According to Biman Mitra, coordinator of the Federation of Coal Industry Retired Employees Association (FCIREA), after a long struggle, the order has been issued to enter the PPO numbers in the bank passbooks of the pensioners. However, his complaint is also that most of the pensioners of the country do not even know whether the PPO number is registered in their passbook or not.

Most of the pensioners were not aware

In this, the PPO (Pension Payment Order) number of about five crore pensioners of Central Government, State Government and other public sector undertakings should be recorded in their bank account, which was not registered in any pensioner’s bank account.

He said that three orders were also issued by the Union Finance Ministry to all banks to record PPOs in the bank accounts of pensioners. Despite this, no bank in the country paid attention to this. Even the educated pensioners and retired pensioners from the post of IAS-IPS officers in the country did not pay attention to the fact that PPO numbers are not being registered in their bank accounts. In 2021, when it came to my notice that the PPO number was not being entered in the passbook account of the pensioners, I raised this issue.

FCIREA coordinator Biman Mitra said that we had a meeting with the CMPF commissioner on 29 Jul 22, after which we made a representation before the Coal Secretariat to consider the long pending issues. After this I also spoke to the nodal banks of Dhanbad and the Finance Ministry. He said that the father of the SBI bank officer I was talking to in Dhanbad was also a pensioner and the PPO number was not being entered in his passbook as well.

As soon as I came to know about this, he advised me to talk to the SBI chairman directly. Then I see at my level what can be done in this matter. He said that on December 7, 2022, I spoke to the SBI chairman. He listened to me and on 21st December he issued an order to enter the PPO number in the passbooks of the pensioners and sent a copy of it to me.

Other issues being raised by coal pensioners

Biman Mitra said that the issues for which the Coal Employees Forum is fighting for, apart from registering PPO numbers in the bank passbooks of pensioners, include activation of the CMPF portal starting from 1 Feb 23, 5 retired before 22 Nov, Uploading of revised PPO within 31 Mar 23 to reach out to 70,000 coal pensioners, start receiving pension claim by spouse from bank as per BOT decision and agreement between SBI and CMPFO and monthly pension below Rs.1000 Includes acceptance of minimum pension for 1,26,000 coal pensioners.
