In the Lok Sabha, Minister of State for Finance Pankaj Choudhary answered questions raised by MPs TR Balu and Anand Bhadoria. The government also informed that inputs are being taken from the Ministry of Defense, Ministry of Home Affairs, Department of Personnel and Training and different states for the formation of the commission.

The fitment factor is the multiple by which the existing basic salary is multiplied to arrive at the new salary. In the 7th Pay Commission, the fitment factor was 2.57, which increased the basic pay from Rs 7,000 to Rs 18,000. In the 8th Pay Commission, it is expected to be 2.86, which may lead to a major increase in the basic pay.

That is, if someone’s basic salary is currently Rs 18,000, then by multiplying 2.86 it can increase to Rs 51,480. However, the net salary may be slightly less than this, because deductions like PF, tax are also made.

Estimated salary increase at different levels

Under the 8th Pay Commission, there may be a huge increase in the estimated salary of employees at different levels.

The current basic salary of employees working at level-1 is Rs 18,000, which can increase to around Rs 51,480. That is, they will get an estimated increase of Rs 33,480.

The current salary of level-2 employees is Rs 19,900, which can increase to around Rs 56,914. In this way, their salary can increase by Rs 37,014.

The current salary of employees included in Level-3 is Rs 21,700, which can increase to Rs 62,062 in the new commission. This means that they will get a benefit of up to Rs 40,362.

The salary of employees from Level 4 to Level 6 – like sub-inspector or junior engineer – can increase from Rs 35,400 to around Rs 1,01,244, that is, an increase of Rs 65,844.

At the same time, the basic salary of the average officers from level 7 to 10 can increase from Rs 56,100 to Rs 1,60,446. That is, they can get an estimated benefit of Rs 1,04,346. Officers from groups like IAS, IPS are included in this. This estimate has been made on the basis of fitment factor 2.86, and the final decision will be taken after the recommendations of the government.

How does Dearness Allowance (DA) increase?

As per the recommendation of the Seventh Pay Commission, Dearness Allowance (DA) is increased twice a year, in January and July. It is calculated on the basis of the average data of AICPI-IW of the last 12 months.

The formula for calculating DA

is (DA (%) = [(Average CPI-IW of the last 12 months – 261.42) ÷ 261.42] × 100). Here, 261.42 is the base price for calculation. By calculating in this way, an increase of 4% in DA is currently being estimated.

The increase in dearness allowance (DA) will be implemented from July. But it is usually announced later. In previous years too, the government has made such announcements during the festive season in September or October. This year too, the DA is expected to be announced around Diwali. This will be the last DA hike under the Seventh Pay Commission, as its term ends on 31 December 2025. The Eighth Pay Commission has been announced in January. The government has to appoint the chairman and members of the new commission.

The implementation of the Eighth Pay Commission may take time.

Looking at the past experience, the new pay commission usually takes 18 to 24 months to submit its report and implement it. If this time frame is applied, then the recommendations of the Eighth Pay Commission are likely to be implemented only by 2027. If we apply the formula of the 7th Pay Commission to the 8th Pay Commission, then what will be the new salary? Let us assume that the government applies the fitment factor of 2.83 and also merges the existing DA. In this context, if the basic salary of an employee is Rs 50,000, on which he currently gets 55 percent DA and let us assume that in July the government increases the DA by 3 percent, then it will become 58 percent. This means that by December 2025, the total salary will be 50 thousand and its 58 percent DA (Rs 29,000) i.e. Rs 79,000. In the next step, a committee will be formed to assess the recommendations and finalise them. Once the committee completes its work, it will submit it to the central government. Reports have revealed that the members of the committee may be finalised by the end of this month.

In ET’s report, experts say that the perquisite value of a car given by the employer to the employee for personal and official use is very low. The valuation formula for this is the same in the new and old regime. If the engine capacity is less than 1.6 liters, then the taxable value of this perquisite will be Rs 1,800 per month. If the engine is of more power than this, the taxable value of the perquisite will be Rs 2,400.

In the new income tax regime, a standard deduction of Rs 75,000 is available. Apart from this, the employer’s contribution of up to 14 percent in NPS is not taxable. Similarly, the employee’s contribution of 12 percent in EPF is not taxable. In this way, if you use all these exemptions and deductions, then your salary up to Rs 17 lakh will become tax-free.

In the 7th Pay Commission, the fitment factor was made 2.57, after which the minimum basic salary increased to 18 thousand rupees. This means that the earlier basic salary of 7 thousand rupees was increased by 2.57 times to 18 thousand. Similarly, if the fitment factor is made 2.86 in the 8th Pay Commission, then the minimum basic salary will increase from 18 thousand to 51,480 rupees. This means that the salary can increase by about 3 times.

Big increase in pension too

With the implementation of 8th pay commission, like salary, there will be a huge increase in pension too. Currently, the minimum pension is 9 thousand rupees, which will increase to 25,740 rupees according to the fitment factor of 2.86. Keep in mind that this calculation is only for minimum basic salary and pension. Along with basic salary, employees will also get the benefit of dearness allowance i.e. DA and the actual salary will be much more than this.

The Principal Secretary has issued instructions to the Principal Secretary to the Governor, Secretary to the Legislature, Additional Chief Secretary of all departments, Principal Secretary, Secretary, all department heads, all divisional commissioners and District Magistrates to distribute salaries to the employees from October 25. The Diwali bonus was announced after a discussion between Commissioner Administrator Bhushan Gagrani and Chief Minister Eknath Shinde, the official release said.

Apart from civic employees, teachers, professors and educational attendants of BMC schools and colleges, both grantee and non-grantee, will also receive bonus of equal amount, the release said.

Community health workers will get Rs 12,000 and ‘balwadi’ or kindergarten teachers and helpers will get Rs 5,000 as “Bhabhi gift”, it said.

CM Shinde said that all kindergarten teachers and Asha workers in the state will also be given a bonus. This will be Rs 3,000 more than last year. On November 8 last year, Shinde had announced a Diwali bonus of Rs 26,000 for BMC employees.

Voting for the 288-member Maharashtra Assembly will be held in a single phase on November 20, while the counting of votes will take place on November 23. The term of the state assembly will end on November 26, 2024. The Model Code of Conduct (MCC) was implemented soon after the announcement of the Election Commission.

This hike will be effective from July 1. The hike will be implemented district-wise category-wise. HKRN has 71 thousand employees in level-1, 26,915 in level-2 and 22 thousand in level-3.

Now from July 1, 2024, in category-1 districts, level-1 employees will get salary increased from Rs 18,400 to Rs 19,900, level-2 employees will get salary increased from Rs 21,650 to Rs 23,400 and level-3 employees will get salary increased from Rs 22,300 to Rs 24,100.

In category-2 districts, level-1 employees will get a salary increased from Rs 16,250 to Rs 17,550, level-2 employees will get a salary increased from Rs 19,450 to Rs 21,600, and level-3 employees will get a salary increased from Rs 20,100 to Rs 21,700.

Chief Secretary of Uttar Pradesh Manoj Kumar Singh had directed to provide complete details of movable and immovable assets of employees on Manav Sampada portal by 31st August. There are a total of 8 lakh 46 thousand 640 employees in the state, out of which only 6 lakh 2 thousand 75 employees have given details of their movable and immovable assets. 71 percent of the employees have given information about their assets online.

Actually, on the lines of IAS and PCS, the UP government has ordered the employees working in government departments to upload the details of their assets online. However, this does not include teachers and employees working in corporations and autonomous institutions. You are eligible for this rebate if your taxable income does not exceed Rs 5 lakh under the old tax regime or Rs 7 lakh under the new tax regime. For senior citizens (60+ age), this limit is Rs 3 lakh and for super senior citizens (80+ age), this limit is Rs 5 lakh.

ITR will have to be filed in these situations also

Apart from this, if a person has deposited Rs 50 lakh or more in his savings account or his business is more than Rs 60 lakh or his professional income is more than Rs 10 lakh, then he will also have to file his tax return.

Jain says that if a person’s TDS is more than Rs 25,000, then he will also have to file his tax return. Even if the above conditions are not met, if someone wants to claim a refund, he will have to file a tax return. No refund will be processed without filing a tax return.

Under the old tax regime, you can get a maximum tax rebate of up to Rs 12,500. In the new tax regime, the maximum rebate is Rs 25,000. So, if your income is within these limits, you will not have to pay any income tax.

However, you must file ITR even if your tax liability is zero. You must file ITR if your total income exceeds the basic exemption limit before deductions under Chapter VI (such as Section 80C, 80D, etc.). The basic exemption limits under the old tax regime are as follows:

• Individuals below 60 years of age: Rs 2.5 lakh
• Individuals above 60 years but below 80 years of age: Rs 3 lakh
• Individuals above 80 years of age: Rs 5 lakh

Understand the new tax regime

Under the new tax regime, the basic exemption limit for the financial year 2023-24 (assessment year 2024-25) is Rs 3 lakh. This arrangement is the default. If a taxpayer does not file his ITR and does not opt ​​for the old tax regime by submitting Form 10-IEA, then his income tax will be calculated under the new tax regime by default. This means that they may miss out on deductions that could have been claimed under the old regime.

It is important to file ITR even if your income is less than Rs 7 lakh and tax liability is zero. Dearness allowance of bank employees will be increased. The Indian Banks Association has announced this by issuing a circular. Dearness allowance for industrial workers is calculated on the basis of the quarterly average of the All India Consumer Price Index (CPI).
