<p>It is very important to follow traffic rules for driving on the road. If you do not follow the rules, you may have to face a hefty fine. It is very important to wear a seat belt in four-wheelers and a helmet in two-wheelers. This is not only a rule, but it is also very important from the safety point of view. If someone meets with an accident while driving a two-wheeler, then wearing a helmet can save him from serious head injuries. Helmet can save someone&#8217;s life by keeping the head safe. Along with all this, the most important thing is that some traffic rules have been made in India. Which are very important to follow for road safety. There is one such community, which is exempted from wearing a helmet.</p>
<p>In India, a fine is imposed for riding a motorcycle or scooter without wearing a helmet. This fine may vary from state to state. However, in most states, a fine of Rs 1000 is imposed for riding a two-wheeler without a helmet. In some states, this fine can be even higher. Earlier, there was a lesser fine for not wearing a helmet.</p>
<p><strong>Sikh community got exemption for not wearing helmet</strong></p>
<p>There is a community in the country that may or may not wear a helmet. The traffic police do not issue a challan to them. Section 129 of the Motor Vehicle Act states that only those people who belong to the Sikh community are given the freedom to not wear a helmet. But a condition has been added to this as well. It states that only those people in the Sikh community who are wearing a turban are free to not wear a helmet. The rule is that if a turban is worn while driving a motorcycle or scooter, then only a challan will not be issued for not wearing a helmet. This rule has been made to respect the religious rights of the Sikh community. Helmets are not necessary for children below the age of 4. But helmets are extremely necessary for children above the age of 4.</p>

<p>Deputy Superintendent of Police (DSP) Chandrakesh Singh at Police Training Center, Sitapur, Uttar Pradesh Police says that Sikh community is exempted from helmet rules, but this exemption is only for Sikhs who wear turbans. This rule has been made to respect the religious rights of the Sikh community. Actually, Sikhs wear turbans on their heads. Due to which helmets do not fit on their heads. Along with this, their turbans work as helmets during accidents. It protects them from serious head injuries. Apart from these, if someone has such a medical condition. Due to which he cannot wear a helmet on his head. He can avoid challan by showing medical certificate.</p>

But the reason given in the challan receipt surprised everyone &#8211; “Low fuel in the vehicle”. At first it was considered a joke, but later it was found out that it was a human error. <h3><strong>What is the rule of Low Fuel challan in traffic rules?</strong></h3>
<p>According to traffic rules, if a commercial vehicle like taxi, auto, bus or public transport stops in the middle of the road because it has run out of fuel and this causes inconvenience to the passengers, then the traffic police can impose a challan of up to Rs 250 on the driver of that vehicle. This rule has been made keeping in mind the safety and convenience of the passengers. 										<content:encoded><![CDATA[<h3><strong>Now, if you break traffic rules, you will be fined not just on the basis of photos but on the basis of video evidence. The central government has issued a new Standard Operating Procedure (SOP), under which traffic rules will be monitored with automatic cameras.</strong></h3>
<p>According to media reports, this SOP has been presented in the Supreme Court by the Ministry of Road Transport and Highways, which aims to reduce road accidents and make the traffic system more strict and transparent.</p>
<p>The SOP also focuses on recording video evidence, even at speeds of up to 200 kmph, to reduce road accidents and deaths caused by distracted and wrong-way driving. The initiative comes in response to a Supreme Court order directing 23 states and 7 Union Territories (UTs) to report on the implementation of electronic surveillance as per the Motor Vehicles Act. <h3><strong>Which rules will be monitored?</strong></h3>
<p>According to the SOP, the automated camera enforcement system will be the primary way to monitor traffic violations. This system is designed to ensure accountability for both drivers and enforcement agencies. Under this new system, actions like not wearing a helmet or seat belt, talking on a mobile phone, driving on the wrong side, and eating or drinking while driving will now be recorded on camera.</p>
<p>These cameras will be so high-tech that they will be able to record clear videos even at a speed of 200 kilometers per hour. That is, even if any vehicle passes at high speed, both the picture and video of breaking the rules will be captured in the camera.</p>
<h3><strong>Challan will be issued on the basis of video evidence</strong></h3>
<p>According to the new SOP, now the cameras will record a video of at least 1 second and a maximum of 10 seconds to issue the challan. All the information like vehicle number, location, date and time should be clearly visible in it, and that too without any blur or haze.</p>
<p>Not only this, this system will work in real time. As soon as any rule is broken, an alert will be sent to the traffic department within a second. The sensors and advanced algorithms installed in the camera will be able to identify whether the vehicle coming in front is actually breaking the rules or is an emergency vehicle (such as ambulance or fire brigade) which is allowed.</p>
<h3><strong>Appeal against challan will also be easy</strong></h3>
<p>To increase transparency, the SOP also states that online systems will be started in all states, where vehicle owners or drivers will be able to appeal against their challan. This will ensure that people can challenge the challans sent by mistake in the right way and action is taken in a fair manner.</p>

										<content:encoded><![CDATA[<p>The Gujarat government has taken a new initiative to remove polluting vehicles from the roads. Now vehicle owners who get their vehicles scrapped will not only get a discount in vehicle tax, but the amount of the challan issued for violating traffic rules by the scrapped vehicle will also be waived off and any other fines imposed will also be waived off.</p>
<p>These concessions have been given for scrapping transport vehicles that are more than eight years old. Under this, the pending tax, penalty, interest and challan will be waived through the &#8216;Registration and Works of Vehicle Scrapping Facility&#8217; (RVSF). The purpose of giving these concessions is to encourage vehicle owners to scrap polluting vehicles.</p>
<h3><strong>Circular issued</strong></h3>
<p>According to a report in Times of India, the Transport Department has issued four circulars related to this scheme. According to one of them, if a vehicle older than eight years is scrapped in RVSF, then any offence committed under the Motor Vehicles Act, 1988 will be adjusted. Apart from this, challans related to traffic rule violations like over speeding, red light jumping will be waived on submission of challan deposit certificate.</p>
<h3><strong>The tax exemption will be valid for one year.</strong></h3>
<p>The penalty, interest and tax exemption have been explained in detail in another circular. This tax exemption will be applicable for one year from May 1, 2025. The age of the vehicle will be determined from its first registration date and it will be applicable to all vehicles.</p>
<h3><strong>Who will benefit?</strong></h3>
<p>A senior official said that this scheme will mainly benefit transport vehicles. There is a lump sum tax for 15 years for private vehicles, while transport vehicles have to pay tax every year. If the vehicles on which this tax is due are scrapped, then the motor vehicle tax and the interest on it will also be waived.</p>
<h3><strong>Up to 15% and up to 25% discount</strong></h3>
<p>On providing &#8216;Certificate of Deposit&#8217; of scrap vehicle, the person gets discount in registration fee while purchasing a new vehicle. This discount is up to 25% for private vehicles and 15% for commercial vehicles.</p>

										<content:encoded><![CDATA[<h3><strong>Traffic Challan Check Online: Delhi government has issued a tender to provide WhatsApp Business and Application Programming Interface-Best Service for challans related to traffic rules.</strong></h3>
<p>After this, traffic rule violations and challans will be automatically sent to the WhatsApp of the traffic rule violator.</p>
<p>This message will also contain a payment link. After this, the user can use UPI or any other payment gateway to pay one or more challans directly from there. According to the tender document, the service provider has to develop a system through which the transport department will be able to make payments directly from WhatsApp. These messages will be sent in Hindi and English.</p>
<h3><strong>You can also pay using UPI</strong></h3>
<p>According to a report by Times of India, an official aware of the matter has said that the framework should enable sending messages in media formats like photos, PDFs and videos. And this permission has been granted by WhatsApp. Apart from the WhatsApp payment option, challan payments will be made with popular UPI apps like Google Pay, BHIM and other platforms.</p>
<p>After the introduction of the new system, people will be able to pay their challan quickly and easily. The official further said that after making payment through one of these apps, a push notification will be sent every time a new challan is generated.</p>
<h3><strong>Target to settle pending invoices</strong></h3>
<p>This system will initially be with traffic related challans. The official said, since there is a push message facility available in WhatsApp. This push message will keep reminding the person that there is a pending challan.</p>
<p>Currently, people use the government&#8217;s transport e-challan website to pay the fines. Another official said, &#8220;Many vehicle owners do not receive SMS for challan for weeks. Once our system is developed, this problem will be solved.&#8221;</p>

It is necessary to install it in both two wheeler and four wheeler vehicles. Meanwhile, time has been given till June 28 to install HSRP in Kanpur, Uttar Pradesh. <p>Strict action can be taken against the vehicle owners caught during checking. Vehicles not affixing HSRP number plates can be fined up to Rs 5000.</p>
<p><strong>Know what is HSRP number plate</strong></p>
<p>HSRP number plates are aluminum plates fitted on vehicles. In which the Ashoka Chakra in blue color hologram is on the top-left corner of the plate. In addition, a special 10-digit PIN, with &#8220;India&#8221; written at a 45-degree angle and India&#8217;s International Registration Identification Code &#8220;IND&#8221; is branded below the Ashoka Chakra hologram. It costs around Rs 500 for two-wheelers (Rs 400 + Rs 100 for color sticker) and Rs 1,200 for four-wheelers (Rs 1,100 + Rs 100 for color sticker, depending on the vehicle category).</p>

<p>Changes have been made in the new Motor Vehicle Act. Provision has been made for heavy challan on the drivers. In such a situation, even if you have license, registration papers and insurance while driving, but still a heavy fine of Rs 10,000 can be imposed for breaking the rules.</p>
<p><strong>Will be fined</strong></p>
<p>You must have heard the siren of an ambulance on the road. That&#8217;s why it is played. So that the vehicles ahead can give way to the ambulance. If any person does not give way to an ambulance, he has to pay a heavy fine. Under the Traffic Police Central Motor Vehicles Act (Amendment) 2019, the driver of the vehicle may have to pay a fine of Rs 10,000 for not giving place to the ambulance.</p>
<p>Please inform that there was no such provision in the old Motor Vehicle Act. In such a situation, it is important that as soon as you hear the sound of an ambulance or an emergency vehicle while walking on the road, you immediately move to the side to give way to it.</p>
<p><strong>If the children are made to sit then they will have to pay a heavy challan</strong></p>
<p>According to the new Motor Vehicle Act, a child above 4 years of age will be counted as the third passenger. In such a situation, if you are going somewhere with your child and wife sitting on your two wheeler and the age of the child is more than four years, then your challan can be deducted. According to Section 194A of the Motor Vehicles Act, an challan of Rs 1000 can be deducted for violating this rule.</p>
<p><strong>Do not break these traffic rules even by mistake</strong></p>
<p>There is a provision of fine up to Rs 5000 instead of Rs 1000 for driving while talking on mobile. Drunk driving can lead to imprisonment of up to 6 months or a fine of up to Rs 10,000. If this is done for the second time, then imprisonment of up to 2 years or a fine of Rs 15,000 can be done. Traffic police will deduct a challan of Rs 5000 for driving a vehicle without a driving license.</p>

<p>Similarly, a strange case has come to light from Bihar. Whoever hears this matter is not able to stop laughing. In Bihar, a scooty owner has been challaned for not wearing a seat belt. According to the news agency PTI, this incident came to light in the year 2020 in Samastipur.</p>
<p>In this case, scooty owner Krishna Kumar Jha told that he came to know that this challan has already been deposited.</p>
<p><strong>Jha told the whole incident</strong></p>
<p>Scooty owner Krishna Kumar Jha told that he was going to Varanasi on 27 April. when i was on the train Then I got a message that a challan of Rs 1000 has been deducted against me. When I saw the details, it came to know that in October 2020 the challan was issued for not wearing the seat belt. I was surprised then that this fine has already been deposited. While to my knowledge nothing like this has happened. In this case, the traffic police say that this challan may have been generated due to some mistake.</p>
<p><strong>Will investigate</strong></p>
<p>In this case, Balbir Das, an officer of Bihar Traffic Police, said that Krishna Kumar Jha gets the challan, it was issued manually. We are in the process of including all these challans in e-challans. We will get it checked where the mistake has happened. A similar incident came to light in Odisha in February. When two-wheeler owner Abhishek Kar was fined Rs 1,000 for not wearing a seat belt.</p>

<p>If the challan of your vehicle has been cut, then the Delhi Traffic Police is once again organizing the National Lok Adalat 2023 to settle it. If you live in Delhi and challan has been issued on your vehicle number then you can go to District Magistrate and request for reduction of fine amount or waiver of challan.</p>
<p>Be it pollution, insurance, crossing red light, not wearing seat belt, over speeding or any other similar violation&#8230; Violators can appear in court and demand that The fine amount should be reduced or the entire challan should be waived. For this all you have to do is download the e-challan and go to the National Lok Adalat for settlement. Please tell that the National Lok Adalat is on 11 February 2023. Keep in mind that to go to the National Lok Adalat, you have to make online booking first.</p>
<p><strong>How to book online for National Lok Adalat 2023</strong></p>
<p>1. Book your challan on the website of Delhi Traffic Police Lok Adalat.</p>
<p>2. Download the printout of the notice.</p>
<p>3. Court premises will be specified on the downloaded notification sheet.</p>
<p>4. Attend the scheduled court on the specified date and time.</p>
<p>5. Present the challan before the Magistrate and likewise request for reduction or waiver of the fine.</p>
<p>According to a report, the Delhi Traffic Police has told that more than 1.79 crore e-challans are pending in the national capital. These challans include both violations caught on camera and violations caught by officers on the road. Delhi Police has also announced that the National Lok Adalat will remain open on 11 February 2023 from 10 am to 3:30 pm. Violators against whom challans have been issued before October 31, 2022, will be included in this.</p>

At this time the traffic rules in the country have become very strict. Even if you are riding a bike and wearing a helmet, you can still be fined Rs 2,000.</strong></p>
<p>These days it is being seen that traffic policemen are issuing challans even for wearing helmets. Under the new traffic rules, even if you are wearing a helmet, your challan can be deducted.</p>
<p><strong>Under the new rules, an invoice of Rs 2,000 will be imposed</strong></p>
<p>According to the new traffic rules, if you do not wear a helmet strip while driving a motorcycle or a scooter, then you will be charged an invoice of Rs 1,000 under Rule 194D MVA. Along with this, if your helmet is bad i.e. it is without BIS and you are wearing this type of helmet, then also you will have to pay Rs 1,000 as an invoice. This rule is also applicable under 194D MVA.</p>
<p>It is necessary to follow the rules, even after wearing the helmet, if you are not following the new rules, then you may have to pay an invoice of Rs 2,000. To prevent road accidents across the country, traffic rules are being tightened by the government.</p>
<p><strong>See the status of your challan like this</strong></p>
<p>If you want to know about your challan whether your challan has been cut or not, then you can visit the official website https://echallan.parivahan.gov.in . Here you have to check the status of your challan. Now you will see the option of challan number, vehicle number and driving license number (DL). As soon as you select your vehicle number and fill all the details. After this you will see the status of your challan.</p>
<p>In this situation, a fine of Rs 20,000 is imposed . Apart from this, if you overload the vehicle under the new Motor Vehicle Act, then you can be fined up to Rs 20,000. Apart from all this, you will have to pay an additional fine of Rs 2,000 per tonne for doing so.</p>
