<p>The ministry is busy brainstorming on what will be the model of banks for toll collection.</p>
<p>According to the Ministry of Road Transport and Highways, out of the country&#8217;s 1.5 lakh kilometer long national highway and expressway network, toll is being collected on about 45,000 kilometers. There are 1063 toll plazas across the country.</p>
<h3><strong>Preparing for a big change</strong></h3>
<p>At present, toll collection work is done by toll agencies across the country. These agencies hire employees at the local level and collect toll. The toll fee will be paid to NHAI and the expressway construction company, which is decided in the terms and conditions. The ministry is going to make a big change in this model.</p>
<h3><strong>Preparations to end toll plaza</strong></h3>
<p>According to the Road Transport Ministry, toll barriers will be abolished in the country. This will save time for drivers. Although earlier there was a plan to collect toll using GPS based technology, now it has been changed. ANPR (Automatic Number Plate Recognition) technology will be used to collect toll without stopping.</p>
<h3><strong>A new model is being developed</strong></h3>
<p>According to the Ministry of Road Transport and Highways, preparations are on to hand over the work of toll collection to banks. For this, meetings have been held with many government banks. Banks have agreed to collect toll through ANPR (Automatic Number Plate Recognition). The toll charge will go to the banks. After this, they will hand it over to NHAI. In return, the banks will buy high quality cameras and install them. According to the ministry, it is being discussed as to how many days the banks will keep the money with them. It is likely that its model will also be finalized soon.</p>

										<content:encoded><![CDATA[<h3><strong>Toll Collection: The Ministry of Road Transport and Highways has changed the National Highway Fee Rules on Tuesday. With this, the satellite-based toll collection system has been approved in the country.</strong></h3>
<p>According to the new notification of the central government, Global Navigation Satellite System (GNSS), Global Positioning System (GPS) and On Board Units (OBU) will now be used for toll collection. Automatic toll collection will be done with their help. In this, no fee will be charged for travel up to 20 km. For now, the use of Fastag will also continue.</p>
<h3><strong>A separate lane will be built for vehicles with GNSS</strong></h3>
<p>The government has also published the new rules in the official gazette. According to the notification, for the time being, Fastag and Automatic Number Recognition Technology (ANPR) will also continue to be used. It has been said that separate lanes will be made at the toll plaza for vehicles with GNNS OBU so that they do not have to stop for toll collection. Such vehicles will have to pay toll only for the distance they have used the toll road.</p>

<h3><strong>Toll will be deducted based on the distance travelled</strong></h3>
<p>The Ministry of Road Transport said that the old system of toll collection will continue for vehicles that are not registered in India and do not have GNNS devices. Currently, you have to stop at every toll plaza and get money deducted from Fastag or pay in cash. This causes crowd at the plaza. Now toll will be deducted by determining the distance of travel with the help of GPS. This will also save people&#8217;s time. Road Transport Minister Nitin Gadkari was trying to bring this system for a long time.</p>

The OBUs installed in the vehicles will work as tracking devices. They will share the coordinates of the vehicle on the highway with the satellite. After this, the distance covered by the vehicle will be calculated. This distance will be confirmed with the help of GPS and GNNS. Also, cameras installed on the highway will help in confirming the location of the vehicle. The new toll collection system will be implemented initially on some highways and expressways.</p>

<p>The Road Transport Ministry is going to start collecting toll through automatic toll system. For this, it was first decided to collect toll with the help of ISRO&#8217;s satellite navigation Navik. But while discussing this issue with the officials, the issue of accuracy came up. It is not possible to bring accuracy in toll collection with only one satellite navigation. Due to this, it has been decided to use two more satellite navigations GPS and Galileo. Experts say that Galileo is such a satellite navigation that will provide information up to one meter.</p>
<h3><strong>In this way drivers benefit</strong></h3>
<p>This will benefit the drivers. The driver will have to pay toll for the number of kilometres (up to metre) he drives on the expressway and highway. Currently, the driver has to pay the charge till the toll plaza, even if he has to go down the highway and return. Whereas with the new technology, the toll will have to be paid for the distance travelled on the highway. Based on the previous decision, there could have been a possibility of paying less or more toll due to lack of accuracy in toll collection with the help of one satellite navigation, so the help of three satellites is being taken.</p>

<h3><strong>1.5 Km. NH and Expressway</strong></h3>
<p>At present, there are about 1.5 lakh km of highways and expressways across the country. About 90 thousand km of these are with the National Highways Authority of India (NHAI). There are preparations to implement automatic toll system in these. Its successful pilot project has been done on Delhi Mumbai Expressway.</p>
<h3><strong>There will be several payment options</strong></h3>
<p>Infrastructure expert Vaibhav Dange said that after the implementation of satellite based toll system, people will have many options for payment. Just like now fastag is linked to Paytm or bank account. Similarly, after the implementation of the new technology, people will have the option to pay through fastag or bank or other digital means.</p>
<h3><strong>Geo fencing of National Highways and Expressways</strong></h3>
<p>He said that for this, geo-fencing of national highways and expressways is being done. Along with this, a small device will be installed in vehicles. It will be connected through satellite. This device can be installed in new vehicles and will have to be installed in old vehicles. This device will not be very expensive.</p>

<p>Also, the procedure for intimation of supply of vehicle between the registered vehicle owner and the dealers has been disclosed.</p>
<p>The rights and obligations of the dealers regarding the retention of the registered vehicle have also been clarified.</p>
<p>Dealers have been empowered to apply for renewal of Registration Certificate/Vehicle Fitness Certificate, true copy of Registration Certificate, NOC, transfer of ownership of vehicles in their possession.</p>
<p>As a regulatory measure, it has been made mandatory to maintain an electronic vehicle maintenance trip register, in which complete details of vehicle usage will have to be given. In this, complete information about destination, reason for going, driver, mileage, time etc. will have to be given.</p>
<p>These rules will be helpful in identifying and authorizing the dealers/intermediaries of registered vehicles. Along with this, fraud can be prevented in relation to the purchase and sale of these vehicles.</p>

<p>The Ministry of Road Transport and Highways has divided the roads across the country into four categories. The first expressway, the second four-lane or more-lane road with dividers, the third municipal border roads and the fourth category other roads, including roads in rural areas.</p>
<p>Six categories of vehicles have been kept. In which the first is M1 category vehicles, that is, such vehicles which have nine seats apart from the driver, it includes all types of cars. <p>M1 category, i.e. vehicles with nine seats apart from the driver, includes all cars &#8211; 120 kmph on expressways, 100 kmph on four-lane or more than 4-lane roads with dividers. Per hour, the maximum speed on the roads of the municipal limits is 70 km. per hour and 70 km on other roads. The hourly speed is fixed.</p>
<p><strong> M1 and M3 category</strong>, ie vehicles with nine or more seats apart from the driver – the maximum speed of these vehicles on the expressway is 100 kmph. 										<content:encoded><![CDATA[<p><strong>The Ministry of Road Transport and Highways has permitted the conversion of regular vehicle registrations to Bharat Series (BH) numbers. Till now only new vehicles were allowed to opt for BH series numbers.</strong></p>
<p>The Ministry of Road Transport and Highways said in an official statement that during the implementation of BH series registration number rules, several representations have been received to strengthen the BH series ecosystem.</p>
<p>This step has been taken as part of the measures to widen the scope of BH series. According to the statement, &#8220;Vehicles which currently have normal registration numbers can be converted to BH series registration numbers. Necessary tax will have to be paid for this.</p>
<p><strong>Now applications can be submitted in the office</strong></p>
<p>The Ministry has also proposed amendment in Rule 48 for the convenience of the people. This will facilitate submission of application for BH series at residence or workplace. It also states that it has been further strengthened to prevent misuse of certificates given by private sector employees.</p>
<p>It was started in 2021, for the smooth transfer of private vehicles between the states, the Ministry of Roads had started the Bharat series in September 2021 as a new registration number for new vehicles. In this regard, the government had announced a new vehicle registration system. With this, vehicle owners will not need to register again when they move from one state/union territory to another.</p>
<p>Thousands of vehicles have been registered so far , according to the latest figures of the government, more than 49,600 vehicles have been registered under the BH series. Maharashtra registered the maximum number of 13,625 vehicles under the BH series. After this, 5,698 vehicles have been registered in Uttar Pradesh and 5,615 in Rajasthan under BH series.</p>

										<content:encoded><![CDATA[<p><strong>The Ministry of Road Transport and Highways (MoRTH) has issued notification GSR 879(E) to amend the rules regarding registration marks of Bharat Series (BH-Series).</strong></p>
<p>In an effort to further expand and improve the scope of the BH Series, the ministry has proposed new rules. Explain that on August 26, 2021, a new registration mark named &#8216;BH Series&#8217; has been included in the Central Motor Vehicle Rules, 1989 and it was implemented on September 15, 2021.</p>
<p>Under the BH Series, vehicle owners get rid of the hassle of re-registration of vehicles when they move from one state to another and transfer there. It has been introduced on a voluntary basis for citizens working in Government offices or offices of private organizations in four or more States/Union Territories and under the purview of State Governments/UT Administrations overseeing the Central Motor Vehicles Rules, 1989 comes.</p>
<p><strong>These documents are required for BH Series registration.</strong></p>
<p>Applicants working in government offices can avail BH Series facility on the basis of their official ID card. It is necessary to give a working certificate to the private sector employees and it is necessary that their organization has offices in 4 or more states / union territories.</p>
<p><strong>Registration of new vehicles continues</strong></p>
<p>At present only new vehicles are being registered under BH Series. Let us tell you that on October 04, 2022, the Ministry had issued a draft notification GSR 672 (E) to amend the rules governing the Bharat Series Registration Mark.</p>

<p>The 41st Transport Development Council (TDC) meeting was held in Bengaluru last month where the Director (MVL), MoRTH made a brief presentation on the status of implementation of the Motor Vehicles Act in the states. The State Governments are being encouraged to revisit the speed limit restrictions in urban and semi-urban parts to provide seamless traffic movement, it said.</p>
<p>He also laid special emphasis on the benefits that are likely to accrue on full implementation of the reforms by the States/UTs, i.e. promoting seamless mobility across the country, greater safety for drivers and passengers and promotion of online services and ease of doing business. All such things were emphasized.</p>
<h3><strong>In favor of doing 140 kmph</strong></h3>
<p>Recently Nitin Gadkari had said that he is in favor of increasing the maximum speed limit on the expressway to 140 kmph. Gadkari said the speed limit on national highways should be at least 100 kmph on four-lane roads, while the respective speed limits for two-lane roads and city roads should be 80 kmph and 75 kmph.</p>
<p>Apart from this, the minutes of the Annual Meeting of the Transport Development Council also revealed that 24 states and union territories have started the New Bharat Series (BH-series) for vehicle registration.</p>
<p>In August last year, the government notified a new vehicle registration regime that would exempt vehicle owners from the re-registration process when they move from one state or union territory to another.</p>

The ministry has proposed this amendment in the rules as part of an initiative to expand the scope of the BH series.</p>
<p>Presently only new vehicles can be registered under BH series. In a draft notification, the ministry has informed about the proposed amendments to the rules regulating the BH series registration mark.</p>
<p>The BH series was introduced for the convenience of those people who keep shifting. As per the notification, the facility has been provided to transfer vehicles bearing BH series registration mark to other persons who are eligible or not eligible for BH series.</p>
<p>In addition, vehicles currently having regular registration mark can also be converted to BH series registration mark after payment of necessary tax. In order to facilitate the persons who are later eligible for BH series registration mark.</p>

										<content:encoded><![CDATA[<p>The Ministry of Road Transport and Highways has implemented a new rule related to recognized Driver Training Centers. With the implementation of this order, it has been made mandatory for two wheeler drivers to give driving test for getting license. In the past, there was a rule to make a license without giving a practical test. It has been amended.</p>
<p>Accredited Driver Training Centers are being opened across the country as per the guidelines of the Ministry of Road Transport and Highways. In this, the trainee will be taught to drive the vehicle from the simulator. After taking the training, the center will give a certificate to the trainee. On the basis of this certificate, a license can be made in the RTO office. That is, the person taking training from here will not need to give the test in the RTO office.</p>
<p><strong>This change in the rule</strong></p>
<p>Earlier, there was no need to give the test after taking training from simulator for two wheeler and four wheeler or all other types of vehicles. But according to the new rule issued by the Ministry of Road Transport, it has been made mandatory to test driving a vehicle for the license of two wheelers. That is, the test will have to be given in practical and theoretical form. Only after passing this test will the driving license of two wheelers be made.</p>
<p><strong>Expert said, so the rule was changed</strong></p>
<p>Bus and Car Operators Confederation of India (CMVR) chairman Gurmeet Singh Taneja said that there is no need to balance in four wheelers or bigger vehicles, but balance has to be made in two wheelers.
