Work hours increased: According to the proposal, the employee will be able to work continuously for 6 hours only if a half-hour break is given in between. Till now the limit of continuous work is 5 hours. Apart from this, there are also preparations to increase the maximum limit of overtime. Currently, 125 hours of overtime is allowed in 3 months, which has been proposed to be increased to 144 hours.

This means that companies will get the freedom to get more work done from the employees. As of today, the maximum working hours (including overtime) are fixed at 10.5 hours, which can be increased to 12 hours and if there is ‘urgent work’, then it has been suggested to remove the limit of maximum 12 hours per day. This means that employees can be made to work without any fixed limit.

How much pressure will be put on the government treasury?

The benefit of this increase in dearness allowance will be given to the state government, panchayat service and other employees. A total of 4.78 lakh employees and about 4.81 lakh retired employees i.e. pensioners will get its benefit. For this, the government treasury will have to pay Rs 235 crore as outstanding allowance and an additional annual payment of Rs 946 crore will be made in the form of salary allowance and pension.

The central government has also increased the allowance.

A few days ago, the central government had increased the Dearness Allowance and Dearness Relief by 2 percent to benefit crores of government employees and pensioners. This increase was made under the 7th Pay Commission, after which the DA of the employees has increased to 55 percent. This increase is effective from January 1, 2025.

The government has clearly said that the 8th Pay Commission will be implemented from January 1, 2026. Along with this Pay Commission, employees are also going to get 2 big gifts. One is that a new fitment factor will be implemented and secondly, the existing dearness allowance (DA) of the employees will be merged with the basic salary.

Ever since the government announced the 8th Pay Commission, there has been speculation about the possible fitment factor for the salary hike of government employees. Apart from the fitment factor, everyone is also curious to know whether the basic salary will be merged with dearness allowance (DA) before implementing the fitment factor. Now the question is what and how much benefit will the employees get after the merger of fitment factor and dearness allowance (DA) with the basic salary.

What is the fitment factor?

Fitment factor is a formula that is used to revise the basic salary during the implementation of the pay commission. It determines the salary of the employees keeping in mind inflation and previous allowances, especially DA. For example, the fitment factor in the 7th pay commission was 2.57 percent. This means that if someone’s basic salary was Rs 30,000, the total salary with this fitment factor would be around Rs 77,100. There is a demand to increase the fitment factor to 2.83 in the 8th pay commission. Now if someone’s basic salary is Rs 50,000, then after applying the new fitment factor, the total salary will reach around Rs 1,41,500.

What is the role of dearness allowance?

If we look at the last 3 pay commissions, in the 5th, 6th and 7th pay commissions, the fitment factor was applied by combining dearness allowance with basic salary. When the 7th pay commission was implemented in January 2016, central government employees were receiving 125% DA on their basic salary. The commission suggested a fitment factor of 2.57. Then the government calculated the new salary by combining basic and DA, on which an increment of 14.22% was made. How much new salary will be made on this basis?

Let’s assume that an employee used to get a basic salary of Rs 10,000, on which he got DA of 125 percent (Rs 12,500). In this way, the total salary was Rs 22,500. The government had given an increment of 14.22 percent, which was Rs 3,199 of the total salary. After adding this, the new salary became Rs 25,700.

How much will be the increase in the 8th Pay Commission

If we apply the formula of the 7th Pay Commission to the 8th Pay Commission, then what will be the new salary? Let us assume that the government applies the fitment factor of 2.83 and also merges the existing DA. In this context, if the basic salary of an employee is Rs 50,000, on which he currently gets 55 percent DA and let us assume that in July the government increases the DA by 3 percent, then it will become 58 percent. This means that by December 2025, the total salary will be 50 thousand and its 58 percent DA (Rs 29,000) i.e. Rs 79,000. According to the fitment factor, it is believed that if the salary increases by 20 percent, then the total increase will be Rs 15,800 and the total salary will be Rs 94,800.

The application process on the portal for central government employees will start from April 1. They will have to fill the claim form to opt for UPS. Through this, more than 23 lakh employees of the central government will get the option to choose between UPS and NPS.

The National Pension Scheme (NPS) was implemented on January 1, 2004, but there was resentment among the employees due to not getting a fixed pension in NPS on the lines of the old pension scheme. Under OPS, 50 percent of the last basic salary of their tenure was given as pension. The demand for restoration of old pension was being made by the employee organizations for a long time. In view of this, the Union Cabinet approved the proposal of UPS on 24 August 2024.

How can I join

1. Existing employees: Existing employees who joined government service after 1 January 2004 and have opted for NPS can opt for UPS. They have to fill Form A2.

2. Newly recruited employees: New employees joining the service on or after April 1, 2025 can also choose this option. They have to fill Form A1.

3. Retired Personnel: Employees who have retired and were associated with NPS can also join UPS. They have to submit Form B2 along with KYC documents.

4. On death of employee: In case of death of the employee, the legally married spouse has to submit Form B6 along with KYC documents.

5. VRS cases: The provision of 25 years of service will be applicable on taking voluntary retirement (VRS). This means that such employees will have to wait till they attain the age of 60 years.

How to apply

Enrolment and claim forms for all categories will be available online on the Protein CRA website (https://npscra.nsdl.co.in). Employees will also have the option to submit the forms physically.

These employees will not be included

According to the notification, UPS or Assured Pay option will not be available in case of removal or termination of service or resignation of the employee.

No change after

It has been clarified in the notification that employees will get the option to choose UPS under NPS. Or continue NPS without UPS option. Once the option is chosen, it cannot be changed.

After the recent order of the government, the dearness allowance of the employees of the fifth pay scale has been increased by 12 percent. Apart from this, the dearness allowance of the employees of the sixth pay scale will increase by 7 percent. Employees will get its benefit from July 1, 2024. In this regard, Additional Chief Secretary Deepak Kumar has issued a government order. According to the government order, the dearness allowance of state employees, permanent employees of aided educational institutions, technical educational institutions, urban bodies and UGC salary holders whose salary has not been revised since the year 2006 and they get salary as per the 5th pay scale has been increased.

DA increased from 443 to 455%

Accordingly, the dearness allowance under the fifth pay commission has been increased from 443 percent to 455 percent. Employees receiving salary under the sixth pay commission, which has not been revised since 2016, will get 246 percent DA instead of 239 percent. Earlier, on the occasion of Diwali, the Yogi government had announced to increase DA in the first week of October. At that time, the government had increased the DA of employees coming under the seventh pay commission from 50 percent to 53 percent. The dearness relief allowance (DR) of pensioners was also increased by the same amount.

Apart from this, the Yogi government had announced to give bonus to the employees at that time. This benefited about 14.82 lakh employees of the state government. Giving bonus on Diwali had put a burden of Rs 1025 crore on the state government treasury. The government had given the benefit of increased DA and bonus to the employees in the October salary. Due to Diwali, the October salary was also given to the employees on October 30.

Railways will now issue Unique Medical Identification (UMID) cards to all its employees, their dependents and pensioners, through which they will be able to get free treatment in hospitals included in the railway panel and all All India Institutes of Medical Sciences (AIIMS) in the country. This card will be made for Rs 100. This new system will benefit about 12.5 lakh employees, more than 15 lakh pensioners and about 10 lakh dependents of the Railways.

This decision has been taken after complaints from employees and pensioners alleging that doctors issue referrals for their preferred hospitals. Under the new policy, treatment will now be possible without referral. This will provide them medical facilities without any hindrance and complaints related to doctors’ referrals will also be resolved. No referral will be required for treatment in national institutes like PGIMER Chandigarh, JIPMER Puducherry, NIMHANS Bangalore, and 25 AIIMS in the country. Not only treatment, but necessary medicines will also be provided in these institutes.

The decision came into effect with immediate effect

\. Railway Board Executive Director (Transformation) Pranav Kumar Malik on Monday ordered the issuance of Unique Medical Identification (UMID) cards. This decision has come into effect with immediate effect. The UMID card will be kept in DigiLocker through Health Management Information System (HMIS). It will also be available on the profiles of employees and pensioners.

Through this card, employees, pensioners or dependents will be able to get treatment in any hospital or diagnostic center included in the panel of railways. This card can be used for emergency or general treatment. If someone does not have a UMID card, their UMID number will also be valid for treatment. Under special circumstances, referrals will be issued for some hospitals, which will be valid for a period of 30 days.

On behalf of the state government, Additional Advocate General Neeraj Tripathi argued that the petitioners were appointed on or after April 1, 2005, hence the old pension scheme is applicable to them.

At the same time, the petitioners argued that their selection and training session took place in 2003-04 and the training was completed in August 2004, but due to the state government, they were appointed. If there had been no delay in appointment by the Government after completing the training, the petitioners would have been within the prescribed period for old pension.

This interest rate will be effective from 1 October 2023 to 31 December 2023.
