										<content:encoded><![CDATA[<p><strong>7th Pay Commission</strong>: The central government is currently hiking the salaries of central employees under the 7th Pay Commission. But after the completion of its 10-year period, instead of implementing the 8th Pay Commission, the government is considering implementing a new system.</p>
<p><strong>8th Pay Commission</strong>: Disappointing news has come out for central employees. The government has ruled out the possibility of implementing the 8th Pay Commission. This simply means that employees will no longer have to wait for the 8th Pay Commission for salary hike. The government is now working on a new method to increase salary and pension.</p>
<p>Under this method, the salary of the employees will be increased on the basis of the new formula. However, not much information has been revealed about this method. Earlier, the employees were expecting that their salary would increase significantly through the 8th Pay Commission.</p>
<p><strong>Central government employees in confusion</strong></p>
<p>Central employees and pensioners were expecting that their salary would increase significantly through the 8th Pay Commission. But according to sources of the associate website Zee Business, the government is considering implementing a new method instead of implementing the 8th Pay Commission. Now the salary and pension of the employees will be increased in a new way. Let us tell you that the tenure of the last few pay commissions has been about 10 years.</p>
<p>The 7th Pay Commission is in force since 2016 and its tenure is going to end in December 2025. Therefore, employees and their organizations were demanding the 8th Pay Commission. But the government says that the tenure of the Pay Commission is not necessarily 10 years every time. There is confusion among the employees due to this decision of the government.</p>
<p><strong>Why will the 8th Pay Commission not be formed?</strong></p>
<p>The government is preparing to bring a new system for the salary and pension of central employees and pensioners. There were reports earlier that the government could adopt a new method in place of the old Pay Commission. Now sources say that the government is actually working in this direction.</p>
<p>The government believes that with this new system, the salary of employees and pensioners will keep increasing from time to time. In the earlier system, a new Pay Commission was formed every few years and changes were made in the salary. But now the government is working on a system in which changes can be made in the salary without a Pay Commission. Recently, Minister of State for Finance Pankaj Chaudhary has also made it clear in the Parliament that at present there is no plan to form the 8th Pay Commission.</p>
<p><strong>What will the central employees do now?</strong></p>
<p>It has been made clear by the Central Government that now no new Pay Commission will be formed, since then there is resentment among the government employees. These employees are uniting against the government. The big organization of employees, All India State Government Employees Federation has even threatened that if their demand is not met,</p>
<p>then they will hold a big movement across the country next year. However, it is difficult to say right now what will happen next. The government has made it clear that it will not form the 8th Pay Commission. Now it remains to be seen how the employees and the government resolve this matter.</p>
<p><strong>Demand from the Cabinet Secretary</strong></p>
<p>NC JGM, a big organization of central government employees, is constantly demanding from the government that the 8th Pay Commission should be formed as soon as possible. This organization has recently made this demand by writing a letter to the Union Cabinet Secretary.</p>
<p>NC JGM says that it has been almost 9 years since the recommendations of the last Pay Commission (7th Pay Commission) were implemented. After such a long time, there is a need to increase the salary and pension of the employees. Therefore, they want the government to form the 8th Pay Commission as soon as possible and provide relief to the employees.</p>

<p><strong>7th Pay Commission latest news today</strong>: The coming months are bringing good news for central employees. A decision will be taken soon on increasing dearness allowance and dearness relief for employees and pensioners. The next change is scheduled for July 2024. According to experts, this may also increase by 4 percent. But, it will be announced by the month of September.</p>
<p>The Labor Bureau has the data of AICPI index till March. However, the data for February and March has not been released yet. After this, figures for April, May and June are also to come. This may increase the DA score. Based on current numbers, dearness allowance is at 51 percent. But, the final number will be decided only after July. Looking at the current inflation trend, experts are claiming that there will be a 4% increase in dearness allowance (DA Hike).</p>
<p><strong>DA Hike: 4% increase decided</strong></p>
<p>The new dearness allowance will be effective from July 1, 2024. It may take till September for the announcement to be made. After this it will be added to the salary. The difference of existing DA will be paid along with arrears. At present, central employees are getting 50% dearness allowance. If we look at the trend of the index, it is certain to increase by 4 percent.</p>
<p>With this, the total dearness allowance of central employees will increase to 54 percent. However, there is no denial that dearness allowance can be reduced to zero. Whatever may be the situation, there will be an increase of 4 percent in dearness allowance. Dearness allowance of central employees is linked to the AICPI index. The data of 6 months will decide how much increase there will be in dearness allowance.</p>
<p><strong>Announcement may be made in September</strong></p>
<p>Dearness allowance is increased twice a year. It is implemented from January and July. But, these are announced in the months of March and September. The increased dearness allowance for January 2024 was announced in March. Dearness allowance was increased to 50 percent. At the same time, now the increase in dearness allowance for July 2024 can be announced by September. There are possibilities of 4% increase in dearness allowance (DA Hike). As of January the index is visible at 138.9. Based on this, the score of dearness allowance has become 50.84 percent, which will be considered as 51 percent. The next number of AICPI index will be released on the evening of 31 May. It is possible that this time the Labor Bureau will release the data of three months together.</p>
<p><strong>Expert claims DA will increase by 4%</strong></p>
<p>Experts who calculate inflation claim that 4% DA Hike will be approved for July 2024. Even though the numbers of All India Consumer Price Index- IW are not available. But, the inflation trend is pointing in this direction. Obviously, dearness allowance may increase by up to 4%. The final number of the index will come by July 31, which will confirm the total increase in dearness allowance.</p>
<p><strong>DA Hike: How to know how much it will increase?</strong><br />
Dearness allowance of central employees depends on consumer inflation i.e. All India Consumer Price Index. If this figure increases continuously then dearness allowance also increases in the same order. Consumer inflation figures for the first half of this year have arrived for three months. Looking at this trend, it seems that in the coming days dearness allowance will increase at the rate of 4%. But, the remaining numbers of the index will also have to be seen.</p>
<p><strong>7th Pay Commission: Dearness allowance will be available from this formula</strong><br />
The Ministry of Labor and Employment had changed the calculation formula regarding Dearness Allowance. The Labor Ministry had changed the base year of Dearness Allowance (DA) calculation. A new series of Wage Rate Index (WRI-Wage Rate Index) was released. In this, the Labor Ministry released a new series of WRI with the base year 2016=100. It was implemented in place of the old series of base year 1963-65.</p>

<p>After the Lok Sabha elections, crores of central government employees are going to get great news. The results of the Lok Sabha elections will be announced on June 4. The dearness allowance of central employees will increase from the very next month i.e. from July 1. Similarly, the dearness relief (DR) of central government pensioners will also increase.</p>
<p>However, looking at the pattern so far, this allowance is expected to be announced in September or October. Let us tell you that according to the recommendations of the 7th Pay Commission, the government increases the allowance twice a year. This increase is done on half yearly basis.</p>
<p><strong>Know the increase in January half year</strong></p>
<p>In March 2024, the central government had increased the dearness allowance hike and dearness relief by 4% for the January to June half year. With this increase, the DA of central employees increased to 50%, providing various reliefs on different fronts to lakhs of central government employees and pensioners across the country.</p>
<p><strong>There will be a big change in HRA and gratuity &#8211;</strong></p>
<p>With DA reaching 50%, there was a change in the salary structure of central employees. Under this, the house rent allowance for central employees was also increased. In another important change, the tax exemption limit on gratuity was increased from Rs 20 lakh to Rs 25 lakh.</p>
<p>This means that in the event of retirement or death of an employee, their family can receive a higher gratuity amount, ensuring better financial stability. Let us tell you that gratuity update is a lump sum payment made to those employees who have served in a company for five years or more continuously. It is paid by the employer at the time of retirement or resignation.</p>
<p><strong>Allowances like hostel subsidy were revised &#8211;</strong></p>
<p>Similarly, allowances like Children&#8217;s Education Allowance (CEA) and Hostel Subsidy were also revised by 25%. Government employees can now claim a fixed amount of Rs 2,812.5 per month for CEA allowance. Employees can also get a subsidy of Rs 8,437.5 per month for hostel expenses.</p>

<p>The amendments in allowances made by the government have come into effect from January 1, 2024.</p>

Because, this data has not been shared by the Labor Bureau. The data for calculation of dearness allowance was to be released on March 28. But, it was not done. In such a situation, two situations are emerging now. First, the Labor Bureau is changing its calculation, hence it was not released. On the other hand, it is also being estimated that the counting of figures will continue in the same manner.</p>
<h4><strong>February data not released</strong></h4>
<p>Let us tell you, the next dearness allowance (DA Hike) for the employees (Central Government employees) is to be increased in July. In the latest data of AICPI index, the index number has reached 138.9 points. According to this, dearness allowance has become 50.84 percent. This data was released for the month of January 2024. But, the data for February is still missing from the Labor Bureau sheet. There are speculations that the Labor Bureau may reduce it to zero, hence its new number has not been released. In such a situation, it has become a puzzle even for the experts to say how much the dearness allowance will increase.</p>
<h4><strong>How much can dearness allowance increase?</strong></h4>

The DA score determined by AICPI Index is not updated at present. According to the current trend, dearness allowance has reached 51 percent. <h4><strong>DA increased by 1 percent in 1 month figures</strong></h4>
<p>If we look at the current situation, the numbers for January have been released. The February number was to be released on March 28. But, it has been put on hold till now. Currently the index is at 138.9 points, while the dearness allowance score has reached 50.84 percent. It is estimated that when the February figures come, it has crossed 51 percent. After this, the score of dearness allowance can be above 51.50 percent in March. Only after the June 2024 AICPI index numbers come, it will be final how much the total increase in dearness allowance will be.</p>
<h4><strong>There will be a huge jump in dearness allowance</strong></h4>
<p>Under the 7th Pay Commission, AICPI numbers from January to June 2024 will decide the dearness allowance for central employees. Dearness allowance has reached 50.84 percent. 5 months numbers are yet to come. Experts believe that this time also an increase of 4 percent is certain. Now whether dearness allowance starts from zero or the counting continues beyond 50 percent. There may be an increase of 4 percent. If this happens then dearness allowance can reach 54 percent.</p>

<p><strong>What will be the change in HRA?</strong></p>
<p>Actually, if we understand the DA Hike calculation, then the rate of HRA is 24, 16, 8 percent till it is 0-24 percent. At the same time, as soon as dearness allowance reaches 25 percent, HRA is revised to 27, 18, 9 percent. In case of reaching 50 percent dearness allowance, HRA once again becomes 30, 20, 10 percent. In such a situation, if dearness allowance is reduced to zero, then the maximum limit of HRA will also be revised to 24 percent. Currently HRA is 30% in X cities category, 20% in Y category, 10% in Z cities category.</p>
<p><strong>Why will there be revision?</strong></p>
<p>Actually, when the 7th Pay Commission was implemented in the year 2016, the government had changed the calculation of dearness allowance. After this, the rates of dearness allowance were also revised to zero. After this, HRA was also linked to dearness allowance. In this, a rule was made to do revision twice. First when dearness allowance will be 25 percent and second when it will be 50 percent. Till it reaches 25 percent, the minimum rates of HRA will be 24, 16, 8 percent.</p>
<p><strong>When will dearness allowance become zero?</strong></p>
<p>There is still doubt on whether Dearness Allowance (DA will be zero) will be zero. Actually, there is no such announcement officially. At the same time, there is no such circular from the Labor Bureau either. Therefore, it is difficult to say whether dearness allowance will be changed after 50 percent or not. At the same time, even if it is reduced to zero, it will be reflected in the rates of dearness allowance applicable from July. However, it may take time till September or October for its announcement.</p>

<p>The office memorandum issued by the Ministry of Health and Family Welfare on March 28 is becoming a cause of trouble for central employees. The reason, in that memorandum it was said that the CGHS ID card will be linked to the Ayushman Bharat Health Account of the Government of India. This card will have to be linked to Ayushman Bharat Health Account within 30 days. After this, the employees started fearing that sooner or later the government may take some major decision regarding CGHS. Which can divert employees and pensioners from CGHS.</p>
<p>Treatment facilities for government employees in private hospitals may end. C. Sreekumar, member of the Standing Committee of the National Council of Staff Side (JCM) and General Secretary of All India Defense Employees Federation (AIDEF), has written a letter to the Secretary of &#8216;Ministry of Health and Family Welfare&#8217; in this regard last week. It said that employee organizations and JCM have not supported this decision of the Central Government.</p>
<p><strong>It was not necessary to take advice from the employees.</strong></p>
<p>Shrikumar has written in his letter that the decision of the Health Ministry that now the CGHS ID card will have to be linked to the Ayushman Bharat Health Account of the Government of India is surprising. Central government employees have been shocked by this decision. The Health Ministry did not even consider it necessary to take the advice of the Central Employees Organizations and the Standing Committee of the Staff Side National Council (JCM) before taking such a decision.</p>
<p>However, meanwhile, an official of the Health Ministry has informed the representative of the employee organization that it is not mandatory to link the CGHS ID card with the Ayushman Bharat Health Account of the Government of India. This decision will remain as an option.</p>
<p><strong>There is no logic behind this decision</strong></p>
<p>In his letter, Shrikumar has informed the government about the doubts of the employees and pensioners. Employees and pensioners believe that they do not see any logic behind this decision of the Health Ministry. The reason is that Ayushman Bharat Health Account (ABHA) is for general citizens, whereas CGHS covers government employees and pensioners. Ayushman works under Bharat Health Account Insurance Scheme.</p>
<p>In this, eligible citizens get an insurance cover of Rs 5 lakh. Its premium is paid by the government. In CGHS, a government employee deposits a fixed amount. Under this, employees get treatment facilities even in expensive private hospitals. The cost of treatment here is not limited to Rs 5 lakh. In ABHA, the government pays the premium, whereas in CGHS, the premium is paid in advance by the retired government employee. In such a situation, how can the two schemes be compared and linked together?</p>
<p><strong>Private hospitals withdrawing from CGHS empanelment</strong></p>
<p>CGHS beneficiaries already face many problems. There is a shortage of doctors and other staff at many wellness centres. There are not enough medicines and resources. Cashless treatment is prohibited in CGHS hospitals. Overcharge is levied at many places. Such private hospitals, which have multispecialty facilities, are removing themselves from the CGHS empanelment. Sreekumar wrote in his letter, in such a situation, linking the CGHS ID card with the Ayushman Bharat Health Account (ABHA) of the Government of India is like sprinkling salt on the wound.</p>
<p><strong>Office Memorandum should be withdrawn</strong></p>
<p>This is a well thought out step by the Government of India. Through this, an attempt is being made to put pressure on government employees to get treatment only in government hospitals. Employees, say goodbye to CGHS empanelment hospitals. In such a situation, Shrikumar has requested the Health Ministry to withdraw the office memorandum issued on March 28, in which it has been said to link the CGHS ID card with the Ayushman Bharat health account of the Government of India. Also, a meeting of the Standing Committee of the Staff Side National Council (JCM) should be called regarding this matter. All aspects of the employees should be heard in it.</p>
<p><strong>This message went viral on social media</strong></p>
<p>Last year, a screenshot of a WhatsApp chat (message) went viral on social media. It was said in it that CGHS and Ayushman Bharat Health Account are being linked. Many types of misconceptions were spreading among the beneficiaries through that message. Like, why does the government want to take that step? Were any rules of treatment in government and private hospitals to be changed by that order? At that time the Central Government had denied the message that went viral on social media.</p>
<p>PIB Fact Check had rejected the viral claim of linking CGHS ID with Ayushman Bharat Health Account ID. Called it completely fake. Now an office memorandum has been issued on March 28 by the Directorate General of Health Schemes of the Central Government, Ministry of Health and Family Welfare, Government of India. <p>The &#8216;Department of Expenditure&#8217; of the Finance Ministry has issued a relief order for government employees. The office memorandum issued on April 1 states that if any amount has been deposited in an employee&#8217;s account under overpayment, it will not be recovered. In this case, the limit of overpayment amount has been kept at Rs 2 lakh. If money has been transferred to a government servant&#8217;s account by mistake, he will not be troubled.</p>
<p>If there has been overpayment, it has been made mandatory to issue an order for its recovery within a month. The Finance Ministry has cited Rule 15 of the Delegation of Financial Powers Rules (DFPR), 2024 in this matter. It states that government employees may be exempted from recovery of overpayments made by a ministry or department. However, for this the concerned department will have to follow certain conditions.</p>
<p><strong>Overpayment cases go on for a long time</strong></p>
<p>Cases of overpayment keep coming to light in various ministries and departments of the Central Government. In some cases notice is given soon, while in many cases the files keep rotating from one table to another for a long time. Many such cases have come to light in which an employee retires, but his overpayment case is not resolved. After retirement, recovery is demanded from him. In May 2022, the Supreme Court had said in a judgment that additional payment made to an employee cannot be recovered after his retirement on the ground that he was given increment due to some mistake.</p>
<p><strong>What does the Supreme Court order say?</strong></p>
<p>A bench of Justice S A Nazeer and Justice Vikram Nath had said, stay on recovery of additional payment is allowed by the courts. This is not because of any right of the employees, but under judicial discretion to save the employees from the hardship caused to them. If the additional amount has not been paid due to any misrepresentation or fraud by the employee, if the excess payment was made by the employer by applying an incorrect principle of calculation of pay and allowances or on the basis of any particular interpretation of the rule which subsequently If found incorrect, the overpayment made is not recoverable. The Supreme Court had said that a government servant, especially one in the lower ranks of the service, spends whatever amount he receives for the maintenance of his family. The Supreme Court held that where the employee knows that the payment received by him exceeds the amount due or has been wrongly paid or where the wrongful payment is soon discovered, the court will not give him relief against recovery.</p>
<p>As per the Office Memorandum of the Finance Ministry, the Financial Advisor &#8216;FA&#8217; will send the file of overpayment to the Secretary of the concerned Ministry/Department. In that the FA will recommend that the extra payment be waived. Such cases will be dealt with under Rule 15 of the Delegation of Financial Powers Rules (DFPR), 2024. The Departmental Administrator and any other subordinate authority in the Government of India to whom powers may be entrusted by or under a special order of the President may waive recovery of the amount overpaid.</p>
<p><strong>What are the conditions?</strong></p>
<p>In this case the department will have to follow certain conditions. The date of issue of order for recovery of overpayment will be an important input for taking decision regarding rebate. Such order for recovery of overpayment should be issued within one month from the date of detection of overpayment. According to Rule 15 of DFPR 2024, a department of the Government of India can waive recovery of overpayment up to Rs 2 lakh.</p>
<p>Ministries/Departments should examine all proposals as per the provisions prescribed in Rule 15 of DFPR. They should verify that in cases of exemption, there is no serious negligence on the part of any Government servant which may require disciplinary action by a higher authority.</p>
<p><strong>Financial advisors recommend discount cases</strong></p>
<p>If any Ministry/Department believes that the loss caused by overpayment is due to any defect in the existing rules or procedures, it will be brought to the notice of the Department/Ministry with the authority to amend such rules or procedures. Guidelines in this regard have also been issued by DOPT.</p>
<p>The orders issued on 02.03.2016 by the Administrative Ministry/Department will be strictly followed while considering exemption of additional payments made to Government servants. Each case of exemption should be recommended by a financial advisor. It must be approved by the Administrative Secretary.</p>
<p>In cases where waiver of recovery arises from a court direction, the Ministries/Departments should satisfy themselves that there are reasonable justifications for not challenging such court direction. If any recovery, which has subsequently been waived, is due to misinterpretation of rules or procedures, the Ministry/Department will review all the cases held similarly to examine the need for waiver of recovery in future cases.</p>
<p>can do. In case of misinterpretation of rules or procedures, the Ministry/Department will take appropriate measures to ensure that such deficiencies are rectified. If any inquiry has been conducted to fix responsibility, the final report as well as the action taken by the Ministry may be placed on record.</p>
<p>If misinterpretation of rules or procedures (for example, incorrect pay fixation) remains undetected for a long time, the Ministry/Department may place on record appropriate justification as to why such cases were not noticed during regular reviews. In this matter, internal audit, etc. files should be looked into. Cases involving exemption from recovery of more than Rs 2 lakh should be referred to DoPT.</p>
<p>Such cases may be sent along with the filled checklist (attached to this Office Memorandum) along with a detailed note including the information given at Para-3. DoPT says that even if any recovery order has been given by the court, study it thoroughly. See that the employee keeps his word. There is no fault of his and the court order is worth challenging, so challenge it. Meaning, no harm should be caused to the government employee.</p>

<p>March 31 is Sunday, usually a bank holiday. But, this time due to the closing of the current financial year, banks are being opened. <p><strong>How much will the salary increase?</strong></p>
<p>There has been an increase of 4 percent in the dearness allowance (DA) of central employees. Employees&#8217; allowance has increased to 50 percent. It has been implemented from January 2024. In such a situation, central employees will also get arrears for two months &#8211; January and February. This means that in addition to the increased allowance for March, two months&#8217; arrears will also be added to the March salary.</p>
<p><strong>What other benefits will the employees get?</strong><br />
House Rent Allowance (HRA) has also increased as the allowance of central employees has reached 50%. According to the category of the city, central employees will get HRA of 30 percent, 20 percent and 10 percent.</p>
<p>Apart from this, there has also been an increase in other allowances, which will be given by adding it to the March salary. These include special allowance for childcare, child education allowance, hostel subsidy, travel allowance on transfer, dress allowance, gratuity ceiling, mileage allowance. <p><strong>Now calculation will start from zero</strong><br />
The mathematics of Dearness Allowance (DA) of central employees is changing in the year 2024. Actually, the dearness allowance applicable from January 1 has reached 50 percent, so now the rule says that after reaching 50 percent dearness allowance, it will be merged with the basic salary and its calculation will start from zero. But, it will be calculated from the next dearness allowance. However, its numbers have started coming in.</p>
<p><strong>When will dearness allowance become zero?</strong><br />
According to experts, the new dearness allowance will be calculated in July. Because, the government increases dearness allowance only twice a year. Approval for January has been given in March. Now the next revision is to be implemented from July 2024. In such a situation,</p>
<p>dearness allowance will be merged only and it will be calculated from zero. Meaning, the AICPI index from January to June 2024 will decide whether dearness allowance will be 3 percent, 4 percent or more. <p><strong>Now will the mathematics of dearness allowance change?</strong></p>
<p>While implementing the 7th Pay Commission in the year 2016, the government had reduced dearness allowance to zero. According to the rules, as soon as the dearness allowance reaches 50 percent, it will be reduced to zero and the money that the employees will be getting as allowance according to 50 percent will be merged into the basic salary i.e. minimum salary.</p>
<p>Will go. Suppose the basic salary of an employee is Rs 18000, then he will get 50 percent DA of Rs 9000. But, once the DA is 50 percent, it will be added to the basic salary and the dearness allowance will again be reduced to zero. This means the basic salary will be revised to Rs 27,000. <p><strong>Why will dearness allowance become 0?</strong></p>
<p>Now the question comes that why would this happen? Actually, in the memorandum of the year 2016, it has been said that as soon as the Dearness Allowance (DA) will be 50 percent i.e. 50% of the basic salary, then it will be reduced to zero. This means that after becoming zero, the calculation of the dearness allowance currently being received will start again. If this happens, dearness allowance will be merged into basic salary. This will lead to revision in the salaries of the employees. Its advantage is that employees will not have to wait too long for revision in their salary. Earlier dearness allowance used to exceed more than 100 percent. Till the Sixth Pay Commission, DA kept increasing like this.</p>
<p><strong>There will be a huge increase in the basic salary of central employees</strong></p>
<p>At present, the basic salary at pay-bed level-1 is Rs 18000. This is the most minimal basic. If we look at its calculation, a total of Rs 7560 is currently available as dearness allowance. But, if we look at the same calculation at 50 percent dearness allowance, then we will get Rs 9000. Now here comes the catch. As soon as 50 percent DA is reached, it will be reduced to zero and added to the basic salary. Meaning, the salary of Rs 18000 will increase by Rs 9000 to Rs 27000. After this dearness allowance will be calculated at Rs 27000. If DA increases by 3% after 0, then their salary will increase by Rs 810 per month.</p>
<p><strong>When will the basic salary increase?</strong></p>
<p>Dearness allowance of Central Government employees has been increased to 50 percent. It has been implemented from January 1, 2024. Now the next revision is to be held in July 2024. This means that after July, the rate of dearness allowance can start from 0 to 3 or 4 percent. This means that before deciding the rate of dearness allowance for July 2024, the government can approve merging 50 percent DA with the basic salary. As soon as the merger takes place, there will be a direct increase of Rs 9000 in the salary of pay-bed level-1 employees.</p>

										<content:encoded><![CDATA[<p><strong>7th Pay Commission, DA Hike</strong>: The increase in DA will be as per the approved formula based on the recommendations of the 7th Central Pay Commission. In October 2023, the Cabinet had last increased DA for government employees and Dearness Relief (DR) for pensioners by four percent.</p>
<p><strong>7th Pay Commission, DA Hike:</strong> Government employees may get good news soon. According to various media reports, the government may announce a four percent increase in Dearness Allowance (DA) for central government employees in the next month i.e. March 2024. Dearness allowance for employees and pensioners is decided every month on the basis of the latest Consumer Price Index for Industrial Workers (CPI-IW) released by the Labor Bureau.</p>
<p>The increase in DA will be as per the approved formula based on the recommendations of the 7th Central Pay Commission. In October 2023, the Cabinet had last increased DA for government employees and Dearness Relief (DR) for pensioners by four percent. With that four percent increase, DA increased from 42 percent to 46 percent. Then, 48.67 lakh central government employees and 67.95 lakh pensioners benefited from the increase in DA.</p>
<p><strong>Happiness for people from other departments too</strong></p>
<p>Earlier, Diwali bonus for Group C and non-gazetted Group B level officers including paramilitary forces was approved by the government. For 2022-2023, the Finance Ministry had set a limit of ₹7,000 for calculating non-productivity linked bonus (ad-hoc bonus) for central government employees.</p>
<p>The government takes the decision to increase DA based on the inflation rate of the country. If inflation is high, DA will probably be increased further. The DA and DR increase is determined by the percentage increase in the 12-month average of the All India Consumer Price Index (AICPI) for the financial year.</p>

It has become clear from the recent AICPI index data that this time also DA has increased by 4%. However, it is yet to be approved by the Union Cabinet.</p>
<p><strong>7th Pay Commission latest news 2024</strong>: Dearness allowance of central employees will increase in March. This will increase by 4 percent. The total dearness allowance will reach 50 percent. But, the calculation after this will change. After the increase in DA in March, it will be calculated in a new way.</p>
<p>The figures for calculation of the next dearness allowance will start coming from February 29. The calculation of increase in dearness allowance (DA Hike Calculation) in July 2024 will be done using a new method or rather a new formula. There is a reason behind this, in fact after reaching 50 percent dearness allowance it will be reduced to zero (0).</p>
<p>Central employees are currently getting 46 percent dearness allowance. It is clear from the recent AICPI index data that this time also DA has increased by 4%. However, it is yet to be approved by the Union Cabinet. Employees will get the benefit of increased DA from April salary. But, it will be implemented from January 1, 2024.</p>
<p>Meanwhile, the next preparations have started. After January, the next increase in dearness allowance will be in July 2024. There may be changes in the calculation of this dearness allowance. Because, after 50 percent dearness allowance, it will be reduced to zero and the calculation of new dearness allowance will start from 0.</p>
<p><strong>What is dearness allowance?</strong></p>
<p>Central and state government employees get Dearness Allowance (DA) to improve their cost of living. Dearness allowance is calculated in proportion to inflation. DA is kept as part of the salary structure as an allowance to the employee to improve his standard of living. Dearness Allowance (DA) is given to central employees and public sector employees and dearness relief to pensioners. The same structure applies in the states also.</p>
<p><strong>DA is calculated from the new series of base year.</strong></p>
<p>The Labor Ministry had also changed the formula for calculating dearness allowance after the implementation of the 7th Pay Commission in the year 2016. The Labor Ministry changed the base year of dearness allowance in 2016 and released a new series of Wage Rate Index (WRI-Wage Rate Index). The Labor Ministry said that the new series of WRI with base year 2016=100 replaced the old series with base year 1963-65.</p>
<p><strong>How is dearness allowance calculated?</strong></p>
<p>The amount of dearness allowance is calculated by multiplying the current rate of dearness allowance of the 7th Pay Commission with the basic pay. The current rate is 46%, if your basic pay is Rs 56,900 DA (56,900 x46)/100. Percentage of dearness allowance = Average of CPI of last 12 months – 115.76. Now whatever comes will be divided by 115.76. The number obtained will be multiplied by 100.</p>
<p><strong>How to calculate how much DA will be given on salary?</strong></p>
<p>For salary calculation under 7th Pay Commission (7th Pay Commission Salary hike), DA will have to be calculated on the basic salary of the employee. Suppose the minimum basic salary of a central employee is Rs 25,000, then his dearness allowance (DA calculation) will be 46% of Rs 25,000. 46% of Rs 25,000 i.e. total will be Rs 11,500. This is an example. Similarly, people with other salary structures can also calculate it according to their basic salary.</p>
<p><strong>Tax is levied on dearness allowance</strong></p>
<p>Dearness allowance is fully taxable. Under the income tax rules in India, separate information about dearness allowance has to be given in the Income Tax Return (ITR). 										<content:encoded><![CDATA[<p><strong>7th Pay Commission:</strong> Central government employees may soon get a good news regarding their salaries, as the Centre is likely to announce a 4 per cent hike in dearness allowance (DA) in March 2024, according to media reports.</p>
<p>After the 4% DA hike, dearness allowance and dearness relief will increase to 50 per cent.</p>
<p>The quantum of hike in DA and dearness relief (DR) is decided by the central government on the basis of the All-India CPI-IW data.</p>
<p>The 12-month average of the Consumer Price Index for Industrial Workers (CPI-IW) stood at 392.83. As per this, DA is coming to 50.26 per cent of the basic pay.</p>
<p>DA is given to government employees, while DR is given to pensioners. DA and DR are hiked twice a year — January and July.</p>
<p>In the last hike in October 2023, the DA was increased by 4 per cent to 46 per cent. Given the current inflation rate, the next DA hike is expected to be 4 per cent.</p>
<p>According to the official data, there are 47.58 lakh central government employees and 69.76 lakh pensioners. After the upcoming DA hike, these employees and pensioners will be benefitted.</p>
<p><strong>Formula For central government employees:</strong></p>
<p>Dearness Allowance per cent = ((Average of AICPI (Base Year 2001=100) for the past 12 months -115.76)/115.76) *100</p>
<p>AICPI stands for All India Consumer Price Index.</p>
<p><strong>Formula For public sector (central government) employees:</strong></p>

<p>Giving a big gift to PF account holders, Employees Provident Fund Organization (EPFO) on Saturday announced increase in interest rates, it has now been increased to 8.25 percent. After the increase in interest on PF in the election year, now an increase in Dearness Allowance (DA Hike) is being expected soon.</p>
<p>If reports are to be believed, the government may take a major decision on this in March 2024. If this happens, then the DA given to central employees will be 50 percent.</p>
<p><strong>Interest on PF increased, expectation of DA increased</strong></p>
<p>The Central Board of Trustees (CBT) of EPFO has announced the new interest rate for the Employees Provident Fund (EPF) account for the financial year 2023-24. EPFO has given a gift to about 7 crore employees of the country and has increased it to 8.25 percent.</p>
<p>According to PTI, PF account holders will now get 0.10 percent more interest than before. On March 28 last year, EPFO had announced an interest rate of 8.15 percent for Employees Provident Fund (EPF) accounts for 2022-23. With the increase in PF interest rate, the expectation of DA hike has also increased among the central employees.</p>
<p><strong>4% DA hike expected in March</strong></p>
<p>The government increases the dearness allowance of employees twice a year and the DA Hike for the January-June half year is expected to be announced in March 2024. If reports are to be believed, this time the government can give a gift of 4 percent DA Hike to the central employees before the elections and it can be announced next month.</p>
<p>Let us tell you here that this expectation is being expressed on the basis of various reports, whereas no official comment has been made by the government in this regard yet. But if there is an increase of 4 percent in DA, then there will be a bumper increase in the salary of the employees. <p><strong>If DA is increased, salary will increase by this much</strong></p>
<p>If we look at the salary hike calculation of central employees after DA Hike, if a central employee gets a basic pay of Rs 18,000, then the dearness allowance of the employee is currently Rs 8,280 at the rate of 46 per cent, whereas after an increase of 4 per cent in it, If calculated according to 50 percent, it will increase to Rs 9,000. That means, there will be a direct increase of Rs 720 in his salary.</p>
<p>If we calculate it on the basis of maximum basic pay, then an employee getting Rs 56,900 gets DA of Rs 26,174 at the rate of 46 per cent, if it is 50 per cent then the figure will become Rs 28,450. <p><strong>DA Hike News</strong>: For those who are waiting for the announcement on DA hike and 18 months arrears, here is a big update. Central government employees are likely to get two big gifts from the Center soon. One can be increase in dearness allowance and second, 18 months&#8217; arrears can be released. If reports are to be believed, these two gifts will lead to a huge increase in the salaries of central government employees.</p>
<p>According to media reports, can central government employees and pensioners get the arrears of Dearness Allowance (DA) and Dearness Relief (DR) suspended for 18 months during the COVID pandemic or not? A letter has been written to Union Finance Minister Nirmala Sitharaman in this regard.</p>
<p>In the letter, Mukesh Singh, General Secretary of Bharatiya Immunity Mazdoor Sangh, has urged the Central Government to release the DA dues of 18 months which were previously suspended. <p><strong>What is dearness allowance and dearness relief?</strong></p>
<p>Central Government employees should note that dearness allowance is a component of pay aimed at reducing the impact of inflation. To cope with rising inflation, the effective salary of government employees is revised from time to time. The Center revises DA twice every year in January and July.</p>
<p>Let us tell you that the latest DA for Central Government employees and DR for Central Government pensioners has been increased from 42% to 46%. The new rates have come into effect from July 1, 2023.</p>
<p><strong>How much increase is expected in DA?</strong></p>
<p>This time the Dearness Allowance (DA) of central employees is expected to increase by 4 percent and it can be approved in March and will be paid in April. The new DA rate will be applicable from January 1, 2024.</p>
<p>After the announcement of DA increase in March, it will be paid in the salary of April 2024. It is expected that before Holi, the government will approve the increase in dearness allowance for the employees. <p>7th pay commission news: Elections were held in 5 states and results of 4 states are to be declared on 3rd December. A new update has come for central employees amid the counting of votes. The new number of increase in dearness allowance for January 2024 has come out. Dearness allowance of central employees has reached 49 percent. In the latest data of AICPI index, the index number has reached 138.4 points. A jump of 0.9 points has been seen in this. This data has been released for the month of October. Dearness allowance is to be revised in January 2024. The numbers used to calculate this will decide what the increase will be. The figures for November and December are yet to come.</p>
<p><strong>How much can dearness allowance increase?</strong></p>
<p>There could be the biggest ever increase of 5 percent in dearness allowance. The DA score determined by AICPI Index is indicating something similar. Experts believe that according to the current trend, dearness allowance can reach 51 percent. If this happens, there will be a big jump of 5 percent. Dearness allowance is calculated from the AICPI index. Inflation data collected from different sectors in the index shows how much the employees&#8217; allowance should increase in comparison to inflation.</p>
<p><strong>DA increased by 3 percent in 4 months data</strong></p>
<p>If we look at the current situation, the AICPI index numbers for July, August, September and October have been released. Currently the index is at 138.4 points, while the dearness allowance score has reached 49.08 percent. It is estimated that this figure will cross 50 percent in November. After this, in December too, it can be seen close to 51 percent with a jump of 0.54 points. Only after the December 2023 AICPI index numbers come, it will be final how much the total increase in dearness allowance will be.</p>
<p><strong>There will be a huge jump in dearness allowance</strong></p>
<p>Under the 7th Pay Commission, AICPI numbers from July to December 2023 will decide the dearness allowance for central employees. Dearness allowance has reached about 49.08 percent. The numbers for 2 months are yet to come. Experts believe that it has increased by 3 percent now. If we look at the trend, a rise of around 1.60 percent may still come. If this happens then dearness allowance can reach 50.60 percent. In such a situation, the figure above the decimal point will be considered as 51 percent. <p>The Central Government can give the gift of increase in Dearness Allowance to its employees on the occasion of New Year, because the government increases DA twice a year during January and July. According to AICPI data, the government increases the dearness allowance of central employees under the 7th Pay Commission. Due to this, sometimes the DA of employees increases by three percent and sometimes by four percent.</p>
<p><strong>If DA is increased by 4 percent, how much will be the dearness allowance?</strong></p>
<p>Along with the Dearness Allowance of central employees, the government also increases the Dearness Relief of pensioners. This increase in DA and DR directly affects the salary of employees and monthly pension of pensioners. At present, under the 7th Pay Commission, 46 percent DA and DR is being given to employees and pensioners. If the government increases dearness allowance by 4 percent, it will increase from 46 percent to 50 percent.</p>
<p><strong>How much will be the increase in the salaries of employees?</strong></p>
<p>Central government employees and pensioners are expected to get 4 percent increase in dearness allowance and dearness relief. In such a situation, if DA and DR increases to 50 percent, then there will be an increase in the salary of employees and pension of pensioners. After this increase, the minimum salary of employees will increase by Rs 9000. The government can extend this increase after January to February or March also.</p>
<p><strong>DA will become zero after 50 percent.</strong></p>
<p>When the government implemented the 7th Pay Commission in 2016, then dearness allowance was made zero. According to the rules, as soon as dearness allowance reaches 50 percent, it will be reduced to zero. Along with this, DA received on the basis of 50 percent will be added to the basic salary. Accordingly, the basic salary of the employees will also increase. Suppose if someone&#8217;s basic salary is Rs 18 thousand then Rs 9000 will be added to it. After this, dearness allowance will be given separately.</p>
<p><strong>Dearness allowance increased for these people.</strong></p>
<p>It is noteworthy that the Central Government had recently increased the dearness allowance under the Sixth Pay Commission and Fifth Pay Commission. This increase is effective from July 1, 2023. Apart from this, many states have also increased the dearness allowance of their employees and pensioners.</p>

<p>Central employees are waiting for DA for the first half of 2023. Almost every employee wants to know by when the central government will take a decision on dearness allowance and what will be its formula. Today we will tell you on the basis of the pattern till now, till when the employees can get good news on dearness allowance. At the same time, on the basis of formula, we will try to understand how much dearness allowance can be increased.</p>
<p><strong>What is the pattern</strong>: Except for the Corona period, the decision on dearness allowance for the first half is usually taken before Holi. This year Holi is on 8th March. Dearness allowance is expected to be approved in the cabinet meeting of the central government before Holi. It means to say that the government can take a decision on dearness allowance in the next 15 days. Along with this, a decision on dearness relief i.e. DR for pensioners will also be taken in the same period.</p>
<p>What is the formula: Dearness Allowance for central employees is calculated on the basis of Consumer Price Index for Industrial Workers (CPI-IW) released by the Labor Bureau every month. The Labor Bureau is a part of the Ministry of Labour.</p>
<p>Recently, Shiv Gopal Mishra, General Secretary of All India Railwaymen&#8217;s Federation had told – this time the increase in DA is 4.23 percent but the government does not take the decimal into DA.</p>
<p>In such a situation, there can be an increase of four percentage points in DA. It can be increased from 38 percent to 42 percent. <p><strong>7th Pay Commission Latest News Today:</strong> An announcement is going to be made soon by the central government on increasing the dearness allowance of the employees. It is expected that this dearness allowance, which will be implemented from January 1, will be announced before Holi.</p>
<p>Apart from this, news is coming to give another relief to the government employees. Karnataka Chief Minister Basavaraj Bommai said that the government is preparing to implement the Seventh Pay Commission, for which Rs 6,000 crore has been earmarked. Earlier it was discussed that the government will implement the new rule from January 1.</p>
<h4><strong>The rule will be applicable from the new financial year</strong></h4>
<p>CM Bommai said that according to the Seventh Pay Commission, the report of change in the salary of the employees will be presented by the committee headed by former Chief Secretary Sudhakar Rao.</p>
<p>After presenting the state budget for the financial year 2023-24, the CM said that the additional amount would be provided in the supplementary budget.<br />
He stressed that the report of the Seventh Pay Commission will be implemented from the new financial year itself. This is a blow for those who were expecting it to be implemented from January 1.</p>
<h4><strong>Interest-free loan up to 5 lakh</strong></h4>
<p>He said that the committee will present an interim or final report, on which immediate action will be taken by the government. Earlier, in order to make the farmers financially strong, Chief Minister Basavaraj Bommai had increased the limit of interest-free loan given to farmers from Rs 3 lakh to Rs 5 lakh.</p>
<p>Apart from this, provision has been made for need-based loan facility for activities related to agriculture. Bommai said that the government has decided to give an additional subsidy of Rs 10,000 in the year 2023-24 to the &#8216;Kisan Credit Card&#8217; holders under a new scheme &#8216;Bhu Shree&#8217;.</p>

According to the notification issued by the government, the allowance of temple employees has been increased from 34 percent to 38 percent. The increased allowance has been made effective from January 1, 2023. The increased salary of temple employees is expected to come in February. About 10,000 permanent workers will benefit from this decision taken by the government. This will put a burden of seven crore rupees on the government annually.</p>
