Union Road Transport and Highways Minister Nitin Gadkari on Wednesday said the government is considering introducing monthly and annual passes in lieu of toll collection for private vehicles on national highways as the share of private vehicles in the total collection is only 26 per cent.

Addressing a programme, Gadkari said toll collection booths will be set up outside villages so that the movement of villagers is not hampered. “74 per cent of toll revenue comes from commercial vehicles. We are considering introducing monthly or annual passes for private vehicles,” the minister said.

He said the share of private vehicles in total toll collection is only 26 per cent, so the government will not incur any loss.

Toll collection system will be better

Gadkari said that the Ministry of Road Transport and Highways has decided to initially implement a barrier-free Global Navigation Satellite System (GNSS) based toll collection system as an additional facility along with Fastag on national highways. He said, “The Global Navigation Satellite System (GNSS) based toll collection system will be better than the current toll collection system.”

In July last year, Gadkari had said that a pilot study has been done on the Bengaluru-Mysuru section of National Highway (NH)-275 in Karnataka and Panipat-Hisar section of NH-709 in Haryana regarding the GNSS based user fee collection system.

The move is aimed at reducing traffic congestion and charging based on the exact distance traveled on highways. The average waiting time for vehicles at toll plazas during FY 2018-19 was eight minutes. With the introduction of FASTag, the average waiting time of vehicles has reduced to 47 seconds during FY 2020-21 and 2021-22.

Although waiting times have improved significantly at some locations, especially in densely populated towns near cities, there are still some delays at toll plazas during peak hours.

The government has made full preparations to rein in people who violate traffic rules. Union Road Transport Minister Nitin Gadkari has said that the government is planning to use artificial intelligence to investigate traffic rule violations and ensure punishment.

Addressing the Traffic Infratech Expo, the Union Minister said that the plan also includes a satellite toll system, which will improve the efficiency of toll collection and ensure transparency. For this, an expert committee will discuss it with startups and industry experts to increase road safety.

Emphasis on increasing road safety

Addressing the 12th edition of ‘Traffic Infratech Expo’, Union Minister Gadkari said that road safety cannot be achieved without integrating advanced engineering solutions, enforcing laws and adopting cutting-edge technologies like AI. Highlighting the ministry’s vision to enhance road safety, he said the government has decided to hire experts from the private sector to collaborate in developing technology solutions.

Gadkari said, “A dedicated expert committee will evaluate the proposals from startups and industry leaders and ensure that the best ideas are implemented.”

The committee will submit its report in three months

According to the Union minister, the committee has been directed to finalise its assessment within three months, with the aim of bringing about rapid improvements in the sector. Gadkari also emphasised the government’s commitment to maintaining high quality standards, especially the use of surveillance technology like cameras. He assured that quality and standards will not be compromised, whether the solutions come from big or small companies.

Further, the minister encouraged small companies with innovative technologies to participate in government tenders. He said that with the best technologies India can achieve transparency, reduce costs and significantly enhance road safety. Gadkari called upon all stakeholders- government, private sector and startups to come together to solve urgent road safety issues in India.

Around 5 lakh accidents happen every year

Outlining the alarming statistics of road accidents in India, he said that about five lakh accidents occur in the country every year, leading to huge loss of lives. Gadkari highlighted that more than half of these accidents occur in the age group of 18-36 years. He said that the economic loss caused by road accidents is about three per cent of the country’s gross domestic product (GDP).

He has said that now one has to pay the full charge even if the toll plaza is located 60 km away from each other. Now if you use only 30 km of highway, then now with the help of new technology, you will have to pay only half the charge. The Union Transport Minister also said that the central government is working towards freeing the country from toll plazas.
