The Delhi government will make this service available through chatbot in both Hindi and English languages, so that people of every section can use it easily. For those who do not have a smartphone or internet facility, the government will set up Common Service Centers ( CSC ) in every district, from where they can get help.

The pilot project is expected to start soon

According to government sources, this scheme is still under consideration and its pilot project can start soon. Officials believe that this facility will be a big step towards providing transparency, simplicity and 24×7 services to the people. It is worth noting that earlier the Aam Aadmi Party government had started 1076 doorstep delivery service, in which government services were delivered at home, but that scheme has now been stopped. ‘WhatsApp Governance’ is an attempt to give a new digital form to that thinking.

The Minister said that the entire process will be transparent and a daily report will have to be sent to the head office. If there is any wrong entry, the concerned officer will be held accountable.

Now under the new system that will be implemented, it will be easy to catch the mistake of any driver with the help of electronic cameras.

Government sources said that if someone fears that his license will be suspended or cancelled, he will make fewer mistakes and will try to follow the rules while driving. This rule will be implemented after studying many countries. This was also considered in 2011, but no action was taken on it. It was then discussed that if someone makes more than a limit of mistakes, the license should be suspended for at least one year.

If you want a new identity card after the update, you can apply on the portal itself. However, you will have to pay the required fee for this. After that, the updated identity card will reach your home through the post office within 7 working days. If you want, you can also collect the new document from the nearest office.

The concerned officials say that the trial run of this system is currently going on. There were some technical and legal challenges regarding data security, which have been solved to a large extent. More than 92% accuracy has been achieved in the trials conducted so far. The Transport Department has directed to update the mobile number registered in the Vehicle Registration Certificate (RC) and Driving License (DL) by March 31. This mobile number should be linked to Aadhaar. After March 31, the department will charge a fine if the Aadhaar linked mobile number is not updated. Even then, if the mobile number is not updated, the vehicle’s registration number will be cancelled.

It has been told that insurance, pollution and fitness certificates of vehicles of those whose mobile number is not updated on RC will not be issued. Under this decision, necessary changes will be made in the vehicle software so that pollution and fitness certificates can be issued only after the mobile number is updated.

2.13 lakh mobile numbers not tagged in Muzaffarpur:

In a letter issued by the Transport Department, it has been stated that it has been made mandatory for all vehicle owners of the state to update their Aadhaar-linked mobile numbers to avail the benefits of contactless services. In Muzaffarpur, 2.13 lakh vehicle owners have not yet tagged their Aadhaar-linked mobile numbers with the RC. Only 13 days are left for them now.

24 lakh mobile numbers are not updated in the state:

In the departmental review, it has been found that from the year 2014 to 2025, about 24 lakh vehicle owners in the state including Muzaffarpur have not updated their mobile numbers linked to Aadhaar. Due to this, they are unable to take advantage of contactless services. To update the mobile number, the mobile number linked to Aadhaar will have to be given. The update facility is available on the Transport Service Portal.

Information regarding e-challan is not available:

Due to the mobile number registered in the RC and DL not being updated, there is a problem in identifying the vehicle owner or driver in case of an accident or other adverse situation. Along with this, the information of e-challan issued for violation of traffic rules is also not received on their mobile.

Bhojpur District Transport Officer said that the DL and RC of those vehicle owners who have not updated their mobile numbers by March 31, 2025 can be suspended. He appealed that the vehicle owners should get their numbers updated as soon as possible so that any kind of inconvenience can be avoided.

Who can get a driving license?

According to the Motor Vehicles Act, 1988, the minimum age for obtaining a driving license in India is 18 years. With the license issued at the age of 16, only gearless scooty or two-wheelers with engine capacity up to 50cc can be driven.

How long is a driving licence valid?

The validity period of a driving license is 20 years from the date of issue of the license or till the license holder reaches the age of 40 years (whichever is earlier). When the license validity becomes 40 years, then the license is issued for 10 years. After the age of 50, it becomes necessary to renew the license every 5 years.

If the validity of the license has expired, then it can be renewed within 1 year (Renew Driving License Online), but for this it will be necessary to give a driving test.

What will happen if the license is not renewed on time?

If a person does not renew the license within 1 year of its expiry, it can be completely cancelled. In such a case, one will have to apply afresh and get the license by giving the driving test again.

This new track has been prepared in the Driving Training Institute (DTI) built in the Government ITI campus, where there will be no need for manual test now.

A total of 19 cameras and sensors have been installed on the track and a control room has also been built. As soon as the applicant sits on the vehicle, his face will be scanned and then the sensors will track his activities. If the vehicle touches the white strip of the track, the applicant will fail.

He said that the work on the track is almost complete, and after connecting to the departmental portal, the test will start under the new process. He further said that this process will be fully implemented in the next 7 to 15 days.

It is known that driving licenses are being issued through automatic testing trials in Patna and Aurangabad. Apart from this, the track is ready in 26 districts including Motihari, Darbhanga. The track is yet to be built in the remaining 10 districts.

Maruti will equip the equipment

Maruti company is making the track hi-tech with modern system. DL applicants have to give the test manually now. The company has started the work of delivering the equipment to the DTO office. In December last year, the department has signed an agreement with the company to build an automated driving testing track. DL testing tracks of Darbhanga, Gaya, Purnia, Bhagalpur and Saran are to be made hi-tech.

Trial under CCTV surveillance

After applying online through the testing track, applicants will have to take a road test under the surveillance of CCTV cameras. The main objective of this system is to provide licenses only to those candidates who are capable of driving and follow traffic rules. The department believes that this will curb the practice of giving licenses without tests, which will improve road safety. This new system will increase transparency in driving licenses and road accidents are likely to decrease.

A large number of brokers sit outside the divisional transport office to help applicants pass the driving test. The brokers claim to help applicants pass the test without even taking the test. In return, they demand money as per their wish.

The Constitution Bench of the Supreme Court upheld its 2017 decision. In which LMV license holders were allowed to drive transport vehicles weighing up to 7500 kg. That is, Light Motor Vehicle license holders have got relief from the Supreme Court.

Now LMV license holders will be able to drive transport vehicles weighing up to 7500 kg. Insurance companies will not be able to refuse to give claim in case of an accident. The Constitution Bench of 5 judges of the Supreme Court gave its verdict on the legal question whether a Light Motor Vehicle (LMV) license holder driver has the right to drive a commercial vehicle weighing up to 7,500 kg?

On this issue, the Constitution Bench headed by the CJI had reserved its decision after completing the hearing on August 21. The Constitution Bench comprises Chief Justice DY Chandrachud, Justice Hrishikesh Roy, Justice PS Narasimha, Justice Pankaj Mithal and Justice Manoj Mishra.

The Supreme Court said in its decision that road safety is a serious issue globally. In India, 1.7 lakh people died in road accidents in 2023. In this regard, it is baseless to say that all this happened due to light drivers. There are many reasons behind this like not following seat belt rules, use of mobile, being drunk etc. Driving requires special skills and requires attention and avoiding distraction to deal with road conditions.

The Supreme Court said that the court’s decision will also help in making insurance claims by light vehicle drivers who drive vehicles weighing less than 7500 kg. The licensing system cannot remain static, we hope that suitable amendments will be made by the government to remove the existing loopholes and the Attorney General has assured that this will be done.

Benefits of the new scheme

According to an official of the Delhi Transport Department, the scheme is being reviewed, which was first introduced by the Rajasthan government. The aim of this scheme is to convert the smart card system into digital form. Transport Minister Kailash Gehlot brought forward this scheme to solve the problems related to vehicle registration. He had expressed concern over the delay in the delivery of Registration Certificate (RC) and had directed to take action on it.

Facility will be available through electronic card

Electronic cards will be very convenient for people. Under this, applicants will be able to print documents themselves, like Aadhaar card is printed. These cards will have a unique ID and QR code, which will be used by the traffic police for document verification. According to a transport department official, these electronic documents can also be accessed through DigiLocker or mParivahan app. This will ensure that people do not have any problem in showing their documents at any time and this work will become very easy.

Lakhs of licenses and RCs issued last year

According to reports, between 2023 and 2024, the Delhi Transport Department had issued 1.6 lakh driving licenses and 6.69 lakh registration certificates till May. Under this new scheme, now only electronic driving licenses and registration certificates will be issued.

Steps towards digital RC

Transport Minister Kailash Gehlot has directed the officials to study the facility of digital RC. This scheme is to provide better services to the residents of Delhi. Under this, PDF format of the documents will be made available on the Transport Service Portal, which will have the facility of verification through QR code. Along with this, relevant links will be sent to the registered mobile numbers of the applicants, so that they can easily get their documents.

The Delhi government is planning to replace the existing smart card driving license and vehicle registration certificate (RC) with their electronic cards. These electronic cards will be like Aadhar card, which can be printed out. Also, there will be an ID and QR code on the driving license and RC, which the traffic police can scan to confirm the authenticity of the documents. These can also be shown to the traffic police whenever needed through DigiLocker and mParivahan app. In the financial year 2023-24, 1.6 lakh driving licenses were issued in Delhi and 6,69,373 RCs were issued from April 2023 to May 2024.

An official of the Transport Department said that the state government is reviewing a scheme proposed by the Rajasthan government, which talks about issuing electronic licenses and RCs by eliminating the smart card system. It is worth noting that recently Transport Minister Kailash Gehlot had ordered the officials to resolve the problems arising in vehicle registration. In a meeting, Gehlot had expressed concern over the delay in the delivery of vehicle RCs. Expressing concern over vehicle dealers not giving vehicle RCs on time, Gehlot had directed the department to take action against non-compliant dealers.

Keeping RC and DL will be easy.

According to a report by Times of India, converting driving license and RC into electronic format will be very convenient for people. Applicants will be able to print these electronic documents themselves, like they print Aadhaar card. To download these, the applicant will need his driving license information such as application number, license number and date of birth. This information will be controlled through a one-time pin (OTP), which will be sent to the applicant’s registered mobile number.

Another official said that the printable PDF format of e-DL and e-RC can be downloaded from the Transport Seva Citizen Portal and its link will be sent to the applicant’s registered mobile number on Sarathi and Vahan portal. He said that the PDF of e-DL and e-RC will have a QR code, which will confirm the authenticity of the documents. Also, the latest details of e-DL and e-RC will be available on the mParivahan app.

The distance between Noida and Dadri is about 35 kilometers. The Yogi government has given the responsibility of driving license to a third party. The name of the company which has been given this responsibility is Shivam (Marbles) Driving and Training Center.

The company has set up a unit with simulators and tracks near Bisara in Dadri to conduct automated and CCTV-monitored training and driving tests before issuing driving licences to applicants. Assistant Regional Transport Officer (ARTO) Siyaram Verma said the transport department in Sector 33 will no longer process driving licence applications after July 31. Applicants from Noida and Greater Noida will have to visit the Dadri centre for tests and training from August 1.

On an average, 7,000 applications are received every month

Verma said private companies are being roped in to provide relief to the transport department, which is already burdened with paperwork. An estimated 7,000 applications for driving licences are received every month and on an average 5,000 applications are processed after tests and training. The second centre, run by Sai Fire Appliances Pvt Ltd, will be set up in Jewar. Three more are also in the pipeline, Verma said.

Locals unhappy

However, many residents claimed that the decision to set up driving centres in Dadri and Jewar was impractical because of the distance. “If the government wants to set up centres in Dadri or Jewar, they can. But why should they stop this service for residents at the Noida office? We will meet the RTO officials and demand that the service not be suspended at the Noida office,” said KK Jain, general secretary of the Federation of Noida Residents Welfare Association (FONRWA). Noida is around 35 km from Dadri and around 50 km from Jewar.

Training fees range from Rs 500 to Rs 10,000

Meanwhile, Shivam DTC owner Pawan Bansal told TOI that the Dadri centre is built on 2 acres and is equipped with an advanced driving track, simulators and CCTV cameras. The DTC will offer training courses for light, medium and heavy motor vehicles, as well as specialised courses in night and hill driving, wet weather driving and handling vehicles carrying dangerous goods. The course fees will range from Rs 500 to Rs 10,000.

Switzerland

France:

How to do it online

• Open your browser and visit the relevant road transport portal of the state from where your driving license was issued. Search for ‘Link Aadhaar’ option and click on it.
• A dropdown menu will appear. Click on ‘Driving License’ from the list.
• Now enter your driving license number here and click on ‘Get Details’.
• On the next screen, your driving license details will appear. A box will also appear below in which you will have to fill your Aadhar card number and your mobile number.
• Once you have filled both of these, click on ‘Submit’. You will receive a one-time password (OTP) on the registered mobile number.
• Enter the OTP in the field provided on the screen to complete the verification. Once this is completed, the online process of linking driving license with Aadhaar (link Aadhaar with DL) will be completed.

How to link offline

• The first thing to do is to visit the Regional Transport Office (RTO) that has issued your driving license.
• After reaching here, contact an employee and get the Aadhaar linking form.
• Now fill the form and make sure that the details you have filled are correct and check it twice. Note that you have to enter your DL number and Aadhaar number in this form, so be careful while writing it.
• After this, submit this completely filled form to the authorized or concerned employee and attach a self-attested copy of your Aadhar Card and Driving License with it.
• Proper evaluation and verification will be done by the RTO. Upon successful verification, you will receive an SMS on the registered mobile number confirming that your DL has been linked to your Aadhaar card.
