining the qualifying service of the employees. This will show whether all the necessary records of the employee are arranged in order before retirement or not.

Who will verify the employee?

As per the instructions issued by the department, the head of the concerned employee’s department and the accounts office will jointly verify the employee’s record as per the service rules. After verification, the employee will be informed about this by issuing a certificate. This certificate will be issued in a pre-determined format 4.

Verification will be necessary

Under the Central Civil Services (Pension) Rules 2021, this verification will be necessary for all employees. This verification should be completed 5 years before retirement in any case. Along with this, the employee will have to submit his qualifying service status every year. This process will start after January 31.

What is its purpose?

This guideline is to complete all the procedures before the retirement of government employees. With this, all the employees will be aware of their qualifying service status in advance. Strict instructions have also been issued to all the ministries and departments in this regard, so that they can ask the employees to submit the qualifying service certificate on time.

The Department of Pension and Pensioners’ Welfare has issued an office memorandum in this regard on October 18. The Department of Pension and Pensioners’ Welfare is the nodal department for formulating policies related to pension and other retirement benefits of central government employees covered under the Central Civil Services (Pension) Rules, 1972.

There is good news for the employees who retired under the old pension scheme. The Pension and Pensioners Welfare Department of the Government of India has prepared a plan to increase the pension of retired employees by 20 to 100 percent. To get additional pension or additional compassionate allowance, retired employees will have to fulfill the age condition.

If they are between 80 years to 85 years of age, then their basic pension will be increased by 20 percent. That means they will get 20 percent additional pension or additional compassionate allowance. After crossing a certain age, the pension of retired employees can increase by 100 percent as additional pension or additional compassionate allowance.

An office memorandum in this regard has been issued by the Department of Pension and Pensioners’ Welfare on October 18. The Department of Pension and Pensioners’ Welfare is the nodal department for formulation of policies relating to pension and other retirement benefits of Central Government employees covered under the Central Civil Services (Pension) Rules, 1972. Conditions have been laid down for grant of additional pension to retired civil servants of the Central Government covered under the Central Civil Services (Pension) Rules, 2021.

As per the provisions of sub-rule 6 of rule 44 of the CCS (Pension) Rules, 2021 read with erstwhile rule 49(2-A) of the CCS (Pension) Rules, 1972, retired Government servants after attaining the age of eighty years or above shall be granted additional pension or additional compassionate allowance in addition to the pension or compassionate allowance admissible under the rules.

Additional pension or additional compassionate allowance will be paid from the first day of the calendar month in which it becomes payable. For example, a pensioner born on August 20, 1942 will be eligible for additional pension at the rate of twenty per cent of the basic pension from August 1, 2022. A pensioner born on August 1, 1942 will also be eligible for additional pension at the rate of twenty per cent of the basic pension from August 1, 2022.

The Central Government has requested all Ministries/Departments and Pension Disbursing Authorities/Banks to inform all concerned parties for compliance with the above provisions of the Central Civil Services (Pension) Rules, 2021.

If the age of the retiring employee is between 80 to 85, he will get 20 percent additional pension. If the age of the employee is between 85 to 90 years, then he will be entitled to 30 percent additional pension. If the age of the employee is between 90 to 95 years, then the basic pension will increase by 40 percent. Similarly, if the age of the employee is between 95 to 100 years, then his basic pension will increase by an additional 50 percent. If a retiring employee has crossed 100 years, then his basic pension will increase by an additional 100 percent.

Dr. Manjit Singh Patel, National President of ‘National Mission for Old Pension Scheme India’ says, this formula has been decided by the Government of India on the basis of Central Civil Services Rules 2021. He has urged the Government of India to also give the benefit of this rule to those who choose option 1 in the case of death and disability covered under the National Pension System Amendment Act 2021 (CCS Rules 1972) of the Government of India.

The reason is, in case of death and disability, the Government of India has given freedom to the employees to choose any one option between NPS Exit Rules 2015 and CCS Rules 1972. In such a situation, this rule should also apply to those who have opted for the option of CCS Rules 1972.

NPS Rule Change: If you also want to get a big pension after your retirement, then National Pension System i.e. NPS can be a good option for you. Now the central government has issued new guidelines for contribution in NPS.

The National Pension System (NPS) has emerged as a game-changing scheme for India’s retirement planning sector, launched on January 1, 2004. Now the central government has issued new guidelines for contribution to the National Pension System (NPS). The Department of Pension and Pensioners, working under the Ministry of Personnel, Public Grievances and Pensions, has shared an office memorandum dated October 7, 2024, which gives information about the changes in the rules related to NPS contribution of employees.

According to a report by Financial Express, the guidelines also reiterate some existing provisions, including the requirement for a 10 per cent contribution from the monthly salary to be deposited in the NPS. The memorandum states that this contribution will be reviewed from time to time, but the amount will always be rounded up to the nearest whole rupee.

Contribution can be continued even after suspension

If an employee is suspended, he will have the option to continue his NPS contribution. If he rejoins service after the suspension is lifted, the contribution will be recalculated based on the salary at that time.

As per the new guidelines, it is mandatory for employees on probation period to make NPS contribution so that their pension savings can start as soon as possible .

In case of delay in depositing the contribution, the full amount along with interest will be given
. It has been clarified in the guideline that if there is any mistake in the contribution, then it will be deposited in the pension account of the beneficiary along with the interest.

GPF New Rule: Important news for government employees. The government has changed the rules of General Provident Fund (GPF).

Under the new rule, now employees will be able to invest only up to Rs 5 lakh in GPF in a financial year. GPF is a scheme like PPF, in which only government employees can contribute. Let’s know the latest update.

Government changed the rules

It is worth mentioning that according to the General Provident Fund (Central Service) Rules, 1960, till now no upper limit was fixed for putting money in this fund. That is, according to the rules till now, employees could put one percent amount of their salary. But after this, on June 15, 2022, through a government notification, it was informed that these rules have been changed. According to this notification, now an amount of more than Rs 5 lakh cannot be added to the GPF account within a financial year.

Government issued notification

After this, on 11 October 2022, the Department of Pension and Pensioners’ Welfare (DoPPW) again issued an office memorandum. This new rule states that according to the General Provident Fund (Central Service) Rules, 1960, the GPF in respect of a subscriber should not be less than 6 per cent of the total emoluments. That is, then the upper limit was not fixed on it, but now this rule has changed.

What is GPF?

Now let’s talk about what is GPF? GPF is also a type of provident fund (PF) account, which is not open to all employees. Actually, only government employees get the benefit of GPF. For this, government employees have to contribute a certain part of their salary to GPF. It is mandatory for government employees to contribute in this.

Thereafter, the total amount accumulated from the contribution made by the employee to GPF during the period of employment is paid at the time of retirement of the employee. Let us tell you that the government does not contribute to GPF, only the employee contributes to it. Not only this, the Finance Ministry changes the interest rate of GPF every quarter.
