This guideline is an extension of the previous circular issued on March 27, 2025 and its main objective is to take care of the safety and health of the students. Firstly, there will be no afternoon assembly in schools now. Due to the strong sun and rising temperatures, this decision has been taken so that children can be protected from the sun. Apart from this, no classes will be held in open fields or grounds now. All classes will be held indoors only.

Outdoor Activities Prohibited

During a heat wave, all outdoor activities such as sports, running or other physical activities are stopped. Until the weather returns to normal, children will only participate in indoor activities.

Schools should ensure that clean and cold drinking water is available for children. All water coolers and RO systems should be in good condition. In addition, fans in all classrooms should be working properly and the rooms should be well ventilated.

‘Staff or parents should not sit in the hot sun’

Students will be given breaks to drink water from time to time to avoid dehydration. In addition, fire extinguishers should be in working condition in all corridors. Children will be encouraged to use hats, scarves or umbrellas to protect themselves from the sun. It is important to ensure that no student, staff or parent sits in the hot sun or stays out for long periods of time.

If any student is suffering from heat related illness, ORS and first aid facilities will be available in the school itself. It will be mandatory to inform the nearest hospital or health centre about every such case. The pre-existing hygiene and safety norms will also be strictly followed. All these measures have been taken keeping in mind the safety and health of the students.

Use of technology for identification of overage vehicles-

The Delhi government has installed ANPR (Automatic Number Plate Recognition) cameras at petrol pumps. With the help of these cameras, they will help in identifying old and running vehicles without pollution control certificate. If someone violates these vehicle rules, the system will flag him and the pump attendants will refuse to give him fuel.

Strict action for old vehicles-

According to the instructions of the National Green Tribunal, 10-year-old diesel vehicles and 15-year-old petrol vehicles are automatically deregistered. If these vehicles are found in public places or roads, the transport department will impound them. The Delhi government has also introduced a policy to encourage owners to scrap these vehicles.

Incentive on scrapping of vehicles-

The Delhi government has also implemented an incentive scheme for scrapping of overage vehicles. Impounded vehicles will be released only if their owners agree to park them on private premises or register them in other states.

The Delhi government is planning to replace the existing smart card driving license and vehicle registration certificate (RC) with their electronic cards. These electronic cards will be like Aadhar card, which can be printed out. Also, there will be an ID and QR code on the driving license and RC, which the traffic police can scan to confirm the authenticity of the documents. These can also be shown to the traffic police whenever needed through DigiLocker and mParivahan app. In the financial year 2023-24, 1.6 lakh driving licenses were issued in Delhi and 6,69,373 RCs were issued from April 2023 to May 2024.

An official of the Transport Department said that the state government is reviewing a scheme proposed by the Rajasthan government, which talks about issuing electronic licenses and RCs by eliminating the smart card system. It is worth noting that recently Transport Minister Kailash Gehlot had ordered the officials to resolve the problems arising in vehicle registration. In a meeting, Gehlot had expressed concern over the delay in the delivery of vehicle RCs. Expressing concern over vehicle dealers not giving vehicle RCs on time, Gehlot had directed the department to take action against non-compliant dealers.

According to a report by Times of India, converting driving license and RC into electronic format will be very convenient for people. Applicants will be able to print these electronic documents themselves, like they print Aadhaar card. To download these, the applicant will need his driving license information such as application number, license number and date of birth. This information will be controlled through a one-time pin (OTP), which will be sent to the applicant’s registered mobile number.

Another official said that the printable PDF format of e-DL and e-RC can be downloaded from the Transport Seva Citizen Portal and its link will be sent to the applicant’s registered mobile number on Sarathi and Vahan portal. He said that the PDF of e-DL and e-RC will have a QR code, which will confirm the authenticity of the documents. Also, the latest details of e-DL and e-RC will be available on the mParivahan app.

The Environment Minister also said that the situation of air pollution in Delhi has improved rapidly and incidents of stubble burning have also come down. “Therefore, it has been decided to remove the restrictions imposed under Phase-IV of GRAP following the directions of the Air Quality Management Commission,” he said.

Rai said, “Primary schools will reopen from November 9 and the work-from-home order of 50 per cent government employees is also being withdrawn.” After improving pollution, the Centre’s Air Quality Commission on Sunday directed officials to lift the ban on non-BS-VI diesel-powered light motor vehicles and trucks entering the capital.

These restrictions will continue in Delhi for now

This restriction was imposed under the last phase of GRAP. The commission had also banned construction work related to public projects like highways, flyovers and pipelines in Delhi which has been lifted. According to Rai, the ban on private construction works will continue. The commission had recommended restrictions in its order on Thursday. The Delhi government had announced additional measures on Friday after rising air pollution last week, including the closure of primary schools from Saturday and ordering 50 per cent of its staff to work from home.

According to the Central Pollution Control Board, the 24-hour average air quality index (AQI) in Delhi stood at 339 at 4 pm on Sunday, up from 381 the day before. It was 447 on Friday. Notice issued from Transport Department The Transport Department of Delhi has issued a notice directing all those vehicle owners to get their vehicles checked for PUCC, whose vehicles (except electric or battery operated vehicles) ) are more than 1 year old from the date of registration. 

10,000 fine and 3 years imprisonment The  transport department asked the vehicle owners to obtain valid PUCC before October 25 to avoid inconvenience and action under the law. The notice said that, ‘driving a vehicle without valid PUCC is punishable with a fine of Rs 10,000 and imprisonment for 3 years or both. In view of the problem of pollution in Delhi, the government has taken this tough decision.
