The BJP government has extended the current excise policy in Delhi for three months. The circular issued by the Excise Department said that the validity of L-1 (Indian liquor), L-1F (foreign liquor) and L-2 (beer) licensees has been approved to be extended till June 30, for which three months’ fee will have to be deposited.

This policy was first implemented in September 2022, when the then AAP government abruptly scrapped the controversial New Excise Policy (2021-22). This policy was also extended for six months in September last year, the deadline of which expired on March 31. In fact, a final decision has not been taken on the new policy yet, hence the decision to extend it has been taken.

The draft of the new policy prepared by the Delhi government is pending with the cabinet and some changes are expected to be made in it. Now that the new government has come to power, the reform process may take more time. In such a situation, it has been decided to continue the old policy for the next three months as a temporary solution.

There has been uncertainty over the liquor policy in Delhi for a long time. The new excise policy implemented in the year 2021-22 was cancelled due to corruption allegations, after which the old policy was implemented temporarily. However, this temporary solution has been in force for the last two years.

After the formation of the new government, it is expected that the new excise policy will be finalised in the coming months, which will provide stability to the process of liquor sale and revenue collection.

The Excise Department of Rajasthan has declared a dry day from January 7 to January 9 evening in view of the Municipal Corporation by-elections. These by-elections will be held in 9 institutions of the state on January 9.

Therefore, there will be a ‘dry day’ in the areas for two days. During this time, liquor shops will not open in these cities. The Excise Department has issued its orders. Preparations for the by-elections in these institutions are in full swing.

According to the information received, the bodies in which by-elections are to be held on January 9 next year include Kushalgarh Municipality of Banswara district, Kapasan Municipality of Chittorgarh, Dausa Municipality, Pilibanga of Hanumangarh and Fulera Municipality of Jaipur. Apart from these, elections for councilors of some wards in Jhalawar Municipality, Pepper City Municipality of Jodhpur Rural, Sawai Madhopur Municipality and Rings Municipality of Sikar will also be held on the same day.

These by-elections are being held for the vacant posts till 31st August 2024.

Jaswant Singh, Joint Secretary, Finance (Excise) Department, said that the by-elections will be held on 9th January 2025 for the vacant posts in urban bodies. There will be a ‘dry day’ in the polling areas and within a radius of 5 km around them from 5 pm on 7th January 2025 to 5 pm on 9th January 2025. These by-elections are being held for the vacant posts till 31st August 2024.

Elections are to be held in one ward and in more than one wards

Elections are to be held in these bodies in one ward and in more than one wards. On the day of voting, a dry day is declared by the Excise Department in the area so that no party or candidate can lure the voters with alcohol. Wherever elections are held in a category, this dry day is declared by the concerned organization or Panchayat. Under this, a dry day has been declared for these nine by-elections.

Candidates are busy in laying their own tables.

The election department is busy in preparations for the by-elections. Along with this, the candidates contesting the elections are also busy in laying their own tables. The tenure of many institutions in Rajasthan has now completed. But instead of holding elections there, the government has appointed administrators for the time being. But the tenure of some institutions is still remaining and the posts of many councilors are lying vacant. Therefore, by-elections are being held there.

The festival season is approaching in Delhi, and during this time the sale of liquor will be banned for several days. The Excise Department of the Delhi Government has released a detailed calendar in this regard, which clearly states on which days the liquor shops will remain closed.

It has become necessary for liquor lovers to make plans during these dry days, so that they are not deprived of enjoying their favorite drink.

Dry Days in the Month of October

There will be a total of four days in October when liquor shops will remain closed. It is important to understand the importance of these days:

1. 2 October – Mahatma Gandhi Jayanti

This day is celebrated as the birthday of Mahatma Gandhi, who was a great leader of India’s freedom struggle. The sale of liquor has been banned due to celebrating this day as a national festival.

2. 12 October – Dussehra

Dussehra, which marks the killing of Ravana, is a major festival of Hinduism. On this day, people of the family and society gather, and its importance increases. Therefore, there will be no sale of liquor on this day.

3. 17 October – Valmiki Jayanti

The birth anniversary of Saint Valmiki, who is known in Indian literature as the author of ‘Ramayana’, this day will also be celebrated as a liquor ban.

4. 31 October – Diwali

Diwali, also known as the Festival of Lights, is an important festival in Hinduism. On this day, family members celebrate together, so the sale of alcohol will be banned on this day as well.

Dry days in the month of November

There will be two important dry days in November as well:

1. 15 November – Guru Nanak Jayanti

This day is celebrated as the birth anniversary of the first Guru of Sikhism, Guru Nanak Dev Ji. On this occasion, devotees perform special prayers and spread the message of unity in the society, so the sale of alcohol will be banned on this day as well.

2. 24 November – Guru Teg Bahadur Martyrdom Day

This day is dedicated to remembering the martyrdom of Guru Teg Bahadur, who was the ninth Guru of Sikhism. The sale of alcohol will be banned on this day as well.

Sale of alcohol continues in hotels

The sale of alcohol will continue in hotels with certain license holders in Delhi, such as L-15 and L-15F licenses. This means that if you are going to a big hotel or bar, you will be able to get alcohol even during these dry days. This rule is applicable only to hotels with a special license, and there will be no restriction on the sale of alcohol in such hotels.

Know the importance of festivals

The main reason behind these dry days is that the festival season holds social and religious significance. The Delhi government aims to ensure that people celebrate national festivals and major festivals together. This ban on the sale of alcohol promotes unity and harmony in the society, so that people can share happiness with their family and friends.

Thus, it is essential for liquor lovers to note down these dates carefully in their calendars. This festive period is not only important from a religious and cultural point of view, but it also gives a message of unity and brotherhood in our society. In this regard, spending time with your family and participating in various activities during these dry days can be a positive option. Realizing the lack of liquor sales in this festive season, people can engage in other recreational activities, which will give them a new feeling and enjoy the festivals to the fullest.
