										<content:encoded><![CDATA[<h4><strong>The Delhi government has taken an important step to control the arbitrary increase in fees in private schools. In fact, the government has introduced the &#8216;Delhi School Education (Transparency in Fee Determination and Regulation) Bill, 2025&#8217; in the Assembly.</strong></h4>
<p>Its objective is to make fee determination in private schools in the capital transparent and accountable. The government has termed this bill as &#8220;historic&#8221;.</p>
<p>The bill will apply to Delhi &#8216;s 1,677 private unaided schools, including those built on private land or run by minority institutions. Till now, these schools did not face much monitoring in fee fixation. A key aspect of this law is a three-tier regulation system that will control the increase in school fees.</p>
<h3><strong>What is a three-tier system?</strong></h3>
<p>School-level fee regulation committee : This committee will be formed in every school, which will include school management, teachers. This committee will be able to approve fee hike up to a maximum of 15% annually based on criteria such as salary, infrastructure and local demographics.</p>
<p>District Fee Appeal Committee : If there is a dispute over any increase, parents can appeal to this committee headed by the local Deputy Director of Education. This committee will review the cases brought by parents.</p>
<p>State Level Review Committee : This committee will be headed by an independent educationist and its decisions will be binding for three years. Schools will have to inform about the proposed fee hike by 31 July every year and the final decision will be taken by mid-September.</p>
<h3><strong>strict action on violation</strong></h3>
<p>This bill has a provision of fine ranging from Rs 1 lakh to Rs 10 lakh on the violating schools. If the schools fail to return the excess fee, then this fine will be doubled. In case of repeated violation of rules, the recognition of the school can be cancelled or the government can take over the management of the school.</p>
<h3><strong>Criticisms are also not less</strong></h3>
<p>Although the government is quite positive about the bill, many criticisms have also come to the fore. In fact, many people consider the requirement of consent of at least 15% of the parents to file a complaint as an obstacle, which will make it difficult to file individual complaints. Concerns have also been raised about giving &#8220;legal recognition&#8221; to fee hike up to 15 percent.</p>
<p>The bill does not mandate independent financial audits, raising questions about the effectiveness of monitoring. Moreover, the proposal to implement the bill with effect from 1 April 2025 could pave the way for schools to legitimise previously controversial fee hikes.</p>
<h3><strong>Defending the government</strong></h3>
<p>Delhi Education Minister Ashish Sood has described the bill as &#8220;the most democratic fee regulation law ever&#8221;. He said that this law gives parents direct participation in the decision-making process and provides a clear and structured system to prevent arbitrary fee hike.</p>

<p>Many documents are necessary for a citizen living in any state. There are different types of documents. Income certificate is considered an important document to avail the benefits of many government schemes and services. It is used to get scholarships, reservation in government jobs, government facilities and many types of financial benefits.</p>
<p>Now a new rule related to its application has come into force in Delhi, due to which people will have to make more preparations than before to apply. This change will directly affect those people who are going to get an income certificate for the first time. Now this document will be required while applying for it. Know its complete process.</p>
<h3><strong>This document will be needed</strong></h3>
<p>Aadhaar number has now been made mandatory for getting an income certificate in the capital Delhi. Lieutenant Governor V.K. Saxena has approved this proposal of the Delhi government. This means that it will now be mandatory to provide Aadhaar card or its number while applying. Whether you are applying online or offline. Without Aadhaar, your application will not be accepted.</p>
<p>By making Aadhaar mandatory, the identity of the applicants and their income related information can be verified properly. This will also prevent fraud. Therefore, if you are planning to get an income certificate, keep your Aadhaar card and related information ready before applying.</p>
<h3><strong>How can you apply?</strong></h3>
<p>Application for income certificate in Delhi can be done both online and offline. To apply online, first login to Delhi e-district portal or do a new registration. Click on the income certificate option there and fill the form and upload the required documents. After submitting the application, you get a receipt and application number. Through which you can track the status.</p>
<p>For offline application, go to your nearest SDM office or Jan Suvidha Kendra and fill the form and submit the documents. In both these methods, you will need a recent passport size photo, identity card and Aadhar card. 										<content:encoded><![CDATA[<h3><strong>The government is going to provide a subsidy of up to Rs 36,000 to women on purchasing electric two-wheelers under its proposed Electric Vehicle (EV) Policy 2.0. This benefit will be available to the first 10,000 women who have a driving license.</strong></h3>
<p>Rekha Gupta Delhi government has planned to give a big gift to those who buy electric bikes. According to information received from sources, under EV Policy 2.0, if someone buys an electric two-wheeler in the name of a woman, then she will be given a subsidy of up to Rs 36,000. That is, if you buy an electric bike in the name of your sister, mother or wife, then you will also be able to get such a big discount. However, initially 10,000 women will get the benefit of this.</p>
<p>The government is preparing this new policy to promote e-vehicles in Delhi. According to sources, the first 10,000 women will get the benefit of a subsidy of up to Rs 36,000 on purchasing an electric two-wheeler, provided they have a valid driving license. The scheme will be implemented on a first-come, first-served basis. This means that whoever comes first will be given the benefit first. According to initial information, this subsidy will be given at the rate of Rs 12,000 per kilowatt-hour based on the battery capacity (kilowatt-hour), which will be limited to a maximum of Rs 36,000.</p>
<p>Ever since the BJP government came to power in Delhi, its focus has been on women. Whether it is free cylinders or giving Rs 25,000 to pregnant women, giving houses or giving Rs 2500 per month to every woman, BJP is betting only on women. Now this new scheme can prove to be a panacea for BJP.</p>
<p>The government wants women to also use electric vehicles and contribute to a pollution-free Delhi. This subsidy will be an incentive for them. The scheme is proposed to be in force till March 31, 2030, which will include electric two-wheelers, three-wheelers and commercial vehicles. It will be applicable only to vehicles that cost around Rs 4.5 lakh. However, it is important to remember that women who benefit under this scheme will be ineligible for other subsidy schemes.</p>

										<content:encoded><![CDATA[<h3><strong>Delhi Govt: The BJP government in Delhi has changed a rule of the previous Kejriwal government. The current government has made a special change for auto and taxi drivers.</strong></h3>
<p>The Delhi government has abolished the free fitness test facility implemented since 2019. Now auto and taxi owners will have to pay for the fitness test of their vehicles. This decision has come into effect from April 1, 2025. This will affect about 50,000 taxi and more than one lakh auto rickshaw owners.</p>
<p>In September 2019, the then Kejriwal government of Delhi waived the fitness test fee for autos and black-yellow taxis. Earlier, a fee of Rs 200 was charged for auto rickshaws and Rs 400 for taxis. This decision was taken a few months before the assembly elections. This provided financial relief to auto and taxi drivers.</p>
<h3><strong>What is the new arrangement made in Delhi?</strong></h3>
<p>Under the new system, now auto and taxi owners will have to pay Rs 300 for fitness test. Apart from this, the amount of penalty for delay in fitness test has also been increased to Rs 50 per day. Earlier it was Rs 20 per day.</p>
<h3><strong>What did the driver unions say about the Delhi government&#8217;s decision?</strong></h3>
<p>Auto and taxi driver unions have protested against this decision of the Delhi government. The reaction of Kishan Verma, president of the All Delhi Auto-Taxi Transport Congress Union, has come to the fore. He said that the government had promised to provide facilities to the drivers before the elections, but now financial burden is being put on them. He has sought time to meet the officials of the Transport Department, but has not received any response yet.</p>

<p>Actually, due to various reasons, Delhi and its adjoining cities get caught in the grip of pollution in October-November. Talking about today, the AQI in most areas of Delhi, Noida and Ghaziabad is above 350. Due to this, most of the people living here are suffering from cough, cold and fever these days.</p>
<p>In the year 2023, schools and other educational institutions in Delhi, Noida and Ghaziabad were closed for 1 week due to increased pollution (AQI in Delhi NCR). This year too, parents are demanding closure of schools(Delhi Schools Closed). In fact, be it morning or evening, Delhi NCR is seen wrapped in a blanket of pollution. In this situation, sending children out of the house is like playing with their health.</p>
<h3><strong>November Holidays 2024: Holidays will be available in November</strong></h3>
<p>This year, due to confusion in the date of Diwali, schools and colleges were closed on both 31 October and 1 November. After this, due to Saturday and Sunday falling, this holiday became a long weekend. Schools have opened in most states. But many schools in Bihar and Jharkhand are still closed due to Chhath Puja 2024. Delhi Chief Minister Atishi has ordered a government holiday on 7 November 2024 on the occasion of Chhath Puja. All schools in Delhi will remain closed on this day.</p>
<h3><strong>Pollution Break in Delhi NCR: Studies will stop due to pollution</strong></h3>
<p>GRAP 4 will be implemented as soon as the average AQI crosses 450 in Delhi. As soon as this happens, the government issues an order to close schools, colleges and other educational institutions. Last year also, online classes were arranged in schools as soon as the holidays started. This helps students to complete their syllabus on time. This year also, classes can be shifted to online mode due to pollution break. Morning assembly and outdoor games have been banned in many schools.</p>

										<content:encoded><![CDATA[<h3><strong>The Delhi government has taken the initiative of giving a 50% discount on fines to encourage settlement of old traffic challans and prompt payment of new challans.</strong></h3>
<p>This discount will be applicable on challans issued under certain sections of the Motor Vehicles Act. This will reduce the workload on the courts and the transport department.</p>
<p>New Delhi: If you also have many old traffic challans pending or you are upset due to repeated challans, then there is good news for you. The Delhi government has taken a new initiative to encourage the settlement of pending challans and ensure early payment of new challans. Under this, if the challans issued under certain sections of the Motor Vehicle Act are paid within a stipulated time limit, then there will be a 50% discount in the fine amount, that is, if a fine of Rs 1000 was to be imposed, then only a fine of Rs 500 will have to be paid.</p>
<p>The Transport Department had prepared a proposal in this regard and sent it to Transport Minister Kailash Gehlot, which Gehlot approved and sent to the LG for final approval. A notification in this regard will be issued as soon as permission is received from the LG. The benefit of this discount will be available if the existing challans are settled within 90 days of the notification and the challans issued after the notification are settled within 30 days.</p>
<h3><strong>People will get direct benefit.</strong></h3>
<p>Delhi government believes that this will provide a lot of convenience to the public and reduce the workload on the transport department as well as the courts. Along with this, long-lasting legal disputes can also be avoided. Its biggest benefit will be to those people who keep waiting for the Lok Adalat to settle their pending challans, but even after trying many times, they do not get a chance to settle their challan.</p>

<p>Among the rules for which there is a provision of exemption in fines on challan, there are some offences in which the head constables or officers of higher rank of Delhi Traffic Police and Transport Department as well as Assistant Traffic Inspectors (ATI) of DTC will also be able to issue challan or collect fine. However, this fine will not be collected in cash, but only through e-challan machines or other online means authorized by the Delhi government.</p>
<h3><strong>Why did the Delhi government take this decision?</strong></h3>
<p>Transport Minister Kailash Gehlot said in a statement that by giving 50 percent discount in the amount of fine, we are encouraging Delhiites to settle the challans. Also, in view of road safety, by authorizing DTC&#8217;s ATI for challans, we are ensuring the safety of all the people walking on the road and lane rule compliance. This will also help in empowering the ATIs present on lane duty during operational hours and doing real time enforcement. This decision to empower various officers to collect the amount of fine will also reduce the increasing workload on the officers of the Transport Department.</p>
<h3><strong>If the challan is issued under these sections of Motor Vehicle Act-1988, then you will get exemption:</strong></h3>

<li>178 &#8211; Travelling in a bus without ticket or pass, conductor not giving ticket, giving ticket for less or more fare</li>
<li>179 &#8211; Disobeying the order of a government officer or not giving the information sought</li>
<li>180 &#8211; Allowing an unauthorised person to drive</li>
<li>181 &#8211; Driving without a licence or driving at a young age</li>
<li>182 &#8211; Driving in violation of licensing rules</li>
<li>183 &#8211; Over speeding, tampering with speed governor, modification</li>
<li>184 &#8211; Rash driving or dangerous driving</li>
<li>186 &#8211; Driving by a mentally or physically unfit person</li>
<li>189 &#8211; Racing or speed trial</li>
<li>190 &#8211; Driving in unsafe conditions</li>
<li>192 &#8211; Driving without registration and without permit</li>
<li>194 &#8211; Overloading the vehicle</li>
<li>196 &#8211; Driving without insurance</li>
<li>198 &#8211; Tampering with the mechanism of the vehicle</li>

<p>According to an order issued by the Delhi government, there will also be a complete ban on online sale and delivery of firecrackers in the capital. Giving information about this decision on Monday (September 9), Delhi Environment Minister Gopal Rai said that the order banning firecrackers will remain in force till January 1, 2025.</p>
<p>Delhi&#8217;s Environment Minister Gopal Rai said that there will also be a ban on online sale or delivery of firecrackers. He said that the ban on the production, storage, sale and use of firecrackers will remain in force till January 1, 2025. To control pollution, the government is preparing a winter action plan based on 21 focus points. He said that in the coming days, various campaigns will be run according to the winter action plan. The minister has appealed to the people of Delhi to cooperate with him in implementing the government&#8217;s orders to control pollution. He said that everyone will have to take their own responsibility to control pollution in the capital.</p>
<p>Last year, along with the Delhi government, the Supreme Court had also ordered a ban on dangerous firecrackers. Before Diwali, the Supreme Court had clarified that its order to ban the use of barium and banned chemicals in firecrackers is applicable not only to the National Capital Region (NCR) but to the entire country. The ban on firecrackers has a bad effect on the businessmen of Delhi.</p>

										<content:encoded><![CDATA[<h3><strong>Delhi ISBT Bus Parking: The state government has prepared a new plan to increase the utility of the interstate bus terminal located in Delhi.</strong></h3>
<p>Its purpose is to increase the efficiency of the terminal and arrange for equal parking charges for private and government buses. Along with this, there is a penalty for increasing the parking time and a ban on the entry of buses inside the terminal without Fastag.</p>
<p>Delhi&#8217;s Lieutenant Governor Vinay Kumar Saxena inspected the Maharana Pratap ISBT at Kashmiri Gate on August 31. After this, he held a high-level meeting, in which Delhi&#8217;s Transport Minister Kailash Gehlot also participated.</p>
<p>In the meeting, LG Vinay Saxena asked the Delhi Transport Department to notify new rates and norms for inter-state buses using the prestigious terminal. Delhi has three inter-state bus terminals (ISBTs), including Kashmiri Gate, Anand Vihar and Sarai Kale Khan.</p>
<h3><strong>Parking charges are same for all</strong></h3>
<p>An official at Raj Niwas said, &#8220;The Lieutenant Governor had suggested uniform parking rates and reduced parking time for government and private buses. He said that as per the new scheme, private and government interstate buses will pay the same parking charges at ISBTs. Till now, private buses have been charged higher fares.</p>
<h3><strong>You will have to pay a fine for stopping the bus for too long</strong></h3>
<p>This creates a situation where they have to park the vehicles on the roads outside the ISBT premises, resulting in massive traffic jams, the official said.</p>
<p>This leads to loss of passenger revenue for state government-run buses. Under the new norms, buses will have to pay a fine of Rs 500 plus GST for parking up to 25 minutes and Rs 50 plus GST for overstaying between 25 minutes and 30 minutes.</p>

<p>Buses parked for more than 30 minutes or 35 minutes will be fined Rs 200 plus GST. If the time goes beyond 35 minutes and up to 40 minutes, the fine will be Rs 250 plus GST. An official said that the fine applicable for more than 40 minutes will be Rs 300 plus GST, while for more than 45 minutes, the charge will be Rs 350 plus GST per five minutes on an incremental basis.</p>
<p>LG Vinay Saxena has also directed that only buses with &#8216;FASTag&#8217; should be allowed to enter the terminal so that proper monitoring can be ensured. He informed that the facility to buy FASTag will be available outside the terminal. He said that after being notified, the terminals will be able to operate at an optimum capacity of 3,000 buses as against the current 1,700.</p>
<p>An official said that with the new notification, the turnaround time of buses will be reduced, their operation will be faster. As a result, congestion on the roads will be reduced. This will make it possible to improve cleanliness and infrastructure in and around the ISBT complex.</p>

										<content:encoded><![CDATA[<h3><strong>There is a very good news for the people living in Delhi. The Delhi government is planning to give people a discount on motor tax on new vehicles in exchange for destroying old vehicles.</strong></h3>
<p>In this regard, it has prepared a proposal and sent it to Lieutenant Governor VK Saxena for approval. On scrapping the old vehicle, the customer will get a discount of 10 to 20 percent in motor tax. Also, the validity of this certificate will also be for three years.</p>
<p>Under this scheme, the state government will provide exemption in motor vehicle tax on registration of new vehicles (transport and non-transport) on destruction of old vehicles at authorized centers. However, to avail this exemption, the person will have to submit the certificate of the old vehicle handed over for scrapping at the Registered Vehicle Scrapping Facility Center (RVSF).</p>
<p>Talking about this, Delhi&#8217;s Transport Minister Kailash Gehlot said that the aim of this policy is to encourage the destruction of old and polluting vehicles and promote the use of new and clean vehicles. He further said that &#8216;by giving tax exemption, we want to make it easier for vehicle owners to adopt environmentally friendly options.&#8217;</p>

<h3><strong>You will get 10 to 20% tax exemption</strong></h3>
<p>Under this scheme, a 20 percent discount will be given on the total payable motor vehicle tax on purchasing a new non-transport petrol, CNG or LPG vehicle and a 15 percent discount will be given on purchasing a new diesel vehicle. On the other hand, a 15 percent discount will be given on the total payable motor vehicle tax on purchasing a new petrol, CNG or LPG transport vehicle and a 10 percent discount will be given for a new diesel vehicle. However, in both cases, the total motor vehicle tax discount cannot exceed 50 percent of the scrap value.</p>
<h3><strong>Validity will be three years</strong></h3>
<p>The special thing is that the validity of submitting this certificate is three years and it can also be traded electronically. That is, there is no condition to buy a new vehicle immediately by giving the certificate received after scrapping your old vehicle, rather you can use this certificate for the next three years.</p>
<h3><strong>SC had imposed a ban in the year 2018</strong></h3>
<p>Let us tell you that in the year 2018, the Supreme Court had banned the use of diesel vehicles older than 10 years and petrol vehicles older than 15 years respectively in Delhi. The court had said that vehicles violating the order would be confiscated. On the other hand, according to the 2014 order of the National Green Tribunal, parking of vehicles older than 15 years in public places is also prohibited. Since the decision, the Delhi government has canceled the registration of 55 lakh overage vehicles.</p>

										<content:encoded><![CDATA[<p>Delhi Govt Hikes Dearness Allowance: The Delhi government on Friday issued an order to increase the Dearness Allowance (DA) of its employees by 4 percent. The decision to increase the dearness allowance of Delhi government employees is according to the decision of the central government.</p>
<p>According to an official order, the Finance of the Delhi Government has sent instructions to their respective departments and autonomous bodies to approve the increase in dearness allowance.</p>
<p>Let us tell you that before the festive season, the Central Government had approved a 4 percent increase in Dearness Allowance (DA) and Dearness Relief (DR) of its employees on 28 September. This hike will be applicable from the retrospective date of 1st July 2022.</p>
<p>This decision of the central government benefited 41.85 lakh central government employees and 69.76 lakh pensioners. Information and Broadcasting Minister Anurag Thakur said that due to both DA and DR, there will be an additional burden of ₹12,852.5 crore annually on the exchequer.</p>
<p><strong>Karnataka also increased dearness allowance by 3.75%</strong></p>
<p>Meanwhile, the Karnataka government on Friday approved an increase of 3.75 percent in the dearness allowance of its employees. Karnataka CM Basavaraj Bommai gave this information. At present, the Karnataka government employees get dearness allowance of 27.25 percent of their basic pay, which has now increased to 31 percent.</p>
<p>The increase in dearness allowance will put a burden of Rs 1,282.72 crore on the exchequer of the Karnataka government. The Chief Minister&#8217;s Office said in a tweet, &#8220;CM Basavaraj Bommai has approved the proposal of 3.75% hike in dearness allowance of government employees and retired employees with effect from July 1, 2022.
