Preparing for a big change

At present, toll collection work is done by toll agencies across the country. These agencies hire employees at the local level and collect toll. The toll fee will be paid to NHAI and the expressway construction company, which is decided in the terms and conditions. The ministry is going to make a big change in this model.

Preparations to end toll plaza

According to the Road Transport Ministry, toll barriers will be abolished in the country. This will save time for drivers. Although earlier there was a plan to collect toll using GPS based technology, now it has been changed. ANPR (Automatic Number Plate Recognition) technology will be used to collect toll without stopping.

A new model is being developed

According to the Ministry of Road Transport and Highways, preparations are on to hand over the work of toll collection to banks. For this, meetings have been held with many government banks. Banks have agreed to collect toll through ANPR (Automatic Number Plate Recognition). The toll charge will go to the banks. After this, they will hand it over to NHAI. In return, the banks will buy high quality cameras and install them. According to the ministry, it is being discussed as to how many days the banks will keep the money with them. It is likely that its model will also be finalized soon.

Annual revision of toll rates

NHAI reviews toll rates every year. This time too, rates for all types of vehicles have been revised. The list of new rates has been publicly displayed at toll plazas and has also been updated in the digital system. This will ensure correct deduction to Fastag users.

Different increase on every vehicle

Car drivers will now have to pay Rs 125 instead of Rs 120, while for the return they will have to pay Rs 190 instead of Rs 185. For light commercial vehicles, the fare for the first trip has been increased from Rs 195 to Rs 205 and for the return from Rs 295 to Rs 305. Bus and truck drivers were earlier required to pay Rs 415, which has now increased to Rs 430, while for the return they will now have to pay Rs 640.

Toll fee increased for heavy vehicles

Toll rates for heavy vehicles have also been increased. The toll for 10-wheeler vehicles has been increased from Rs 450 to Rs 465 and Rs 700 for return. The fare for heavy trailers and big vehicles has been increased from Rs 650 to Rs 670 and Rs 1005 for return. The heaviest vehicles will now have to pay Rs 815, which was Rs 790 earlier and Rs 1225 instead of 1185 for return.

Impact on passengers and transport sector

This toll rate hike will have a direct impact on common passengers and transport companies. Bus and truck operators can increase fares, which will put an additional burden on the pockets of passengers. The prices of goods can also be affected due to the cost of freight.

The On Board Unit (OBD) unit will act like a tracker device that will transmit your vehicle’s signal to the satellite. After the implementation of the new toll system, the existing RFID based FASTag system will be phased out completely.

The main feature of the new toll system is that a satellite or a group of satellites will be used to monitor the movement of vehicles. Toll or user fee will be decided based on actual distance. The Ministry of Road Transport and Highways had earlier this week amended the NH toll rules to allow toll collection using satellite based toll collection system.

Tracking devices will be pre-installed in vehicles

Toll collection to start from 2025

Satellite-based toll system will be implemented on 2,000 km of national highways by June 2025. It is targeted to increase this to 10,000 km in nine months, 25,000 km in 15 months and 50,000 km in two years. For this, the highway owning agencies of the Central Government have completed Geo Fencing of almost the entire length of the National Highways.

Geo fencing is important for marking precise entry and exit points for the purpose of toll calculation. The total length of national highways in India is about 1.4 lakh km, of which about 45,000 km are tolled.

Will FastTag also end?

From what has come to light so far, it seems that FastTag will continue. The new system will collect information from the vehicle database and send it to the bank. The bank will deduct money from the FastTag wallet. If you do not pay the toll, it will continue to show on the vehicle portal and app. Also, payment of outstanding amount for NOC and fitness certificate will be mandatory.

Will the only toll of Dwarka Expressway be abolished?

There is a toll on the Delhi-Gurgaon border on the 28 km long Dwarka Expressway. Vehicles have to pay toll only when they pass through this toll. For those drivers whose Fastag is blacklisted or toll has not been deducted, its information will be visible on the Vahan portal. The photo of the vehicle will be shown on the portal along with the outstanding amount. Such drivers will not be allowed to transfer their registration until the outstanding amount is paid. Not only this, NOC for fitness certificate will also not be given. Drivers will be given the facility to pay the outstanding amount or raise objection on it on the portal itself.

According to Anurag Jain, Secretary of the Ministry and Suman Prasad Singh, Joint Secretary of Highway Toll, the work of Global Navigation Satellite System (GNSS) on-board unit will not be given to any one operator. Rather, there will be three to four operators for this work, so that there is no monopoly of any one operator. Apart from this, having more operators will increase accuracy, which was not possible with just one operator.

Its biggest advantage will be that the on-board unit installed in one state will work in another state as well. When the new system is implemented, the vehicle’s number plate will also be linked to the bank account linked to Fastag so that as soon as the vehicle reaches the toll, the camera recognizes the number plate and deducts the toll tax.

Automatic number plate recognition based scanning cameras and new computer systems are being installed at Ramayan Toll Plaza in Hisar and Rohtak Toll. These cameras recognize the number plates and make them digital. The special thing about these cameras is that these cameras will be very powerful and will scan the plate instantly.

The vehicle number and model will also be visible on the screen.

As soon as the vehicle comes near the toll, a red light will be lit. The vehicle will stand there until the operator turns the light green. If the driver’s fastag is not working, then as soon as the number plate is scanned, a message will be sent to the toll company from the bank’s server. It will also tell whether this fastag is original or not.
