The rule is that if a turban is worn while driving a motorcycle or scooter, then only a challan will not be issued for not wearing a helmet. This rule has been made to respect the religious rights of the Sikh community. Helmets are not necessary for children below the age of 4. But helmets are extremely necessary for children above the age of 4.
