Further, this circular also states that the term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed level in the pay matrix as per the 7th CPC recommendations accepted by the Government but shall not include any other pay like special pay etc. Salary in kind is not included.

What will not be valid

As per Railway Board’s circular, Dearness Allowance shall continue to be part of the pay of the employees and shall be brought within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Vol. II (Sixth Edition – 1987) Second Reprint 2005 will not be treated as salary. It states that the payment of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and fractions of less than 50 paise may be ignored.
